1) INTRODUCTION

The Exhibition Program at the National Library of Medicine (NLM) produces content about the social and cultural history of science, medicine, and technology for world-wide audiences that include subject matter experts, educators and students, and the general public. This content includes textual narratives, supported by objects, images, and media, and is transformed for audiences into multiple exhibition formats including graphic roll up banner exhibitions, online exhibitions, and, from time to time, onsite installations.

The NLM distributes graphic roll up banner exhibitions, known as NLM Traveling Exhibitions or

Traveling Banner Exhibitions, to a worldwide network of academic libraries, public libraries, professional organizations, and cultural institutions . The audiences for NLM Traveling

Exhibitions include staff, patrons, and visitors to these host organizations, reaching between

500,000 and 1 million visitors each year. The portfolio of graphic roll up traveling exhibitions includes more than three dozen copies. While the graphic roll up banner format is modest in scope, the reach of these exhibitions is extensive.

For the Exhibition Program, the Internet is a crucial network in reaching National Library of

Medicine customers. Online exhibitions, frequently enhanced by digital resources from the NLM, reach global audiences.

1.1) Background

National Library of Medicine exhibitions and their online surrogates feature books, journals, photographs, and prints from the Library’s collection , in addition to some artifacts and graphics borrowed from museums, other institutions, or individuals.

To find more information about the Exhibition Program and the portfolio of past NLM exhibition projects please control-click here. The list of past exhibition projects chronicles the changes in the types of exhibitions produced by the Exhibition Program over the last twenty (20) years.

Older projects were large, multimedia installations while more recent onsite exhibitions are smaller complements to NLM Traveling Exhibitions.

The online adaption of these exhibitions, as well as stand -alone online exhibitions, frequently include Digital Galleries, which showcase curated selections of fully digitized NLM items, and educational and health information resources. Exhibition websites are situated within the History of Medicine Division (HMD) and National Library of Medicine (NLM) wrappers, which can be observed by control-clicking here.

1.2) Scope

The Exhibition Program expects to raise awareness of the rich resources of the National Library of Medicine through the creation of interpretive exhibitions that highlight the institution’s collections. These projects are typically presented as graphic roll up banner exhibitions and online exhibitions.

Infrequently, from time to time, the institution may have the need for small special displays and onsite exhibitions, which would be seen by NLM and National Institutes of Health (NIH) colleagues, VIP visitors to the institution, the wider NIH community, and visiting professional https://www.nlm.nih.gov/hmd/about/exhibition/about-us.html https://www.nlm.nih.gov/hmd/about/exhibition/index.html

September 2021 page 2 and para-professional groups to the Library. While the number of visitors to these special displays and onsite exhibitions is modest, the value of the Exhibition Program to the institution is made tangible through these special displays and onsite exhibitions.

Physical exhibition projects are accompanied by exhibition brochures and posters, which are made available online via 508 Compliant PDFs. The design of these collateral print pieces, and ensuring 508 compliance of the PDFs, is part of the scope of this solicitation for Exhibition

Design.

The scope of individual online projects is evident by reviewing the portfolio of online exhibitions especially responsive projects created after 2018. Typically, the Exhibition Program produces one

(1) to four (4) online exhibitions each year. These projects can represent new exhibition content, migrating non-responsive templated sites (known as Template A or Template B sites) to responsive templated sites, or adapting older, non-responsive Legacy sites to responsive templated sites.

For the purposes of this Statement of Work, the following examples of types of Web Design and

Production projects can be observed by reviewing this sample of online exhibitions:

September 2021 page 10

vii. Web Design and Production Vendor deliverables will be fully operational on Windows and Macintosh platforms; accessible with current versions of MS Edge, Firefox, Safari, Chrome, and Linux operating systems and backwards compatible for at least two generations, and Internet Explorer 11.

viii. During the duration of this agreement, the Exhibition Program may require the Web

Design and Production Vendor to develop new responsive template(s) or incorporate new technologies in the presentation of exhibition content or NLM collections . The Web

Design and Production Vendor will meet the Government’s need, adhere to the requirements of the statement of work, and work proactively with Library web and IT teams to integrate these new features into the NLM environment.

ix. The Vendor will identify any third-party software, library, font, or other tool that may not be used by the Library prior to deployment for NLM to review.

2.2.c Quality Assurance

With Exhibition Program approval of designs, the Web Design and Production Vendor programs and codes the site, conducts quality assurance, and delivers the site files to the Library for https hosting. The Vendor will work with Library web and IT staff to ensure programming language, software, and platform integration with the Library’s systems and infrastructure .

The Web Design and Production Vendor conducts a rigorous Quality Assurance (QA) process to affirm the look and functionality of the website is errorless and performs as approved during the

Design Process. Following a rigorous Quality Assurance (QA) review, the Vendor delivers a site to be ingested by NLM, along with asset and media files that have been formatted to fit the site specifications. Typical asset files include but are not limited to jpg, tif, png, gif, pdf. Video and audio files may be part of an online exhibition experience.

Once the site and asset and media files have been delivered, and after the NLM ingests the delivered site and asset and media files, the NLM goes through an additional review for any outstanding issues. The Vendor engages with NLM web and IT staff from ingest to the end of this

NLM review to fix bugs and troubleshoot issues.

The Web Design and Production Vendor has the technical expertise to understand how delivered sites will interact with the NLM environment. The Vendor anticipates problems and builds in solutions before sending the site to be ingested by NLM. When issues can be fixed only by NLM, the responsibility for fixing the problem remains the Vendor; the Vendor is expected to provide valuable insight into the nature of the problem and how to fix the problem.

When issues are reported to the Web Design and Production Vendor, the Vendor responds with solutions, problem-solving feedback within 24 hours, or proposes a timeline for solutions within three (3) business days. Fixes may include but are not limited to uploading new files to be ingested to fix a bug; providing code to NLM to fix the issue, which may be delivered via

Bitbucket. NLM prefers using GitHub and Atlassian products (eg, Bitbucket, JIRA, Confluence, etc) for tracking and communicating around web products .

Attachment B: Data Entry—2021, as examples.

3) PROCESS OR METHODOLOGY

Exhibition Design and Web Design and Production Vendors will propose the design process or methodology that most efficiently responds to the requirements of the Statement of Work and individual tasks. The parameters that will shape and inform the design process or methodology are:

1. Generally, unless specified differently, project content [scripts for exhibitions, brochures, and posters, and .jpegs of all assets (for reference) and large format files for final production] is considered final. Guest curators are not active participants in the design development process, revising content to fit designs. Occasionally, the Exhibition

Program will identify individual assets that the Exhibition Design or Web Design and

Production Vendors will modify, recreate, or reinterpret.

2. The design process or methodology recognizes and responds to requirements for NLM

Traveling Exhibitions and the templated delivery of online exhibition content.

3. Vendor(s) will propose for review and acceptance by the Exhibition Program, a project schedule at the onset of each task. The duration of project schedules to produce NLM

Traveling Exhibitions are generally 6-9 months. The duration of project schedules to produce templated websites are generally 6-9 months.

4. The design process will provide options for visual interpretation of the content prior to the

Exhibition Program determining direction.

5. The Exhibition Program anticipates a phased approach to design and will pla y an active role in each phase of development. Typical phases may be Concept Development, Design

Development, Final Design, Production/Programming, and QA for the Web Design and

Production Vendor, or equivalent.

6. Some typical design deliverables may be foregrounded for stakeholder review or shared with other team members.

7. Formal phased deliverables will be used to communicate project status with project team members and stakeholders.

September 2021 page 12

8. Vendor(s) will plan to submit formal phased deliverables that clearly identify the project, the Vendor, the client, submission dates, and use real content, etc to communicate designs for the project.

9. The Exhibition Program requires digital files for each phased deliverable which can be accessed on the Vendor’s client website or delivered via email. For files delivered via email, at a minimum, files will be sized to easily print out on standard desk -top PCs that do not have high end graphic capabilities. Maximum size for email delivered files will be 10MB. Close out packages do not conform to these limitations.

4. ASSUMPTIONS

1. The Government assumes the Vendor will have one primary point of contact to manage client interaction and projects.

2. The Government assumes all final deliverables will be free of errors, blemishes, damages, and programming and manufacturing mistakes including digital files and produced products.

3. The Government assumes errors in samples, deliverables, programming, or costs associated with Vendor delays are the responsibility of the Vendor.

4. The Government assumes, initial deliverables do not pass inspection that the Vendor will remediate PDFs and online exhibitions as required for the files to be 508 Compliant.

5. The Government assumes any errors or delays caused by the Government that may have cost implications will be reviewed by the Contracting Officer Representative and approved by the Contracting Officer prior to the corrective work taking place.

6. The Government assumes that when the Vendor submits a final invoice for a specific purchase order modification and the invoice is paid, the task is closed and there will be no additional attempts to invoice the government for that work.

5. GOVERNMENT FURNISHED PROPERTY

The Government will not furnish property under this agreement.

File details come from the government source that posted it. Updated .
