Task Order 1: Statement of Work Purpose:
Develop a foundation of knowledge for the implementation of Promote Provide detailed baseline information for all Promote components Identify what measures of progress need be tracked throughout the life of Promote
Target Groups:
Primary - Afghan women between the ages of 18 and 30 who possess at least a high school diploma (Components 1-3) Secondary - Literate women between the ages of 14-24 who have at least completed primary school but who have not completed secondary schooling (only for Component 4: Women’s Leadership Development, Level of Effort - primary 70%; secondary 30%) Both target groups reside in major population centers (municipalities and outlying areas)
Geographic: (9 major population centers) Primary - Mazar-i-Sharif, Herat, Jalalabad, Kandahar and Kabul population centers Additional - 4 distinct or different population centers
Task Order 1: Tasks
1. Assess the overall status of educated women in urban areas and identify of a group of individuals that can be monitored throughout Promote.
Task 1: Desk review of existing documentation and resources Task 2: Survey on attitudes and cultural practices for women in Afghanistan
Develop a performance baseline for activities in Promote Task 3: Collect information on women’s understanding and current skills regarding leadership Task 4: Collect information on the status of women’s rights groups and coalitions in practice and the capabilities working to promote those rights Task 5: Collect information on the current status of women in government Task 6: Collect information on the current status of women-owned businesses and women in the private sector
Task Order 1: Methodology
Use a methodology that efficiently and effectively combines information-gathering, analysis, and reporting.
Methodology and results must be replicable to enable measurement of future progress.
Must demonstrate a systematic selection of respondents for the sample population.
Identify a control group of women from the same target groups that will not take part in Promote activities.
Surveys: formal, quantitative population surveys supplemented by no more than 2-3 focus groups in each population center.
Focus groups: shall be conducted with women in the Promote target group(s) with focus on the primary group and their family members; shall be held with women only, men only and with women and men together.
Key informant interviews with individuals deemed to have an understanding or influence on community opinion.
Task Order 1: Final Report Deliverables The Contractor must prepare a report that will include the information described in Task Order 1:
Review and assessment reports for Tasks 1-6; to include a focus on the primary target group and secondarily on the secondary target group, disaggregated by selected major provincial centers in selected regions.
the status of women and changes and trends in the external and internal environment;
best practices and lessons learned in terms of approach, methodology and existing data sets that would affect the target groups and implementation of each Component in Promote;
Detailed sampling design, questionnaires, and replication methodology;
Research instruments and design, transcripts from interviews and focus groups, copies of surveys administered, etc.; and
Identification of third-party data that is relevant to Promote and recommendations on which third party data may be used to assess progress.
