PERFORMANCE WORK STATEMENT (PWS)
PART 1. GENERAL: This is a commercial non-personal services contract to perform logistics services and ancillary functions as described herein for the Department of Homeland Security (DHS) Federal Law Enforcement Training Centers (FLETC), located at 1131 Chapel Crossing Road, Glynco, GA 31524.
1.1 Background: FLETC is the law enforcement training component of the Department of Homeland Security providing basic, advanced, and specialized training to law enforcement agencies and is host to more than 90 Participating Organizations (POs), as well as other federal, state, local, tribal, campus, and international law enforcement officers and agents.
1.2 Place of Performance: FLETC Glynco is located approximately six (6) miles north of the City of Brunswick in southeastern Georgia. FLETC/Glynco encompasses approximately 1,600 acres of Government real property, including firing ranges, dormitories, and 323 buildings.
1.3 Description of Services: Except for Government-Furnished Facilities (GFF), Equipment (GFE), Materials (GFM), Property (GFP), and Services (GFS) specified in Part 3 of this contract, the Contractor shall provide all management, supervision, personnel, equipment, materials, transportation, tools, and supplies required to plan, schedule, coordinate, and assure effective performance of all required logistics services and ancillary functions at FLETC/Glynco, GA. These services include, but are not limited to:
a. Project Management

c. Postal Operations
d. Furniture/Equipment Delivery and/or Assembly
e. Assets and Logistics Management Support
f. On Call Moving
g. On Call Support
The Contractor shall perform to the standards in this contract. This performance-based contract describes the services to be performed as an end result and provides to the Contractor both a standard for acceptable performance and quantities, limits, or areas that the service covers. The Contractor shall be responsible for achieving the stated results.
The Contracting Officer’s Representative (COR) for this contract will be appointed at time of award. During the terms of this contract any changes of the COR will be provided in writing to the Contractor.
1.4 Normal Hours of Operation: The Contractor shall start the contracted services at 8:00 A.M. and complete the contracted services at 5:00 P.M., Monday through Friday, excluding Government holidays. Hours for Postal Operations services are specified in Part 5.
Due to the nature of training on the Center, access to certain areas (e.g., ATF Range, Mock Port of Entry, Bunkers, Special Use Areas and Danis City) cannot be guaranteed during normal contract work hours. The Contractor shall schedule his/her labor requirements around site usage.
1.5 Contractor Personnel
1.5.1 The Contractor shall manage the total work effort associated with the requirements of this Performance Work Statement (PWS) to ensure adequate and timely completion of these services. The Government requires the Contractor to have their FLETC Site office staffed by either the Project Manager (PM) or Assistant Project Manager (APM) and enough non-managerial staff as needed to support the requirements of this contract. It is the Contractor’s responsibility to determine the number of personnel to staff based on the historical data provided and the level of effort required to ensure timely performance of the required services. All employees assigned by the Contractor to the performance of work under this contract shall be capable and experienced in the type of work they are assigned or be given on the job training by the Contractor. All Contractor employees must be physically and mentally capable to perform the essential functions and demands of their assigned work in a safe and effective manner.

Contractor personnel shall keep work areas clean. Storage areas shall be free from accumulations of waste, tools, and equipment. Each job site shall be left clean and neat upon completion of the job.
1.6 Employee Roster: Fifteen (15) calendar days before the start of the contract, at execution of option periods, and when changes occur, the Contractor shall provide the CO/COR with a written roster of all contract employees. The roster shall include full name, classification/position, anniversary date of employment, rate of pay, and identify status (full or part time employee).
1.7 Key Personnel and Supervision: Key personnel shall be dedicated solely to this operation and may not perform duties associated with other contracts. These positions are subject to the CO’s approval; therefore, the Contractor shall submit a resume for each individual proposed prior to the contract start date, and during the term of the contract as new personnel are hired or promoted into any supervisory position. Replacements of key personnel shall have equal to or greater skill sets than those being replaced and the Contractor shall inform the Government at least ten days in advance of their intention to replace any key personnel.

TERM DEFINITION
Acceptable Quality Level
(AQL)
The allowable amount of deviation from a standard that can occur before the Government will reject the specific service. The number of defects in a lot (or the maximum percent defective in a lot) that, for the purposes of sampling, may occur before the Government will affect the price computation system in accordance with the Performance Requirements Summary (PRS) and the Inspection of Services Clause. An AQL does not allow the Contractor to knowingly offer defective service but implies that the Government recognizes that defective performance sometimes happens unintentionally. As long as the percent of defective performance does not exceed the AQL, the service will not be rejected by the Government. The Contractor, however, must re-perform the defective service when possible. The AQL limits reduced payment for circumstances in which defective performance results in a measurable reduction in the value of services rendered.
Accountability The basic obligation imposed by law, lawful order, or regulation, of a person to keep an accurate record of property, documents, or funds. The person having this obligation may or may not have actual possession of the property, documents or funds. Accountability is primarily concerned with maintaining records.
