Central Asia HIV Program Update
Following the approval of the USG Central Asia Regional Operational Plan (ROP) for FY15 by the Office of the Global AIDS Coordinator, please note the following changes have been made to further tailor USAID's plans for HIV programming in the region. This includes:
USAID/CA’s current program focuses on prevention and care focused programming for people who inject drugs (PWID), men who have sex with men (MSM), sex workers (SW), and PLHIV from these KP groups. In addition, USAID/CA addresses HIV among prison populations, primarily focusing on prisoners who are PWID or PLHIV, through the REACT Project. REACT is scheduled to end in 2016, and then the Flagship activity will absorb prison-specific activities.
In alignment with PEPFAR 3.0, USAID/CA is pivoting to a renewed focus of ensuring PWID and PLHIV access to and use of HIV-related services throughout the continuum of care cascade.
USAID/CA provides support to NGOs in referring PWID and PLHIV to facilities, in addition to providing direct services where possible.
Future HIV programs under approved ROP for FY 2015 will work in the following selected geographic locations in each country:
Kazakhstan: Pavlodar, Ust-Kamenogorsk The Kyrgyz Republic: Bishkek, Osh Tajikistan: Dushanbe, Khujand
Additional countries may be added, depending on funding availability.
PEPFAR programs in Central Asia will mainly be focused on improving the cascade of services for PWID in selected geographic areas with the purpose of linking them to HIV testing and counseling services and then to care, targeted on the PEPFAR 3.0 priorities of “the right population” in the “right places” at “the right time”.
All terms and conditions of the RFP SOL-176-15-00001 shall remain unchanged and in full force and effect.
