About this file
This is a Request for Information (RFI) issued by the Mississippi Forestry Commission seeking quotes for one Unmanned Aerial System (UAS) with specific requirements for prescribed and controlled burns. The detailed specifications mandate a 'Made in USA' drone, specifically the Freefly Alta X, to comply with Mississippi Senate Bill 2853, the Mississippi Security Drone Act of 2023. The required UAS must include a pilot pro kit with long-range control, a completely packed IGNIS aerial ignition system from Drone Amplified, a camera with carrying case, a battery case with double charger kit, spare propellers (both clockwise and counterclockwise), and a spark care package for system maintenance.
The procurement is specifically tailored to support the Mississippi Forestry Commission's operational needs for conducting aerial control burns in timberland. The specifications are highly specific, seemingly designed to limit competition to particular manufacturers like Freefly Systems and Drone Amplified. The emphasis on a 'Made in USA' product stems from state legislative restrictions prohibiting the purchase of UAS manufactured in China, demonstrating a strong focus on domestic manufacturing and compliance with state security regulations. The comprehensive equipment requirements suggest the commission needs a robust, versatile drone system capable of extended mission operations in complex and potentially smoky environmental conditions.

REQUEST FOR INFORMATION
The Mississippi Forestry Commission is requesting information and quotes on
(1) One Unmanned Aerial System (UAS) Specifications with Aerial Ignition Systems for the purpose of prescribed and controlled burns. The specifications are
• Must be ‘Made in USA’. As a state agency, the Mississippi Forestry Commission is bound by Mississippi Senate Bill 2853, the Mississippi Security Drone Act of 2023. This act and its amendments prohibit us from purchasing or operating UAS manufactured in the People's Republic of China. The Freefly Alta X is a 'Made in USA' product, manufactured by Freefly Systems, a company based in Woodinville, Washington. This ensures our procurement is in full compliance with state law.
• Drone with a pilot pro kit. The pilot pro kit provides the necessary long-range control and a robust ground station for reliable operation in complex environments, ensuring a stable connection between the operator and the UAS during extended missions. This is vital for maintaining command and control in smoky conditions."
• Must contain a completely packed IGNIS with spare parts and case. To the best of our knowledge Drone Amplified is the only UAS manufacturer of an aerial ignition system for UAVs. The IGNIS system is what is used on control burns to ignite timberland.
Without it, we cannot perform aerial control burns. The IGNIS system is designed and configured to safely operate with an Alta-x UAS airframe.
• Must contain a camera and carrying case. A camera system is required for real-time situational awareness. The camera allows the operator to monitor the burn, assess fire behavior, and identify any potential hazards from a safe distance. The carrying case ensures the delicate camera equipment is protected during transport.
• Must have a battery case and double charger kit. The nature of our work requires us to operate for extended periods. A double charger kit and a dedicated battery case are essential to support near-continuous flight operations, allowing us to quickly charge and cycle batteries in the field and minimize downtime between missions
• Must have spare propellers that turn clockwise and also counterclockwise. Given the demanding nature of our operations, having a full set of spare propellers (clockwise and counter-clockwise) and a comprehensive spare parts kit is critical for minimizing downtime due to minor field repairs. This ensures mission readiness and operational continuity."
• Must supply spark care package The 'Spark care package' refers to the specialized equipment and supplies needed to manage and maintain the ignition system safely. This includes maintenance tools and consumable part\s specific to the IGNIS system..
