Moving Part 1RFP REFERENCES, A. “Geotechnical Investigation Report, Phase 1A Laboratory Modernization, Western Ecology Building, EPA Facility, 200 SW 35th Street, Corvallis, Oregon”, Prepared by Kleinfelder, Inc., dated May 13, 2009.
Q: Will the EPA provide this report for preparation of bids?Report Attached.
3Site Visit Comment by facility Mgr.Drawing C300 shows a construction access between the Terf Building and the Annex Building. Our assumption was that the UPS trucks and owner deliveries would be made through this temp. access. During the site visit it was stated we needed to maintain access trough the construction site for the UPS / owner’s deliveries area and safety of employees at multiple. Will the EPA clarify the delivery routes and phasing plan to clarify what buildings need access? It is the intention to complete construction of Phase 1A with as little interruption of laboratory operations as feasible; however, it is recognized that construction activities must be accommodated. With that in mind, operations such as deliveries to the existing loading dock and employee pedestrian movement from the parking lot and adjacent buildings to the rear building entrance at the existing loading dock must be maintained for the time frame in which construction of Phase 1A is occurring, with intermittent closures allowed with prior approval from the PA Facility Manager / Site Represenetative. Detailed access routes and closure plans during the course of construciton shall be mutually agreed upon by the EPA Site Representative and the Contractor. (LS)
4Question about LEEDHas LEED been applied for on this project? The project is registered as a LEED NC 2009 project. The goal is Gold Certification at the end of all phases. (DB)
5Has the EPA already had environmental studies, and if so whether they have been approved.EPA has determined through its National Environmental Policy Act review and process that the project is eligible for a Categorical Exclusion according to the requirements of the appropriate sections of the Code of Federal Regulations. This process reviews, among other things, the effect of the project on the environment. EPA has also reviewed the requirements of the most recent Executive Orders concerning Climate Change Resiliency (EO 13693) and Floodplain Management (EO 13690) during the updating of the bid documents to ensure compliance with current federal requirements. (LS)
61. Specification section 01 91 13, 1.2, A1. Specification section 01 91 13, 1.2, A indicates the Commissioning Agent (CxA) is typically under contract with the owner or by the design team. Section 01 91 13 1.5 A indicates that the services of the Commissioning Agent are not included in this contract. Is the CxA on this project hired by the owner, design team, or is the GC to provide a third party CxA?The CxA is going to be procured by the government through the IDIQ with the design team. The contractor will not hire the CxA under this contract.
7LEED2. The project is to be LEED certified, and the LEED project checklist (p. 167 of the specifications) shows Enhanced commissioning (EA Cr. 3) as a source of points. In order for this credit to be achieved, it is necessary for the CxA to have reviewed the owners project requirements and basis of design prior to construction documents being issued. If the owner does not have a CxA, how will this review be accommodated to support the desired enhanced commissioning?A "Design Phase Commissioning Manual" was developed by the commissioning agent employed during design, which incorporated a review of owner requirements. A different commisisoning agent is being contracted with in order to provide construction phase commissioning.
8Specification section 01
91 13 1.73. Specification section 01 91 13 1.7 A has a table of marked systems that are to be commissioned. For LEED certification domestic hot water systems are required to be commission, but are not marked in the specification. Are domestic hot water systems to be commissioned? There are no domestic hot water systems that are a part of this phase of construction. There is domestic hot water piping in the scope, but no equipment to be commissioned.
94. Specification section 23 08 00, 3.3 F4. Specification section 23 08 00, 3.3 F indicates samples of FPT forms are provided as part of the “Design Phase Commissioning Manual”. Is this manual available for review to provided understanding of the test procedures and commitment required of the contractors? The "Design Phase Commissioning Manual" is being updated and will not be available to bidders. However, the contractor will be required to cooperate with the commissioning agenet as detailed in the specifications (01 91 13 - GENERAL COMMISSIONING REQUIREMENTS). Functional performance tests will test every element of the sequence of operations for all listed systems. Contractor shall use knowledge of the systems and the sequences identified in the drawings and specifications to estimate required effort.

1A steel fab shop that does work in Oregon but does not belong to the organization AISC has asked the following request of your design team. The specifications the project is calling for the fabricator to be certified under the AISC – Certified Plant, Standard Category. This specification is usually a boiler plate inclusion by most design teams on Government projects. The requirement is usually waived especially on smaller projects such as this one. The certification will severely limit the number of fabricators that can/will submit proposals. Can the AISC certification can be waived? What is customary, is to have a 3rd party do the shop inspection of the in process steel, verify that the welders hold the proper credentials and that the means and methods to tract the heat numbers of the steel is in use.AISC Certified is required.
21. It is not clear how the structural metal studs joists are to be attached to the Steel Support beams. We have the reference on the drawing that states to use a stiffClip, how is the TSN StiffClip to be fastened to the Structural steel beam? 2. It is unclear on drawing 221/S302 if the note (N) Infill Stud Framing per G.S.N. is added in the 2’-4” wall height or is the intention to infill studs at all exterior walls of the penthouse framing? 3. If the existing walls of the penthouse are to receive infill studs, will the engineer provide the existing framing and cross bracing details to know how to locate track and studs? 4. Detail 228/S302 shows a 10” metal stud, where is this detail referencing?1. Attach stiffclip JH to steel support beams w/ (4) PAF. Connectors for Stiffclip CL's are shown in details. 2. Note referred to is on detail 223. All walls at penthouse to be new infill studs, at new wall height. 3. Infill wall is installed on top of lowest steel beam to underside of highest steel beam. cross bracing to match existing. 4. Between grids 8/8.5 along grid G as an example.
3Will the EPA verify the owner is providing and paying for the CxA? 1.2 Coordination A. Commissioning Team: The members of the commissioning team consist of the Commissioning Agent (CxA), the Owner’s Representative (PMT), the General Contractor (GC), Designers (A/E), the Mechanical Contractor (MC), the Electrical Contractor (EC), the TAB representative (TAB), the Controls Contractor (CC), the owner’s maintenance staff and any other installing subcontractors or suppliers of equipment. B. Management: 1. 4We received a call from the Submittal Exchange. They represent, the owner has pre-chosen them to provide services that coordinate between the owner/architect/contractor. They want to offer billing rates but not a guaranteed not to exceed price. We have no way to estimate the amount of time is allocated or needed. 1. Is the owner paying for the services of Submittal Exchange? 2. If not; for the purpose of bidding will the EPA establish an allowance for the contractors to include in their bids? 1.04 ELECTRONIC SUBMITTAL PROCEDURES A. Summary:1. Shop drawing and product data submittals, LEED submittals, requests for information (RFI’s), proposal requests, requests for change, construction schedules, change orders, field reports, meeting minutes, test reports, project record documents and closeout documents shall be transmitted to Government in electronic (PDF) format using a website service designed specifically for transmitting submittals between construction team members, as the basis of design. 2. Vendors: Subject to compliance with requirements, vendors that may be utilized for this service include, but are not limited to, the following: a. Submittal Exchange, www.submittalexchange.com1. The ower is not paying for this service. 2. The contractor shall include the cost of an electronic project management system for all of the items identified in Section 01 33 00 1.04.A.1. Submittal Exchange is approved, but many other vendors provide the same service. The contractor is free to utilize a vendor with the same basic functionality as Submittal Exchange to allow web based submittals and project communication.
Will the EPA provide an FTC (formation thermal conductivity) test report and or soils report?Yes. Reports attached.
The door schedule for the aluminum storefront door framing doesn’t seem to match the doors being called out. Pair of exterior storefront doors A119A framing is called out as hollow metal. Single door A119F seems to be correct. Single door A120A, not sure if this storefront door or a door provided by your hollow metal door supplier, the framing is called out as hollow metal. A120A might be storefront, Doors A119e and A120b appear to be hollow metal. This would be the half lite doors. Also drawn are 4” tall sills for the blast resistant storefront framing. No detail showing the product in this configuration is available. All of this information is on page A600 of the drawings, dated 5-15-2015. Clarification would be helpful. Also drawn are 4” tall sills for the blast resistant storefront framing. No detail showing the product in this configuration is available. All of this information is on page A600 of the drawings, dated 5-15-2015. Clarification would be helpful. Although not explicitly noted, the aluminum doors for the pairs and the single are drawn with mid panels on page A600. Are these indeed wanted or just a generically drawn door leaf? One exterior elevation of the single door shows without mid panels. See drawing A200, detail 3.Doors A119A, A119F, and A120A are aluminum as noted on the door schedule, remark 3 does not apply. Kawneer, the basis of design, has clarified they cannot provide the 4" high sill profile in the IR 501 series so the 2-3/4" profile is acceptable. Doors are to have the mid panels per A600.
