About this file
This document is a sole-source purchase request letter from the Mississippi Forestry Commission to the Mississippi Department of Finance & Administration's Office of Purchasing, Travel and Fleet Management. The Commission is seeking approval to purchase a Freefly Alta X drone equipped with the IGNIS aerial ignition package, manufactured by Drone Amplified. This is the only aerial ignition drone package in the United States that meets their operational requirements, and the Commission intends to use it for prescribed fire and aerial ignition in land management and wildfire suppression.
The proposed purchase was advertised on the state procurement portal for fourteen (14) days, with no objections received from vendors. The drone system offers significant safety improvements over traditional helicopter-based aerial ignitions, which have historically been a leading cause of fatalities in wildland fire operations. The Mississippi Forestry Commission currently operates three of these drone packages and has observed reduced risk by eliminating the need for personnel to ignite fires on foot in hazardous terrain. The request is being made in accordance with Section 31-7-67 of the Mississippi Code of 1972 (2024), and the Commission is seeking approval to proceed with this sole-source procurement to ensure continued safe and effective fire management operations.

MISSISSIPPI FORESTRY COMMISSION

October 9, 2025
Mr. Danny Lynch, Director Office of Purchasing, Travel and Fleet Management Mississippi Department of Finance & Administration 501 North West Street Suite 1301, Woolfolk Building Jackson, Mississippi 39201
Dear Mr. Lynch:
The Mississippi Forestry Commission respectfully requests approval for a sole-source purchase of the Freefly Alta X drone equipped with the IGNIS aerial ignition package, manufactured by Drone Amplified.
This system is the only aerial ignition drone package available in the United States that meets operational requirements, in accordance with Section 31-7-67, Mississippi Code of 1972 (2024).
The Commission utilizes prescribed fire and aerial ignition for land management and wildfire suppression. The IGNIS-equipped Alta X drone enables safe and precise aerial ignition by deploying ignition spheres from above. This technology enhances efficiency, reduces operational costs, and significantly improves firefighter safety. Historically, helicopters have been used for aerial ignitions, but they present high costs and considerable safety risks. Helicopters remain one of the leading causes of fatalities in wild land fire operations. The drone system provides a safer alternative while maintaining effectiveness. The Mississippi Forestry Commission currently operates three of these drone packages and has seen reduced risk by eliminating the need for personnel to ignite fires on foot in hazardous terrain. For these reasons, the Commission requests approval to proceed with this sole-source procurement to ensure continued safe and effective fire management operations.
This proposed sole source purchase was advertised in the same manner provided in Section 31-7-13(c), Mississippi Code of 1972, Annotated. The advertisement directed vendors to the procurement portal website established by Sections 25-53-151 and 27-104-165, where the details of the proposed sole source procurement and method of objection to the sole source were published for fourteen (14) days.
No objections by vendors were received. The Mississippi Forestry Commission has determined that this item is available from only one source and requests approval to proceed with this purchase.
Sincerely, Procurement Manager
MISSISSIPPI FORESTRY COMMISSION
