About this file

This is a Statement of Work (SOW) for a turn-key furniture acquisition and installation project for the Biomedical Equipment Technician (BMET) work center at Port San Antonio CSDC. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to deliver, assemble, and install workbenches, storage cabinets, and seating in an industrial warehouse environment where BMETs test, calibrate, repair, and maintain sensitive medical devices.

All furniture and seating must be heavy-duty, industrial-grade, ESD-safe (Electrostatic Discharge), and meet or exceed ANSI/ESD S20.20 and EOS/ESD S4.1 standards. The delivery and installation work must occur during standard government duty hours (Monday–Friday, 0730–1630), excluding federal holidays, at Port San Antonio CSDC. The contractor is responsible for site surveys at no additional cost to the Government, must comply with all security protocols and safety policies, and must perform daily cleanup and off-site disposal of all uncrating debris and waste at the contractor's expense. The SOW specifies nine line items (CLINs): CLIN 0001 requires 20 L-shaped technician workbenches (Lista or equal) with 72"×78" footprint, 38-inch standing height, ESD plastic laminate tops, 1,000 lb load capacity, integrated multi-outlet power strips with eight 120V receptacles, overhead riser shelves with LED task lighting, and under-worksurface storage cabinets. CLIN 0002 calls for 6 L-shaped admin workbenches (Lista or equal) with 60"×66" footprint, 29–30 inch sitting height, and similar ESD and electrical features. CLIN 0003 specifies 2 straight ESD workbenches (60"×30", 29–30 inch height, 800 lb load capacity). CLINs 0004–0006 provide storage cabinets: 3 medium drawer cabinets (47"W×28.5"D×39"H, five drawers at 400 lbs each), 1 tall hybrid cabinet (66–72"H with five drawers and a lockable cabinet section), and 4 tall shelf cabinets (47"W×29.5"D×57"H with lockable doors and adjustable shelves at 440 lbs each). CLINs 0007–0008 require 20 tall technician chairs and 8 admin chairs (lowest price technically acceptable), all ESD-safe with conductive casters and grounding drag chains. CLIN 0009 covers turn-key assembly and installation services including uncrating, mechanical assembly, leveling, ESD grounding verification, and off-site waste disposal. All ESD components must have surface resistivity between 10⁶ and 10⁹ ohms and include standard grounding hardware and 10-foot grounding cords. A kickoff meeting will be scheduled after contract award to finalize work schedule, floor plan, and timelines.

Statement of Work (SOW) BMET Work Center Furniture Package

Port San Antonio CSDC

1.0 General Information.

1.1 Scope:

The purpose of this Statement of Work is to define the requirements for a turn-key furniture acquisition and installation project for the Biomedical Equipment Technician (BMET) work center located at the Port San Antonio CSDC. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to deliver, assemble, and install the specified workbenches, storage cabinets, and seating.

1.2 Background:

This furniture will be utilized by Biomedical Equipment Technicians (BMETs) in an industrial warehouse setting for the testing, calibration, repair, and maintenance of highly sensitive medical devices. Because of the warehouse environment and the delicate nature of the electronics being serviced, the furniture must be heavy-duty, resistant to industrial dust/wear, and provide complete Electrostatic Discharge (ESD) protection. Workbenches must support complex diagnostic tools and incorporate integrated power to test medical devices safely.

1.3 Applicable Documents:

All ESD-safe components, including worksurfaces, hardware, and seating, must meet or exceed the standards set forth in ANSI/ESD S20.20 and EOS/ESD S4.1.

1.4 Restrictions:

No unique restrictions apply. Contractor personnel shall not operate any government equipment.

2.0 Schedule & Coordination.

2.1 Contract Management:

All contract-related inquiries, modifications, and communications shall be directed to the designated Contracting Officer (CO). Day-to-day operational coordination will be managed by the Government Project Manager (PM) and the Contractor’s designated representative.

2.2 Work Hours and Special Conditions:

All on-site delivery and installation work shall be performed during standard government duty hours (Monday through Friday, 0730 - 1630), excluding federal holidays, unless otherwise coordinated and approved by the facility manager. The work area is an active BMET work center.

2.3 Place of Performance:

Port San Antonio CSDC. Specific building and room designations will be provided upon contract award. The day-to-day supervision and direct control over the work performed by all Contractor personnel shall be the sole responsibility of the Contractor.

2.4 Site Surveys:

Any required site surveys shall be coordinated with the Government PM. Site surveys performed by prospective contractors shall be performed at no additional cost to the Government.

2.5 Start-Up Meeting:

After contract award, a kickoff meeting will be coordinated between the Contractor, PM, and customer to finalize the work schedule, floor plan, and timelines.

3.0 Requirement:

The contractor shall perform a complete turn-key installation. No special permits are required for this installation. This includes the uncrating, full mechanical assembly of all structural components (including legs, returns, overhead risers, and drawer units), proper routing and safety testing of integrated electrical packages, and final placement and leveling of all units in accordance with the Government-provided floor plan. Post-assembly functional checks must be performed to verify all drawers and doors operate smoothly, all locks engage correctly, all electrical components are operational, and all ESD grounding points are properly established and tested.

4.0 Contractor Requirements.

4.1 Security Requirements:

The contractor and all associated delivery and installation personnel shall comply with all Port San Antonio CSDC security protocols, vehicle search requirements, and safety policies while on the premises.

4.2 Safety & Clean-up:

The contractor shall maintain a clean and safe workspace. All uncrating debris, cardboard, plastic, pallets, and installation waste must be collected daily and removed from the government facility. Use of Government dumpsters is strictly prohibited; all disposal must occur off-site at the contractor's expense. The work area shall be left clean and free of debris at the end of each workday and upon project completion.
