BUILDING FOUNDATIONS
ATTACHMENT J-5 – SECURITY PLAN GUIDANCE
For Gaza implemented projects, Building Foundations Construction Contractors will be requested to develop and implement a security plan to address their responsibilities under FAR clause 52.225-19 and as listed below. The security plan shall be submitted for USAID’s required approval prior to commencing any work in Gaza:
a. Access - Acknowledge that all expatriate and third country national staff under the Building Foundations contract and those of the subcontractors (i) will not enter Gaza (a) without USAID's approval to do so and (b) when conditions would not support their presence and (ii) should be expected to leave when conditions warrant.
b. Security Situational Awareness - Identify the organizations with which Building Foundations Construction Contractors will work (UN, NGOs etc.) and resources Building Foundations Construction Contractors will use (websites, etc.) to remain current on the security situation in Gaza and may be assisting Building Foundations Construction Contractors in executing a security plan.
Acknowledge that Building Foundations Construction Contractors will advise its staff of the U.S. Department of State's Travel Advisories/Warnings specific to Gaza and the related Security Messages (accessible at http ://travel. state.
gov, https ://israel. us embassy. gov and https ://j erusalem. usconsulate. gov), as well that U.S. citizens register with the U.S. Citizen Services at the American Consulate, Jerusalem (accessible thru https://jerusalem.usconsulate.gov).
c. Personal Security - Provide for maintaining a current list of all employees, the location of employees and their contact information as well as the list's protection and use, when necessary. Detail how this information will be shared with the COR and the Mission's Program Support Unit.
d. Physical Security - Discuss measures for access control, identification (badging) and key control.
e. Information Security - State how information that may be sensitive will be secured and protected to include limiting the presence of the information in Gaza, its access and safeguards. Identify how information and documents related to USG funded programs and activities will be secured and not disclosed.
f. Security Guards -Provide that Palestinian security guards will be used where such guards are required . These guards are not expected to be armed;
however, this decision rests solely with the prime contractor and subcontractors.
g. Mission Order 21 - Acknowledge in the transmittal of the security plan to USAID that the procedures and requirements of Mission Order 21 will be complied with.

h. Prohibited Contact - Describe how contact or engagement with Barnas, Barnas De Facto Authorities, any Gaza Ministry, Municipality or public institution as well the entering into any agreements with these authorities will be prevented.
i. Contact with CMWU - Acknowledge that, where required, contact with CMWU individuals will occur only after approval by USAID.
j. Local Employees - Describe how the experience and knowledge of local Palestinian contractors and employees may be used in lieu of expatriate and third country national staff.
k. Public Perception - Discuss how the work Building Foundations Construction Contractors will perform will be publicly positioned so as to be positively received by the population of Gaza and understood to contribute to bettering Gaza.
l. Project Logistics - Describe how material and supplies will be sourced when not available in Gaza including how obtaining these material and supplies will be coordinated with Israeli and PA authorities as well describe how the impact of the absence of such items on the contract's execution will be assessed and accommodated.
m. Logistical Support - Discuss: (1) local transportation plans, including alternative transp01iation modes, should primary modes and routes of transportation become not available; (2) sources of fuel in Gaza to include alternate commercial and United Nations sources; (3) sources of food and water during crises; (4) alternative sources for power and lighting; (5) alternative fo1ms of communications; (6) when required, for expatriate and third country nationals, the use of only those hotels which meet United Nations security standards; and (7) appropriate waste management and disposal at work sites.
n. Medical Care - Outline: (1) medical insurance coverage for employees; and
(2) plans to provide transpo1iation and life support to trauma units in Gaza and specialized care in Israel.
o. Evacuation and Alternate Location - Discuss how the emergency departure of expatriate and third country national staff from work sites and Gaza will be supp1ied, including acknowledgment that assistance in evacuating staff may be limited. In addition, state where your alternate location for reconstitution and resumption of operations will be, e.g. Tel Aviv, Jerusalem, a regional office.
p. Care and Providing for Employees - Acknowledge that Building Foundations Construction Contractors are responsible for all security and logistical support of Building Foundations Construction Contractors employees and personnel engaged under the contract.
