About this file
This document includes a Statement of Work and related federal contract opportunity solicitation for the supply and delivery of hydrogen gas. The National Energy Technology Laboratory is seeking quotes from small businesses to provide a portable trailer to hold hydrogen gas at its Morgantown, West Virginia site. The base period of performance is January 4, 2021 through January 3, 2022, with four optional one-year extensions. Estimated usage for the base year is 210,000 standard cubic feet. The hydrogen must meet purity standards and be delivered within 24 hours of order placement between 7:00 am and 3:00 pm Monday through Friday. Site visits are scheduled and quotes are due through FedConnect by the date and time specified on the solicitation form. Selection will be based on technical acceptability and lowest fixed price quote for all required items and services.

U.S. DEPARTMENT OF ENERGY (DOE)
NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL)
STATEMENT OF WORK (SOW)
SUPPLY/DELIVER HYDROGEN GAS
TO THE NATIONAL ENERGY TECHNOLOGY LABORATORY
INTRODUCTION
1.0 GENERAL REQUIREMENTS
1.1 Background
The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) has a requirement for the supply and delivery of hydrogen gas per the following specifications. The hydrogen gas is for the NETL site located in Morgantown, WV (NETL-MGN).
NETL is a government owned, government operated research center. NETL is a DOE National Lab that integrates and focuses research and development activities to develop engineered systems that have potential to utilize domestic fuel supplies economically and efficiently, while achieving high standards of environmental performance. NETL performs and sponsors a variety of research and development activities on coal, natural gas, and oil.
1.2 General Conditions
The contractor’s personnel shall abide by all local safety regulations and shall conform to the requirements of NETL Procedure 414.1-3 and ORD Approved Design Standards and Codes. Smoking, fires, and any other source of ignition in the vicinity of the hydrogen supply trailer are prohibited.
1.3 Period of Performance
The overall performance period shall be for the base period of January 4, 2021 through January 3, 2022, plus include up to four (4), one (1) year optional performance periods through January 3, 2026, as follows (if all option years are exercised):
· Base Year: January 4, 2021 through January 3, 2022
· Option Year I: January 4, 2022 through January 3, 2023
· Option Year II: January 4, 2023 through January 3, 2024
· Option Year III: January 4, 2024 through January 3, 2025
· Option Year IV: January 4, 2025 through January 3, 2026
The options may be unilaterally exercised by the Government at the prices quoted and identified in the award. The incorporation of these options into any resulting order implies no obligation on the part of the Government to exercise the options. The government will notify the vendor of its intent to exercise an option 30 days prior to the expiration of the current period of performance.
The purchase order award will include firm fixed unit/ceiling pricing per performance period. Refer to attached “Specs-Hydrogen Pricing Worksheet” document for estimated quantities/usage and pricing breakdown.
HYDROGEN REQUIREMENTS AND ESTIMATED USAGE
2.0 HYDROGEN (MORGANTOWN SITE)
2.1 Trailer (portable DOT approved)
The contractor shall supply a trailer to hold the hydrogen being supplied. This trailer will be located on the north side of the stationary liquid nitrogen supply trailer at the Morgantown site location only.
2.2 Purity
Industrial grade hydrogen is required with conformance to CGA requirements. A Certificate of Analysis shall be provided by the vendor with each delivery, at the time of delivery. Deliveries will not be accepted without this certification.
2.3 Usage
The contractor shall supply a total of 210,000 scf of hydrogen during the base year period. At the end of the base year period, the Government will re-evaluate and re-assess the anticipated use of its hydrogen supply needs to determine if it is needed under the potential follow on option years. If hydrogen is determined to be needed, the Government will reach out to the contractor for pricing purposes and issue an award modification accordingly.
Usage estimates are based on thirty (30) short-duration test firings per day of operation, three (3) days of operation per month, and nine (9) months of operation per year. The hydrogen trailer must be of sufficient volume to deliver a maximum, sustainable and repeatable hydrogen flow of 30,000 scfh at 700 psig during these short-duration tests. The trailer pressure as supplied to the NETL distribution system shall not exceed 3000 psig.
The frequency of trailer refill or exchange will be dependent upon the trailer volume, initial pressure and final pressure, but is estimated at two (2) to four (4) full refills or exchanges during the base year. This estimate is based on two trailer options: a higher-pressure (3000 psig) / lower water-volume (150 cubic feet) option; and a lower-pressure (2400 psig) / higher water-volume (400 cubic feet) option. The trailer will be refilled or exchanged when the supply pressure to the NETL distribution system is reduced to 1200 psig, to maintain repeatable conditions during testing. These assumed trailer volumes are provided as a basis to estimate the required number of refills or exchanges, not as a rigid limit on trailer volume.
