CHANGES AND CLARIFICATIONS TO PROMOTE

IQC RFP SOL-306-13-000033 AMENDMENT 2

1. IQC, Section B.10(c) Minimum Order is revised to state: “Afghan firms are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for under $3 thousand; U.S. women-owned small businesses are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for under $5 million; all other firms are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for under $20 million. However, if the Contractor agrees to furnish services or reports and other deliverables required by USAID in an amount less than that required for that category of firm and is awarded a Task Order to do so, the Contractor is required to provide these services and reports / deliverables in accordance with the contract's terms and conditions.”

2. IQC, Section B.10(d) Maximum Order is revised to state: “Afghan firms are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for more than $5 million; U.S. women-owned small businesses are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for more than $20 million; all other firms are not obligated to accept a Task Order covered by this contract for services or reports and other deliverables for more than $75 million, unless otherwise determined by the U.S. Government. However, if the Contractor agrees to furnish services or reports and other deliverables required by USAID in an amount above that required for that category of firm and is awarded a Task Order to do so, the Contractor is required to provide these services and reports / deliverables in accordance with the contract's terms and conditions.”

3. IQC, Section F.2 is revised to state: “The period of performance and ordering period for the contract is five (5) years from the date of award of the contract. Although Task Orders may be issued at any time during this ordering period, two constraints apply to the period of performance for Task Orders. First, the period of performance for a task order may not go beyond three (3) years after the end of the ordering period of the IQC. Second, a TOCO may not award a task order for a period of performance of more than five (5) years, including extensions.”

4. IQC, Section J, delete all links.

5. IQC, Annex 3, Section L.8. (c) is for the SF 294.

6. IQC, Annex 4 is for the list of eSRS Reports and other subcontracting reports (must not exceed 5 pages)

7. IQC, Section C.9.6 Security is deleted and replaced with the following:

“All contractors will be required to work with the Afghan Public Protection Force (APPF).”

8. IQC, Section H.7 (a) (1): “4%” is changed to state “2% cumulatively”.

9. The “Performance Monitoring Plan” and “Monitoring and Evaluation Plan” are part of the “Performance Management Plan”.

10. “Communications and Messaging Strategy and Plan” is the same as the “Communications Plan.”

11. TO2, Section L.1, Annex 1 is for the Draft Performance Management Plan, including the Illustrative Results Framework and Data Quality Assessment Plan (must not exceed 5 pages)

12. TO2, Section L.1., Annex 5 is changed to be for the Communications Strategy and Plan (must not exceed 5 pages)

13. TO2, Section L.1, Annex 6 is for the basic framework Environmental Mitigation and Monitoring Plan (EMMP) (must not exceed 5 pages).

14. TO2, Section L.1, Annex 7 is for the Branding Implementation Plan (BIP) and Marking Plan (MP); (must not exceed 5 pages).

15. TO2, L.1, Annex 8 is for the list of eSRS Reports and other subcontracting reports (must not exceed 5 pages)

16. TO2, L.1, Annex 9 is for Other Charts, attachments, Offeror may wish to provide (must not exceed 5 pages in total).
