About this file

This is a Sole-Source Determination and Justification document prepared by Mikal Cline of the Oregon Department of Fish and Wildlife (ODFW) Contract Services on October 14, 2021, and approved by Ken Loffink, DPO, on November 5, 2021. The document justifies a sole-source procurement for 4 units of 12-gram Avian GPS-PTTs (Platform Transmitter Terminals) manufactured by GeoTrack, Inc., for use in contracted sage-grouse research conducted in southeastern Oregon in collaboration with Oregon State University. The procurement is a one-time purchase with no renewal options, covering the two-year timespan of the research project. No specific response or bidder conference dates are identified in the documentation.

The total contract value does not exceed $16,000, calculated at an estimated $3,400 per unit with bulk discount, with a budgeted maximum of $3,950 per unit. The sole-source justification is based on technical compatibility and biological research integrity requirements. GeoTrack is the only manufacturer identified that produces a 12-gram GPS-PTT unit with full GPS tracking capability using ARGOS satellite technology, which is critical for minimizing impact on sage-grouse survival while maintaining data collection standards. Research revealed approximately 15 potential manufacturers, but competing products either lack the GPS component, exceed the 12-gram weight requirement, utilize different satellite systems (Globalstar), rely on cellular technology with limited coverage, employ less precise Doppler-based location tracking, or are significantly heavier. The determination satisfies Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 criteria for compatibility and unique design requirements unavailable from alternative sources.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Mikal Cline Date: 10/14/21

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services:

4 x 12g Avian GPS-PTTs, manufactured by GeoTrack, Inc. We will also have a small VHF transmitter attached to the side to aid in recovery.

https://www.geotrakinc.com/products/solarGPS/PTT-12g-solarGPS.html

Reason for Need:

These units are proven to meet the needs of our contracted sage-grouse research in southeastern Oregon with Oregon State University. Switching brands or styles would compromise the integrity of the research. GeoTrack is on the only transmitter manufacturer that makes this GPS-PTT in a lightweight (12g) style that will have minimal effect on sage-grouse survival. There are other PTT transmitters in this weight from other manufacturers, but none with the critical GPS component.

Single of Multiple Purchases:

This will be a 1-time purchase for the 2-year timespan of this PR project.

Estimated Cost:

Estimated cost is $3400 per unit with bulk discount. We have budgeted up to $3950 per unit and plan to purchase 4 units. The total purchase under this sole source will not exceed $16,000.

Research Leading to Determination:

There are approximately 15 potential manufacturers of this product according to http://migratoryconnectivityproject.org/manufacturers/

The closest products we found are listed below.

MTI has a 12g Solar PTT but it does not have the GPS component. Their smallest GPS/PTT is 17g.

North Star has a 19g Solar GPS PTT that utilizes a different satellite (Globalstar) that we do

(ARGOS).

Cell Track Tech uses cellular technology, so they only work when in cell service Telemetry solutions’ smallest GPS PTT is 120g Lotek has very small solar GPS transmitters, but they use Doppler for the ARGOS locations, making the locations much less precise. These are intended for tracking migratory birds.

As stated, none of the aforementioned products/manufacturers meet the technical needs of the research project. Only the Geotrack product is small enough coupled with full GPS tracking capability.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

The Geotrack product is currently in use with the research project, and it’s continued use as we tag and track new birds is required for systems, data collection, and biological data integrity compatibility.

Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.

Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.

Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.

Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.

Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of:

unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.

Based on advice from the Primary Researcher (Dr. Christian Hagen, Oregon State University) regarding data needs and sage-grouse survivability, we researched various manufacturers of 12g Solar GPS-PTTs for avian applications. Only one manufacturer (GeoTrak) provides the product needed for this research to continue uninterrupted and with the best data collected balanced with minimal effect on the research subjects.
