NOTICE OF INVOICE PROCESSING BY SUPPORT CONTRACTOR.
A support service Contractor performs the function of processing of all invoices submitted to the National Energy Technology Laboratory, against its awards. Therefore, this Contractor has access to price/rate information (where applicable). A special provision in this Contractor’s award requires the confidential treatment by all Contractor employees of any and all business confidential information of other Contractors and financial assistance recipients to which they have access.
ONSITE ACCESS SECURITY REQUIREMENTS.
Services shall take place at the NETL Federal site in Morgantown, WV. The Contractor shall provide all U.S.
citizens with valid (Real I.D.) photo identification to work under this requirement.
The Contractor’s employees shall be restricted to those areas necessary to perform work under this requirement as well as direct routes to and from work site. As applicable, delivery drivers must have a valid (Real I.D.) state driver license for the state in which they are operating. Delivery drivers may be required to provide proof of valid (Real I.D.) state driver license upon entering the Government site.
A. All personnel working at the National Energy Technology Laboratory will be required to wear identification badges at all times. The performance of this contract requires that employees of the Contractor have physical access to DOE-owned or leased facilities; however, this clause does not control requirements for an employee’s obtaining a security clearance. The Contractor understands and agrees that DOE has a prescribed process with which the Contractor and its employees must comply in order to receive a security badge that allows such physical access. The Contractor further understands that it must propose employees https://vipers.doe.gov/ whose background offers the best prospect of obtaining a security badge approval for access. The following criteria, which are not all inclusive and may vary depending on access requirements, shall be considered reasons to deny access to NETL:
1. Is, or is suspected of being, a terrorist;
2. Is the subject of an outstanding warrant;
3. Has deliberately omitted, concealed, or falsified relevant and material facts from any
Questionnaire for National Security Positions (SF-86), Questionnaire for Non-Sensitive Positions (SF-85), or similar form;
4. Has presented false or forged identity source documents;

B. The Contractor understands and agrees that DOE may unilaterally deny a security badge to an employee and that the denial remains effective for that employee unless DOE subsequently determines that access may be granted. The denial of a security badge to individual employees by DOE shall not be cause for extension of the period of performance of this purchase order or any Contractor claim against DOE.
C. The Contractor shall return to the Contracting Officer or designee the badge(s) or other credential(s) provided by DOE pursuant to this clause, granting physical access to DOE -owned or leased facilities by the Contractor’s employee(s), upon (1) the termination of this purchase order; (2) the expiration of this purchase order; (3) the termination of employment on this purchase order by an individual employee; or (4) demand by DOE for return of the badge.
D. The Contractor shall include this clause, including this paragraph (D), in any subcontract, awarded in the performance of this purchase order, in which an employee(s) of the subcontractor will require physical access to DOE –owned or leased facilities.
