Solicitation Questions Attachment #5

1. In reference to Medium Voltage Transformers Section 26 12 00; 2.1.A. Manufacturers, we would like to add Cooper Power Systems to the list. We have supplied Cooper Power Systems transformers on several projects at Schriever.

Answer:

The listed manufacturers can supply a transformer conforming to specification 26-12-00. The contractor can also supply a transformer conforming to specification 26-12-00 from Cooper Power Systems

2. In reference to the Medium Voltage Cable; Section 26 05 13, 2.1. A; Manufacturers, we would like to have Prysmian (formerly Pirelli) added to the manufacturers list as we have provided this cable on previous Schriever projects. Prysmian meets or exceeds the specs provided.

Prysmian shall be added to the manufacturer's list. The cable submitted by any of the manufactures will need to meet or exceed the requirements of section 26 05 13.

3. Can the proposal be submitted electronically via email?

Yes

4. Can pictures or elevation drawings of the existing emergency generators be provided to gain a better understanding of size?

The drawings are two dimensional and do not give a good representation of the immensity. Also please provide info on manufacturer, MW rating, etc.

50 CES Power plant Manager confirmed with phone conversation with Mireless Representative that the approximate weight of the generators is 200,000 Lbs. The approximate "outer Box" dimensions on the old generators is 40'2" X 13'6" X 8' 5". East Door dimensions are 10' X 14. Since old generators are scrap items, detailed cut sheets and specifications are not needed. That is, after removal of salvageable items, they are not usable units. Several items may be removed from the west end of the generators to lighten them up and support railings may be able to be torched off to reduce the length. They are Mireless 2 MW units (no longer manufactured). See attached elevation drawing Attachment #1.

5. Can pictures or a drawing of the east building elevation be provided?

East Door dimensions are 10' X 14'. The approximate "Outer Box" dimensions on the old generators is 40'2" X 13'6" X 8' 5". See attached elevation drawing Attachment #1.

6. Please provide specifications and cut sheets on the existing Generators. Specifically, how much do these engines weigh and how are they constructed and pieced together. Someone is saying they weigh 300,000 lbs. This is difficult to comprehend and makes the removal process even more challenging and costly. Can we confirm the specifications of these existing machines please?

50 CES Power plant Manager confirmed with phone conversation with Mireless representative that the approximate weight of the generators is 200,000 Lbs. The approximate "outer Box" dimensions on the old generators is 40'2" X 13'6" X 8' 5". East Door dimensions are 10' X 14. 7. We received communications that there will be no further site visits. However, please reconsider. With information on the street contained in question #1, it will be difficult to manage real costs of removal without getting a couple of key site people and subcontractors to look at the existing engines and surrounding limitations and removal challenges. The plans with pictures contained on them do not present enough info to ascertain the removal costs accurately.

No additional sites visit.

8. Will the owner require any salvaged equipment or will the contract require the contractor to be fully responsible for all hauling off site with related salvage costs and credits?

Contractor is fully responsible for removing units from base and taking them off base including all financial obligations, benefits and credits that might be required.

9. Are transformers T-M1 and T-N1 existing or new?

New

10. Could you confirm weight of existing generators?

50 CES Power Plant Operator spoke with Mireless Representative. He indicated the weight was approximately 90,000 Kg or about $200,000 lbs.

11. Could we get copy of BOM for the new Generators, Radiators and Day tanks?

See attached #2.

12. Has any method of procedures been in place to how take these units out? Because of weight and size of existing #2 and #3 generators, it is almost impossible to maneuver these units around other existing generators and NEW LINE OF GEAR which is placed next to rollup door once new #1 generator is installed.

The contractor is required to submit the Performance Work Schedule within 21 days of Notice to Proceed outlining his removal, installation and commissioning procedures. He is required to minimize downtime. That is, keep six of the seven generators on-line if all possible.

There are several possible ways to accomplish this task. Here is an example. Generator #1 must be removed; replaced and new generator #1 recommissioned and put on line under all scenarios first. For instance, after new generator #1 is fully operational, the attached equipment on west end of generator #2 may be removed and support beams cut off using a torch shortening the length of the old gen#2 to about 33 feet (it also lightens the unit). There will be a gap of about 35 feet between the end of new generator #1 and west wall making it much easier to remove old Generator #2. There may be other methodologies and this one is submitted only as a possible solution, but not a proven way to get the old generators out without removing all three at once. This will require three old generator removal mobilizations.

13. Could you make the rental generator as part of base bid instead of option? This will allow us to use the rental as backup to the other four units and then we can take all three units out at once.

No. The rental generator option will only be activated if we have no alternative other than removing all three generators at once and going down to four regular generators due to the fact that removing all three generators at once decreases our backup capabilities significantly.

14. Can we schedule another site visit?

No, Due to the nature of the funding for this project, any delays could result in the loss of the funds and cancellation of the project. The extension necessary to have another site visit would definitely cause a delay. The project is considered too important to risk a year delay.

15. Short Circuit Coordination Study – Who performs it? Section 28 08-00 Page 4 calls for the testing firm to perform it. Section 26-24-16 Page 1 to suggest the switchboard manufacturer to do the study How far upstream and downstream should the study encompass? By installing larger generators than existing there will be a change in available fault current most likely increasing it. This changes the available fault current for the entire base. This may change suggested relay and breaker setting in downstream buildings as well as building 600. Settings may also need to be changed in the substation feeding Building 600. If no guidance is given then you will likely only get a study for the new equipment.

Short circuit/Coordination study and arch flash study for new equipment only is required per 26-08-00. We currently have project that will be funded this year that will conduct a study of base wide power factor, coordination, fault current, load flow, motor starting currents etc. Downstream devices will be readjusted according to the results of those studies. Section 26-08-00, 1.3L allows the testing firm or his contracted agent to perform these studies. Refer to 26-08-00, 2.1, 2.2, 2.3 and 2.4 for details concerning the studies. Refer to 26-08-00, 1.3O items 1 -13 for a list of the items to be tested and infra-red scanned for this project.

16. Distribution Switchboard: Section 26 24 16 Page 3 calls out max elevation of 6000 ft. Is Schriever higher than that?

Average elevation at SAFB is 6247 feet (Source: SAFB General Plan). This is a difference of only 247 feet and some portions of SAFB may actually be below 6000 feet. This tiny difference should not make a function difference in the real world. If necessary, we will issue a waiver letter for this requirement.

17. Where shall it be installed? There is an existing panel where the drawings show it to go. Additionally it is in front of 15KV switchgear.

The location of the power distribution switchboard (PDP-M1/N1) and the associated transformers and panel boards (T-PPM1, PPM1, T-PPN1, PPN1) is clearly shown on E1.1between columns E and F and on column line 4. There are no existing panels or 15kV switchgear in this location.

18. If placed on that wall is there clearance for racking in and out of the 15KV breakers?

Please refer to E1.1

19. The rest of the power plant is designed to be automatic operation. This switchboard is shown with key interlocks and manually operated breakers so no automatic switching is possible. Is this correct?

Yes

20. Existing switchboard CIL performs a similar function as the new switchboard. It was supplied with electrically operated main and tie breakers with the close and trip functions wired out for tie into the plant control system. The existing switchgear uses 125VDC control power. Are the Main and Tie breakers Drawout?

The Main and Tie breakers are not draw-out type. The original design of the PNP-M1/N1 switchboard was identical to the CIL switchboard in layout and function. Due to budget cuts, the PDP-M1/N1 switchboard was redesigned as a simple distribution switchboard. The operation of the PDP-M1/N1 switchboard is the same as CIL switchboard. One Main breaker and the Tie breaker are always closed while the other Main breaker is open. The PDP-M1/N1 switchboard must be configured manually while the CIL switchboard can be configured from the plant control system or manually with the electrically operated open/close switches.

21. Is the new switchboard to be controlled and monitored from the plant control system? If so what protocol shall the smart devices talk?

No, None

22. Distribution Transformers - FR3 insulating liquid is specified. This is manufactured by Cooper. Would Cooper be acceptable as a Transformer manufacturer?

FR3 fluid is manufactured by Cooper. The listed manufacturers can supply a transformer conforming to specification 26-12-00. The contractor can also supply a transformer conforming to specification 26-12-00.

23. The “Cooling Piping Schematic” shows 4 pipes between generators and radiators and on then previous page it shows combining into only 2 pipes. Which is correct?

There are four pipes (5"AWS, 5"AWR, 6"JWS, 6"JWR) between the generator and the radiator shown on the Cooling Piping Schematic and on the piping plan M1.2.

24. What equipment is being government furnished? To determine interface requirements with the government furnished equipment the contractor will need to know what is supplied and what options are being provided.

Basic list of GFE includes engine, cooling system, exhaust system, lubrication system, generator and associated control system per 26-32-00. The contractor is obligated to do a complete inventory of all GFE within 21 days after Notice to Proceed. Government will cooperate and assist as much as possible in this endeavor.

25. Since the project is located on a government facility is the contractor required to have a Colorado license in order to bid on and execute this project?

Answer:

For proposal submittal a Colorado license is not required.

For work performed, the contractor shall be certified in state of Colorado, and no out of state construction licenses are not acceptable.

26. Spec section 01 14 13, 1.4 D states that the contractor is responsible for their own security escorts. Can contractor's employees who posses U.S. Government clearances escort uncleared contractor employees or is a specific escorting agency required?

Personnel with approved clearances can escort. Personnel just need to complete Schriever AFB escort training prior to escorting.

27. Does the USAF recognize other U.S. Government agency clearances i.e?

DOE?

If member has a clearance in JPAS then we accept the clearance if they are not in that program then no we don't accept the clearance.

28. Please provide the approximate weight and dimensions of the existing engine/generators to be removed.

Approx dimensions are 13 X 8 X 40 Feet. Estimated Weight is 200,000-300,000 pounds.

29. Please prove submittal data on the new engine/generators that are to be installed by the contractor. Specific info needed is the weight, dimensions and overall configuration.

See attached #3 & #4.

30. We interpret from the drawings that the contractor has salvage rights of the removed E/G sets, with the exception on the parts that are to be removed and turned over to the power plant manager. Basically the contractor has salvage rights to the diesel engines, and is responsible to remove them off base for disposal. Is this correct?

Yes that is correct.

31. Are the existing MV Switchgear A, A1 and E live-front or dead-front?

All are dead front.

32. In reviewing the specs for this solicitation I see that the 3 generators will be replaced but do not see where it states the switchgear for these generators is being replaced at this time. Can you tell us if the switchgear and controls for these generators is also being replaced?

The new generator comes with a control panel. Panel PDP is being added with associated switchgear. A modification to existing switchgear is minimal.
