A. GENERAL

The U.S. Mission in Afghanistan has established a strategy and performance monitoring plan for all U.S.

government activities to ensure that results are being achieved. The goal for USAID/Afghanistan is Afghan-led sustainable development SWIM will work towards the Mission’s goal by contributing to Development Objective 1, sustainable agriculture-led growth expanded.

B. RESULTS FRAMEWORK

Figure 1: USAID/Afghanistan PMP and SWIM Results Framework

C. SWIM

SWIM is a five-year activity, commencing in 2016, with the goal to “Scale up effective, integrated water interventions.” SWIM will focus geographically where the ongoing RADPs are implemented. This includes provinces in North, West, and South Afghanistan.

CONTEXT

In alignment with the USAID/Afghanistan Water Strategy, three components will support the RADPs and increase agricultural productivity. These are 1) Increased Water Use Efficiency in Agriculture, 2) Strengthen the Water Regulatory Framework, and 3) Strengthen Capacity of Local Entities to Manage Water Resources.

Mission Goal: Afghan-Led Sustainable Development

SWIM Results

Framework

SO 3: Water Productivity for Livelihoods Increased

(SWIM Purpose)

Component 1, Increased Water Use Efficiency in Agriculture, will increase the agriculture water productivity by improving irrigation systems and the efficiency of on-farm water management and community based irrigation water management. Some illustrative activities include rehabilitating and upgrading existing irrigation systems; adopting efficient on-farm irrigation methods and technologies; and improving degraded upstream conditions in the watersheds and improving irrigation system sustainability. These activities would be geographically focused in the same districts as the RADPs to maximize agricultural productivity.

Component 2, Strengthen the Water Regulatory Framework, would work directly with GIRoA on institutional capacity strengthening to develop an environment for sustainable, integrated agricultural water resources management. The main counterparts would be: the MAIL/General Directorate of Irrigation (GDI) and the General Directorate Natural Resources (GDNR), and The Ministry of Energy and Water (MEW), across directorates of Water Deputation including River Basin Agencies.

This component will be accomplished by providing technical assistance to GIRoA through supporting the improved collaboration between the governing bodies for irrigation and water management, the use of technology in water resource and irrigation management and decision making, the strengthened capacity of water resource and irrigation training programs in Afghanistan (including training of women), and improved public outreach capacity of the governing bodies for irrigation and water management.

Component 3, Strengthened Capacity of Local Entities to Manage Water Resources, would also focus on the same geographic areas as the RADPs. Illustrative activities would include strengthening Irrigation User Associations, Forest Associations, and Water User Associations to increase capacity for operations and maintenance of irrigation systems and watershed management; and community based natural resource management through grants under contract to communities (including women’s groups) and NGOs to decrease upstream watershed degradation runoff, and flooding of irrigation schemes.
