About this file

This is a Questions and Answers document for RFQ FA301626Q0276 regarding BMET Work Center Furniture, issued by a federal agency (JBSA - Joint Base San Antonio) with a closing date of September 14, 2026.

The procurement is a 100% small business set-aside under NAICS 337127, with a contract value below the Simplified Acquisition Threshold of $350,000, making the Nonmanufacturer Rule inapplicable. Small business prime contractors may propose brand-name (Lista/Vidmar) or equivalent products manufactured by large businesses provided all technical salient characteristics are met. Installation does not require manufacturer-authorized installers; any qualified commercial furniture installer is acceptable, though the prime contractor remains solely responsible for ensuring compliance with manufacturer's technical specifications and preserving warranty protections. All installation personnel must comply with standard JBSA base access, security, and badging protocols, with no specialized technical licenses or certifications required beyond standard commercial practices. The baseline delivery and installation requirement is 60 calendar days or less after receipt of order, though quoters proposing accelerated timelines (14-30 calendar days) deemed realistic and advantageous will be rated more favorably during best-value tradeoff evaluation. For past performance evaluation, the Government will assess references provided in quotes and reserves the right to independently verify performance history using CPARS, FAPIIS, Federal award databases, and other government-held data, with highly successful on-time project execution under challenging timelines rated more favorably than satisfactory or neutral performance records.

Questions and Answers

1. Question: Whether Amendment 0001 is the latest controlling amendment and whether any additional Q&A or revised attachments are expected before the September 14, 2026 closing date.

Answer: As referenced within Attachment 1 Instructions, Conditions, & Notices to Offerors or Quoters RFQ Questions 4 e) Response to Questions: Responses to all questions will be posted as an amendment to the RFQ on the SAM.gov platform. (Amendment 0002)

2. Question: Whether there is an independent Government estimate or anticipated award-value range that can be disclosed for purposes of evaluating the applicability of FAR 52.219-33, Nonmanufacturer Rule.

Answer: The Government will not disclose anticipated award value prior to the award date.

Because this value is below the Simplified Acquisition Threshold (SAT) of $350,000 established under the Revolutionary FAR Overhaul (RFO) guidelines, the Nonmanufacturer Rule (NMR) does not apply to this procurement (in accordance with RFO 19.104 / FAR 19.505(c)(5)).

3. Question: Whether the Government will accept brand-name-or-equal products from a large-business manufacturer if the total award remains at or below the simplified acquisition threshold, assuming all salient characteristics are satisfied.

Answer: This requirement is set aside 100% for Small Businesses on the Open Market (SAM.gov) under NAICS 337127, meaning the prime contractor submitting the quote must be a verified small business. However, because the contract value is below the RFO Simplified Acquisition Threshold (SAT) and the Nonmanufacturer Rule does not apply (see Response to Question 2), the small business prime contractor may propose brand-name (Lista/Vidmar) or equal products manufactured by a large business, provided all technical salient characteristics are fully met.

4. Question: Whether installation must be performed by a manufacturer-authorized installer, or whether a qualified commercial furniture installer is acceptable.

Answer: The installation does not need to be performed by a manufacturer-authorized installer;

any qualified commercial furniture installer is acceptable. However, the prime contractor is solely responsible for ensuring that all assemblies, workbenches, and cabinets are installed in strict accordance with the manufacturer's technical specifications. The installation must be executed in a manner that preserves and passes through the manufacturer's standard commercial warranty (as required by Section 10 of the solicitation) without voiding any protections.

5. Question: Whether any specific licenses, certifications, badging, insurance limits, or facility-access requirements apply to installation personnel beyond those stated in the solicitation.

Answer: No specialized technical licenses or certifications are required beyond standard commercial practices. However, because installation will take place on JBSA property, all installation personnel must comply with standard base access, security, and badging protocols.

6. Question: For past performance, whether the Government will evaluate only information submitted with the quote or may also consider CPARS/FAPIIS or other Government-held information.

Answer: Reference Attachment 2 Evaluation Factors. In accordance with Attachment 2 (Evaluation Factors for Award), the Government will evaluate the quoter's recent and relevant past performance utilizing the list of references provided within the quote. However, the Government reserves the right to utilize the Contractor Performance Assessment Reporting System (CPARS), FAPIIS, Federal award decision databases, and any other government-held past performance data to independently verify the contractor's performance history. Under the Best Value Tradeoff process, a record of highly successful, on-time project execution under challenging timelines will be rated more favorably than a record of satisfactory or neutral past performance.

7. Question: Whether the required delivery/installation date is firm or whether offerors may propose an earlier or alternate schedule for evaluation.

Answer: The Government’s baseline delivery and installation requirement is 60 calendar days or less after receipt of order (ARO). Quoters must submit a detailed, binding delivery schedule as part of their quote. Under Factor 2 (Delivery & Installation Schedule), the Government values accelerated delivery to support critical mission relocations. Quoters who propose an accelerated timeline (e.g., 14 to 30 calendar days ARO) that is deemed realistic and advantageous will be rated more favorably in the tradeoff analysis over quoters proposing the baseline 60-day timeline.

8. Question: One quick follow-up before the question deadline: the CLIN delivery schedule shows September 30, 2026, while the evaluation section states delivery and installation within 60 calendar days ARO. Can you confirm which requirement controls for the final quote?

Answer: The Government’s baseline delivery and installation requirement is 60 calendar days or less after receipt of order (ARO). Quoters must submit a detailed, binding delivery schedule as part of their quote. Under Factor 2 (Delivery & Installation Schedule), the Government values accelerated delivery to support critical mission relocations. Quoters who propose an accelerated timeline (e.g., 14 to 30 calendar days ARO) that is deemed realistic and advantageous will be rated more favorably in the tradeoff analysis over quoters proposing the baseline 60-day timeline.
