Building Foundations SOL 294-17-000002 Amendment No. Four (4)
I. RFP No. SOL 294-17-000002 COVER LETTER
Change the Closing Date and Time of the subject RFP to the following:
“ CLOSING DATE: March 13, 2017
CLOSING TIME: 14:00 local Tel Aviv Time”
II. SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Delete sub-section “C.8.8 Security” in its entirety and insert the following in lieu thereof:
“C.8.8 Security- The Contractor will be responsible, for developing and implementing its own security plan to safeguard all project operations. The plan must be adopted and followed by all subcontractors as well. The Contractor will address for each Task Order the security arrangements it has in place for the respective project site(s), equipment, and/or commodities.
For Gaza implemented projects, the Contractor will develop and implement a Gaza specific security plan to address their responsibilities under FAR clause 52.225-19 and as listed in Attachment J-5.”
III. SECTION F - DELIVERIES OR PERFORMANCE,
i. Under “F.5.1 IDIQ REPORTS” delete the sixth paragraph under sub-section “F.5.1.1
Subcontract Reporting (Large Business Only)” in its entirety and insert the following in lieu thereof:
“One (1) SSR is required at the contract level for all subcontract awards accomplished, (which is a roll-up of all Task Order awards with Task Order Award numbers) and submitted to the ACO via eSRS for review and acceptance. Where there is failure to meet the goals of the small business subcontracting plan, of the contract, the Contractor must state in the report (either remarks field or separate letter) what good faith effort has been made to meet the goals; and/or future plan on how to improve small business opportunities for future Task Orders.”
ii. Delete the first paragraph under section “F.5.2 TASK ORDER PROGRESS REPORTS” in its entirety and insert the following in lieu thereof:
“This section provides information for the types of periodic Task Order progress reports that USAID may require from the Contractor in the performance of Task Orders as listed in Section F.5.2.1 and detailed in Section F.5.2.2 below. “
IV. SECTION I – CONTRACT CLAUSES
i. Under Section “I.5 52.216-22 INDEFINITE QUANTITY (OCT 1995)” delete paragraph (d) in its entirety and insert the following in lieu thereof:
“(d) Any order issued during the effective period of this contract and not completed within that period will be completed by the Contractor within the time specified in the order. The contract will govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor will not be required to make any deliveries under this contract after two years from the expiration date of the IDIQ contract.”
ii. Add the following clause:
“I. 17 52.236-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984)
The Contractor shall perform on the site, and with its own organization, work equivalent to at least _______ [will be inserted at the Task Order Level] percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.”
V. SECTION J – LIST OF ATTACHMENTS
i. Provide Attachment J-4 “SF-LLL Disclosure of Lobbying Activities” under the RFP.
ii. Add Attachment J-9 ‘Initial Environmental Examination (IEE)’ to the subject RFP.
VI. SECTION L – INSTRUCTIONS, CONDITIONS AND NOTICES TO
OFFERORS
i. Delete Section “L.7 INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL” in its entirety and insert the following in lieu thereof:
“L.7 INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL
The technical proposal must be entirely separate from the price/business proposal and it must not include price information in the content of the technical proposal. The technical proposal must be organized by the technical evaluation criteria listed in Section M.
The technical proposal will be submitted in two volumes per the following instructions:
• Volume I: Building Foundations IDIQ RFP Technical Proposal.
Volume I will consist of the Offeror’s complete technical proposal along with all required supporting documents, certifications and annexes described in Sections L.7.a and L.7.b of this RFP.
• Volume II: Building Foundations IDIQ RFP/Task Order Technical Proposal
Volume II will be in accordance with the instructions described in Section L.7.c and Attachment J-6 of this RFP.
The two volumes will be bound separately but delivered concurrently and in the same package.
(a) ORGANIZATION OF TECHNICAL PROPOSAL VOLUME I
Offerors will submit a complete technical proposal titled “Volume I: Building Foundations IDIQ RFP Technical Proposal.”
The written Technical Proposal for Volume I is limited to 30 pages and must be written in English. USAID will not evaluate information submitted above this page limit. Do not use a type smaller than 11 point font. Offerors must use only 8.5 inch by 11 inch (210mm by 297mm) paper, single-spaced pages with margins no less than one inch on each border.
Number each page consecutively. The technical proposal must be submitted in three-ring binders with sections separately tabbed and include the information set forth below.
Note: A page in the technical proposal that contains a table, chart, graph, etc., not otherwise excluded below, is subject to the page limitation.
Not included in this page limitation are the following:
• Title Page
• Cover Letter
• Table of Contents
• Acronym list
• Dividers
• Executive Summary
• Resumes for proposed key personnel
• Contractor Performance Reports and Information
• Management Structure Organizational Chart(s)
• Past performance matrix and past performance report forms, references, Past
Performance information in using small business concerns (per Section L and Attachment J-8)
All critical information from appendices should be summarized in the technical proposal
(b) CONTENT OF TECHNICAL PROPOSAL VOLUME I
Offerors must organize the technical proposal to adhere to the following outline:
I. Table of Contents, listing all page numbers and attachments II. Executive Summary III. Offeror Capacity IV. Offeror Experience V. Past Performance VI. Annexes:
a. Management Structure Organizational Chart;
b. Past Performance Information per section L and Attachment J-8;
c. Resume for proposed key personnel

III. OFFEROR CAPACITY (Basic IDIQ)
The Offeror will provide a narrative and supporting details to demonstrate its overall management and resources capacity to concurrently implement multiple (at least 4-6) large scale infrastructure projects in the West Bank and Gaza each valued individually at over $7,000,000, in the areas described in the Statement of Work, Section C.7.1.a through C.7.1.e.
Provide an analysis of the complexity of the requirement and indicate how any anticipated problems will be identified and resolved.
A. Management Structure:
The Offeror must present a management plan that will describe how they will implement multiple Task Orders simultaneously while assuring compliance with all requirements, including schedule, safety, Quality Assurance/Quality Control , environmental requirements, reporting, and documentation, among others. The Offer will identify how it will promote effective communication and coordination between a blended American and local team that includes the Offeror’s field and home offices, subcontractors, USAID, Israeli and Palestinian authorities, and the
CMC.
B. Resources:
The Offeror must specifically describe its own resources (such as in-house expertise, policies, procedures, manuals, software and systems) it currently utilizes to ensure the following, among other things: safe practices and procedures at its job sites; accurate scheduling and timely completion of multiple concurrent construction projects;
effective Quality Control/Quality Assurance to ensure full compliance with the contractual specifications and standards of its various projects.
The Offeror must describe (in narrative form and supporting tables) its local resource approach to demonstrate how it will use reputable local subcontractors and suppliers, and how it will integrate them into its construction team to undertake the construction work required.
IV. OFFEROR EXPERIENCE (Basic IDIQ)
The Offeror must describe similar construction experience to that described in the sectors referenced in Section M. The Offeror must identify the type of work done, contract type, dollar value, and name and contact information of the technical representative for each referenced project. The Offeror must demonstrate how each previous contract relates the proposed effort. All projects provided must have been completed within the last 6 years.
The RFTOP/Task Order referenced in Attachment J-6 is representative of the scope and scale of work expected under this IDIQ. A project at less than a $7,000,000 minimum value will be deemed not relevant to the IDIQ requirement.
V. PAST PERFORMANCE (Basic IDIQ)
PAST PERFORMANCE INFORMATION
(a) The Offeror (including all partners of a joint venture) must provide performance information in accordance with the Past Performance Matrix in Attachment J-8 for itself, and the contractor teaming arrangements, if any, in accordance with the following:
1. List in an annex to the technical proposal up to a total of 10 of the most recent and relevant contracts with a minimum value of $7,000,000, currently being implemented or completed during the last six (6) years for efforts similar to the work described in the Statement of Work in Sections C.7.1a through C.7.1e.
2. For all contracts listed above that are not in PPIRS, provide a list of contact names, job titles, mailing addresses, phone numbers, e-mail addresses, explanation of relevance to the proposed acquisition and a description of the performance to include:
• Scope of work or complexity/diversity of tasks,
• Primary location(s) of work,
• Term of performance,
• Dollar value, and
• Contract type, i.e., fixed-price, cost reimbursement, etc.
(USAID recommends that you alert the contacts that their names have been submitted and that they are authorized to provide performance information concerning the listed contracts if and when USAID requests it.)
(b) If extraordinary problems impacted any of the referenced contracts, provide a short explanation and the corrective action taken (FAR 15.305(a)(2)).
(c) Describe any quality awards or certifications that indicate exceptional capacity to provide the service or product described in the statement of work. This information is not included in the page limitation.
(d) Performance in Using Small Business (SB) Concerns (as defined in FAR 19.001).
(1) This section (d) is not applicable to offers from small business concerns.
(2) As part of the evaluation of performance in Section M.2 of this solicitation, USAID will evaluate the extent you used and promoted the use of small business concerns under current and prior contracts. The evaluation will assess the extent small business concerns participated in these contracts relative to the size/value of the contracts, the complexity and variety of the work small business concerns performed, and compliance with your SB subcontracting plan or other similar small business incentive programs set out in your contract(s).
(3) In order for USAID to fully and fairly evaluate performance in this area, all Offerors who are not small business concerns must do the following:
(A) Provide a narrative summary of your organization's use of small business concerns over the past three years. Describe how you actually use small businesses--as subcontractors, as joint venture partners, through other teaming arrangements, etc. Explain the nature of the work small businesses performed--substantive technical professional services, administrative support, logistics support, etc. Describe the extent of your compliance with your SB subcontracting plan(s) or other similar SB incentive programs set out in your contract(s) and explain any mitigating circumstances if goals were not achieved.
(B) To supplement the narrative summary in (A), provide a list of the recent contracts for which you submitted subcontract reports to eSRS (FAR 52.219- 9(d)(10) and a copy of any similarly recent subcontracting reports if they were not submitted to eSRS.
(C) Provide the names and addresses of three SB concerns for us to contact for their assessment of your performance in using SB concerns. Provide a brief summary of the type of work each SB concern provided to your organization, and the name of a contact person, his/her title, phone number, and e-mail address for each.”
(c) CONTENT OF TECHNICAL PROPOSAL VOLUME II
TASK ORDER TECHNICAL PROPOSAL
A separate Technical Proposal is required for the Construction Project Task Order found in Attachment J-6 of this RFP. Offerors will submit a complete Technical Proposal for the Task Order entitled “Volume II: Building Foundations IDIQ RFP Task Order Technical Proposal.” Please refer
Attachment J-6 for complete instructions, however, Section L.4.II of Attachment J-6 “RFTOP/Task Order Yatta Distribution Network Rehabilitation and Extension Project" is reproduced here for ease of reference:

a. Delete “Part 4 - Policies and Procedures” in its entirety and insert the following in lieu thereof:
“Part 4 – Reserved”
b. Delete “Part 5- Information Concerning Work-Day, Work-Week, and Paid Absences” in its entirety and insert the following in lieu thereof:
“Part 5 – Reserved”
c. Renumber “Part 10 – Legislative Reporting Information” to “Part 9 – Legislative Reporting Information”
VII. SECTION M – EVALUATION FACTORS FOR AWARD
i. M.2 TECHNICAL EVALUATION CRITERIA, delete the specific evaluation criteria I “OFFEROR CAPACITY” in its entirety and insert the following in lieu thereof:
“I. OFFEROR CAPACITY
Proposals will be evaluated on the basis the Offeror’s management structure and resources as to whether its proposal will effectively concurrently implement multiple large-scale infrastructure construction projects in conformity with the standards set in Section C.8 in the sectors detailed in Sections C.7.1.a through C.7.1.e.
A. Management Structure: The extent to which a thorough, sound and comprehensive management structure is demonstrated;
B. Resources: The extent to which the Offeror’s resources and approach to the use of resources demonstrates a through and sound comprehension of the requirement.”
ii. M.2 TECHNICAL EVALUATION CRITERIA, delete the specific evaluation criteria III “TASK ORDER TECHNICAL PROPOSAL” in its entirety and insert the following in lieu thereof:
“III. TASK ORDER TECHNICAL PROPOSAL
(NOTE: Each Offeror’s Task Order Technical Proposal will be evaluated based upon the Task Order Technical Proposal Evaluation Criterion specified in Section M.2 of Attachment J-6. For reference, the criterion is reproduced here as follows directly below.)

The Contractor shall perform on the site, and with its own organization, work equivalent to at least twenty five (25) percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the
Contracting Officer determines that the reduction would be to the advantage of the Government.”
ii. SECTION J – LIST OF DOCUMENTS, EXHIBITS AND OTHER
ATTACHMENTS
a. In Attachment J.1 – Task Order Bill of Quantities, BOQ:
Replace: Yatta Distribution Network Rehabilitation and Extension Project BOQ Rev.01 with Yatta Distribution Network Rehabilitation and Extension Project BOQ Rev.02.
b. Add Attachment J-7 “Annex A, Addendum Items” to Attachment J.2A, Program Standard Specification , Attachments J.3A and J.4B, Design Drawings.

Offerors must note that the criteria: (1) serve as the standard against which all proposals will be evaluated, and (2) serve to identify the significant matters which offerors must address in their proposals.
