Response: Overtime rates as described in current wage determination, Attachment 13.

17. Reference: H.4 Subcontracting Question: What information is required to secure approval of subcontractors?

Response: Identification of the subcontractor and the portion of work being performed by that specific subcontractor should be included in your Phase 1 Factor 1, Phase 2 Factor 2, and Phase 2 Factor 4 Pricing submissions. See L7 through L9 for requirements.

18. Reference: H.27.1 General Requirements – “1) If a Tier 2 or Tier 1 investigation is required, Contractor and subcontractor personnel will be required to complete a Standard Form 85 (SF 85), Questionnaire for NonSensitive Positions, or SF 85P (Section J, Exhibit 16), Questionnaire for Public Trust Positions…” Question: Can the government please confirm if a facility clearance is required and to what level? The cost of a basic suitability investigation is $194.00 and the cost of a moderate risk background investigation, Minimum Background Investigation, is $1551.00.”

Question: Even though vendors do their best to pre-screen and pre-vet all candidates, the results of the background investigations for candidates are out of vendors’ control. Would the government consider removing this requirement from the contract?

20. Question: Will vendors have the opportunity to ask questions in Phase II?

21. Question: Will the vendors proposed staffing plan be a part of the government’s price reasonableness check?

24. Question: Does Executive Order 13706 apply to this solicitation and contract?

Response: Yes, Executive Order 13706 – Establishing Paid Sick Leave for Federal Contractors is applicable to this solicitation and contract. See Attachment 13.

25. Question: Is Executive Order 14055 of November 18, 2021, applicable to this solicitation and contract?

Response: Yes, Executive Order 14055 – Nondisplacement of Qualified Workers Under Service Contracts (November 18, 2021) is applicable to this solicitation and contract.

26. Question: In order to affectively respond to the solicitation, can the government please provide a one-week extension once the Q/As are posted?

Response: See this Amendment 0001. Phase 1 Factor 1 submission is due January 30, 2023; 2:00 PM. This information has been added to L.6.

27. Reference 4.1.1. This section states that the contractor must pay for all fuel, tires, oil, and complete service and maintenance of contractor furnished vehicles. In order for offerors to properly estimate these costs, specific usage information is required.

Question: What is the average annual number of miles driven for each piece of contractor equipment?

Response: That information is not available

28. Reference TE3, para 2.3.3. This section states that "FLETC facilities must acquire AFVs (with the exception of law enforcement and emergency vehicles), alternative fuels for those vehicles, and fuel-efficient petroleum-powered passenger cars and light truck.

Additionally, EO 13423 requires FLETC to: 1. Reduce the agencies fleet consumption of petroleum products by 2 percent annually through the end of FY 2015.

2. Increase non-petroleum-based fuel consumption by 10 percent annually.

3. Use Plug-In Hybrid (PIH) vehicles when PIH vehicles are commercially available at a cost reasonably comparable, on the basis of life-cycle cost, to non-PIH vehicles.

All of the above requirements are based on an FY 2005 baseline.

Question 1: Can the Government provide the FY 2005 baseline?

Response: That information is not available

Question 2: Do the requirements to reduce fleet consumption of petroleum products by 2% annually and to increase non-petroleum-based fuel consumption by 10% annually still remain in force?

Response: Yes

Question 3: Do the requirements to reduce fleet consumption of petroleum products by 2% annually and to increase non-petroleum-based fuel consumption by 10% annually apply to contractors?

Response: No

Question 4: Are there electric outlets available for contractors to recharge any electric forklifts/vehicles?

Response: yes

29. Reference TE3. This document is dated July 2008.

Question: Can the Government provide the most recent version?

30. Reference 4.2.1, Contractor Furnished Property (Vehicles)

Question 1: Will the Government provide a specific list of all equipment and vehicles required to accomplish this mission?

Response: No. The onus is on the contractor to determine the type of vehicles necessary to effectively perform the requirements of the contract.

Question 2: What is the maximum lift weight required of any contractor provided forklifts?

Response: 10,000 pounds.

Question 3: What is the maximum lift height required of any contractor provided forklifts?

Response: 20 feet.

31. Reference 4.4.1, Routine Cleaning Services Question 1: What is the average annual cost of cleaning supplies/disinfectants currently used on this contract?

Question 2: Are the protocols listed within this section still applicable now that the COVID pandemic has been declared over?

Response: Yes

Question 3: Will the Government release revised cleaning protocols/requirement now that the COVID pandemic has been declared over?

32. Reference L.10, Phase 2. The instructions state: "The offeror shall provide information on no more than three (3) contracts performed allowing a maximum of two (2) pages…" and "If the offeror proposed teaming partner(s) or subcontractor(s) in response to this RFP, the offeror shall provide addition information on at least two (2) contracts performed by the other teaming partner(s) or subcontractor(s)..." and "Submission is limited to seven

(7) pages to include the cover sheet..". However, if an offeror submits the requisite number of contracts, using only one Teammate, a total of 11 pages is required (including a cover sheet).

Question: Will the Government please revise the language in the Past Performance volume instructions to reflect the correct page count for the submission (11 pages), accounting for at least one Teammate with 2 contract references?

Response: Page limit remains seven (7) pages; however, does NOT include cover sheet.

L10 is corrected to change the word ‘including’ to excluding. Change is made in red and

33. Reference 4.3.1, Paragraph 4.3.1 states that "Contractor furnished supplies shall include off-the-shelf inventory program software."

Question 1: What inventory system is currently being utilized?

Response: That information is not available

Question 2: What inventory items and how many items are currently being managed on this system?

Response: Corrugated boxes of two various sizes, address shipping labels, box tape, FedEx/UPS mailers for customer convenience and boxes of brass ready to move forward to ALM-2400.

Question 3: Can the government please clarify if this off-the-shelf inventory system is required for the brass function only, or are other functions required to be tracked in it as well?

Response: The contractor shall provide all supplies and materials including packing materials, postal scales and associated rate chips etc., not otherwise specified as GFP.

The requirement for inventory program software is to maintain accountability of said supplies and materials.

34. Reference Part 6 Required Plans and Documents. The first sentence of the first paragraph under this section states "All plans shall be marked and handled as FOUO information."

Question: What CMMC Level is required for contractors to handle and store the FOUO information related to this solicitation?

Response: No CMMC Level required

35. Reference 1.7.1. The PM Qualifications paragraph under this section states that the on-site PM "...shall have successfully managed a comparable operation which included postal operations, furniture/equipment assembly, assets and logistics management support, on-call moving, and on-call support." The chances of any individual located anywhere near Glynco Georgia having all these requirements are extremely unlikely except for the incumbent. Placing all these requirements against one position gives unfair competitive advantage to the incumbent and equates to a personal services contract (which is not authorized by FAR 37.104).

Question: Request the Government revise and broaden the PM requirements for comparable service to remove the possibility of having a personal services contract and the unfair competitive advantage to the incumbent that this language provides.

36. Reference H.31 Information Technology and Data Security Requirements. H.31 refers to NACI and MBI background investigations. There are no references to any requirements for any contractor personnel to have Secret clearances.

Question: Can the Government confirm there are no requirements for any contractor personnel to have Secret clearances?

Response: Confirmed, no secret clearances required.

37. Reference 3.2.1. The RFP states "The Contractor shall reimburse the Government for repairs not attributable to normal wear and tear."

Question: Does this include damage that is through no fault of the contractor, such as extraordinary weather damage, flooding, or incidents/accidents not involving contractor personnel?

38. Reference 5.3.4. Bullet point c states "Maintain sufficient stock of all items at all times and sell all items for face value with no profit for the Contractor."

Question: Does the government have a list of required SKUs with their corresponding reorder points, as well as historical sales volume?

39. Reference Part 4 Contractor Furnished Property, Equipment, Supplies, and Services.

This section states "The Contractor shall furnish all property and services necessary to perform the requirements of the contract except for property and services specifically identified in Part 3 as Government furnished."

Question 1: Can the government provide a list of government furnished equipment or property that the contractor can expect the government to provide for contractor use in performance of the tasks in the PWS, including any IT or material handling equipment?

Response: See TE-9 and TE-10

Question 2: Can the government confirm that all IT equipment to perform the tasks in the statement of work will be provided by the Government?

Response: No. See also response above

40. Reference Section E Annex E-2 Logistics Services Performance Requirements Summary.

This section details the performance standards and maximum payment reductions for not meeting performance standards. For some lines where the performance standard is 100%, the maximum payment reduction is up to 5.7% of the monthly invoice. An example is PRS #4 which states that all outgoing Government mail and parcels are at BG0741 NLT 3:30 pm on same day of receipt. If once in a month, outgoing mail is received at BG0741 one or more minutes late, the contractor invoice can be reduced by 5.7%. With mail not leaving BG0741 until approximately 4:30 P.M., the likely impact to government operations would be none. This penalty seems drastically inappropriate and severe in relationship to any negative repercussions that may be caused by a slightly delayed delivery time.

Question: Can the government reassess the Performance Requirements Summaries where 100% performance standards are required to avoid significant payment reductions to ensure those Performance Requirements and Payment Reductions reflect the true impact to government operations?

41. Reference H.32. The PWS states: "The Contractor shall become acquainted with all available information regarding difficulties which may be encountered and the conditions under which the work of this contract must be accomplished."

Question 1: Can the Government please provide the duration of the Phase-In period (30, 60 days)?

Response: Phase-In Period is 30 days, March 1-31, 2023.

Question 2: Can the Government please provide the exact beginning and end dates of the Phase-In period?

Response: March 1-31, 2023

42. Reference L.9 Phase 2. The first sentence of this section states: "Phase 2 will consist of a written proposal to only include a cover sheet and a narrative outlining the offerors’ approach to Management, Staffing, and Scheduling as outlined in the paragraphs below.

Submission is limited to 26 pages." Whereas the last sentence reads: "All tables, exhibits, etc. are to be included in the 21-page limit."

Question: Can the Government please deconflict these 2 sentences?

Response: There is nothing to deconflict. The paragraph means that any tables, exhibits, etc, used to further detail the narrative are included in the page count. Any pages beyond the limit will not be evaluated.

43. Reference 1.10 Additional Services. The sentence in 1.10 “Additional services that are not otherwise identified in the PWS may be required by the Government and shall be subject to the Service Contract Act. These services shall be ordered by issuance of the appropriate form, currently FTC-ADM-61 Service Contract Work Request (5/17), Part 8, Technical Exhibit 2)." is too vague and open-ended for appropriate staffing. skills recruiting, scheduling, etc.

Question: What types of additional services and requisite skills/qualifications will be requested as part of this contract?

Response: Phase-In Period is 30 days, March 1-31, 2023.

44. Reference 1.10 Workload Additional Services. In defining "additional services, par 1.10 states "When possible, the Government will provide a twenty- four-hour notice for this requirement."

Question: Since these are in addition to contracted PWS activities, does the contractor have the right of refusal considering staff schedules, availability, etc. without penalty and/or negative contract evaluation?

45. Reference 1.8 Labor Categories. 1.8.1 states "Any Contractor employee who shall perform the duties of a Material Handler shall be capable of carrying boxes up two flights of stairs, when necessary (e.g. the building’s elevator is out of order), with each box weighing no more than 40 lbs".

Question: Is the government specifying / requiring the SCA labor category that all offerors must use when creating a proposed staffing plan?

Response: This contract is governed by a Collective Bargaining Agreement (CBA) between D2 Government Solutions and Industrial, Technical & Professional Employees Union OPEIU LOCAL 4873, AFL-CIO under Department of Labor Wage Determination Number 1999-0420 Revision 33 dated 10/11/2022, Attachment 13. This labor category is part of that CBA.

46. Reference 4.4.1, COVID-19 Protocols. The government states that "For as long as FLETC operates under COVID-19 protocols, augmented cleaning services will require the use of products from the Environmental Protection Agency (EPA) List of Registered Products..."

Question: Can the government provide all detailed COVID-19 protocols under which FLETC is operating so that all offerors can consider and include into proposal approach and management plans?

47. Reference 4.4.2, Fogging Post Office. The government states "At the end of the workday when the Post Office is closed, the building shall be fogged. The Government will provide the fogger and initial supply of Vital Oxide (or equal) disinfecting solution. The Contractor shall restock an approved chemical for defogging use."

Question 1: Can the government clarify if the cost of fogging chemicals is covered/reimbursed by the government and, if not, the historical volume of chemical used for this effort so that all offerors can account for in proposed pricing?

Response: No, it is not covered/reimbursed by the government. Historical information is not available

Question 2: Can the Government clarify that they want the entire building fogged, and if not, which specific areas are required to be fogged?

Response: The interior of the entire building.

48. Reference 5.6 On Call Moving.

Question 1: What is the minimum lead time for on call moving requests defined in 5.6?

Response: Minimum is 48-hours if possible.

Question 2: What is meant by the statement "Additional vehicles will be provided from within the Contractor’s fleet as required by Government determination." What additional vehicles other than those defined to perform PWS activities are required?

Response: The Contractor may have to rent additional vehicles on as needed basis for specific contingency actions. For instance, if FLETC is in a hurricane evacuation situation, additional fleet vehicles will be required to move equipment, materials to the evacuation site. These actions will utilize the IDIQ CLINS and as needed.

49. Reference 5.7 On Call support. The requirement for On Call Contingency Support is unclear.

Question: Other than moving contractor vehicles to an "offsite location" and remaining with the vehicle, what contingency support services are required and/or anticipated?

Response: The loading, transport, unloading, positioning, reloading, and return transport of equipment and, or supplies.

50. Reference 5.8 Service Contract Work Request. This requirement appears to provide the government an unbounded ability to request any non-PWS service that it requires -regardless of skillset, relation to PWS activities, staffing qualification, etc. and, it appears to obligate the contractor to provide any and all type of service or product to the government that it requests. In addition, it also prohibits the contractor from charging any labor costs associated with the performance of these additional services and requires that the performance of these services to be "completed in accordance with the pricing section of this contract and the ordering provisions of the contract". Since these are ad-hoc services, no pricing will have been previously established in the contract.

Question: Can the government revise the wording of the last sentence ("completed in accordance with the pricing section of this contract and the ordering provisions of the contract"), such that pricing is reflective of the lowest of three (3) bids that are required by the KO?

51. Reference Schedule of Supplies and Services section. CLIN 0010 is for the Phase-in period of 1 month with a period of performance of 4/1/2023 to 5/1/2023. CLINs 0001- 0009 all include 4/1/2023 in their period of performance.

Question: Can the Government confirm that CLINs 0001-0009 are for services that are included in the Phase-in period. If not, can the Government please change the Period of Performance for CLINs 0001-0009 to 5/2/2023-9/30/2024?

Response: CLIN 0010 is for the Phase-In Period of 30 days March 1-31,2023. The dates listed at this CLIN are incorrect and will be corrected. CLINS 0001-0009 cover base period of services commencing 4/1/2023 through 9/30/2023.

52. Reference Schedule of Supplies and Services section. CLIN 0010 is for the Phase-in period of 1 month with a period of performance of 4/1/2023 to 5/1/2023. Normally, Phase-In periods are for a 30-day period (e.g. 4/1/2023 to 4/30/2023) and are NOT included in the Base Period.

Question: Recommend the Government revise the Period of Performance (PoP) for the Phase-In period to be a 30-day period (4/1/2023 to 4/30/2023) and that the Base Period CLINs be changed to reflect the remaining 5 months in the Base Period (5/1/23 - 9/30/23).

Response: See response to Question 51 above.

53. Reference Schedule of Supplies and Services section. CLIN 0006 has a Unit reference of 230 MH in column D of the Schedule of Supplies and Services.

Question: Can the Government confirm that MH means "Man Hours" as used in column D of the Schedule of Supplies and Services?

Response: Confirmed.

54. Reference Schedule of Supplies and Services section. CLIN 0007 has a Unit reference of

1 LO in column D of the Schedule of Supplies and Services.

Question: Can the Government please explain what LO means as used in column D of the Schedule of Supplies and Services?

Response: LO means LOT

55. Reference Schedule of Supplies and Services section. CLIN 0006 has a Quantity and Unit reference of 230 MH, CLIN 0007 has a Quantity and Unit reference of 1 LO, CLIN 0008 has a Quantity and Unit reference of 83 MH and CLIN 0009 has a Quantity and Unit reference of 40 DA. Yet, the Period of Performance (POP) under each of these CLINs is for 04/1/23 to 9/30/23 which totals 6 Months. This PoP includes the Phase-In period.

However, it is extremely unlikely that these services would be provided by the incoming contractor during the Phase-In Period.

Question: Recommend the Government revise the POP for these CLINs to reflect the Base Period only so as to NOT include the Phase-In Period.

Response: These CLINS reflect the correct POP, see Question 51 above.

56. Reference Schedule of Supplies and Services section. CLIN 0006 has a Quantity and Unit reference of 230 MH, CLIN 0007 has a Quantity and CLIN X006 has a Quantity and Unit reference of 230 MH, CLIN 0007 has a Quantity and Unit reference of 1 LO, CLIN 0008 has a Quantity and Unit reference of 83 MH and CLIN 0009 has a Quantity and Unit reference of 40 DA. Yet, the Period of Performance (POP) under the Base Pd is for 04/1/23 to 9/30/23 which totals 6 Months and 12 months for the various option periods.

Question: Can the Government confirm that the quantities referenced for these CLINS (0006 through 5006) represent the total amount of services to be performed over the total duration of their respective periods (whether it is 6 months or 12 months)?

Response: These CLINS are Indefinite Delivery Indefinite Quantity (IDIQ) CLINS. and the quantities listed are estimates only. There is no guarantee any of the CLINS will be used.

57. Reference Schedule of Supplies and Services section. CLIN X006 has a Quantity and Unit reference of 230 MH, CLIN 0007 has a Quantity and Unit reference of 1 LO, CLIN 0008 has a Quantity and Unit reference of 83 MH and CLIN 0009 has a Quantity and Unit reference of 40 DA. These CLINS appear to be Surge CLINs. However, this is a Firm Fixed Price (FFP) Contract, and as written, these would be FFP CLINs. If these requirements are variable in nature, the Government should consider making these Cost CLINs.

Question 1: Since these requirements appear to be variable in nature, recommend the Government change these CLINs to COST (vice FFP).

Response: These CLINS are Indefinite Delivery Indefinite Quantity (IDIQ) CLINS.

Question 2: Due to the variable nature of these requirements, and to ensure equity and fairness among offerors, recommend the Government assign plug numbers to these CLINs and make them COST (vice FFP).

Response: These CLINS are Indefinite Delivery Indefinite Quantity (IDIQ) CLINS. See response to Question 58 below.

58. Reference 5,6 On Call Moving and CLIN X006 and X009. In this section, the Government states "the Contractor will provide additional moving vehicles (rental units) on a “per day” basis, including weekends, nights and holidays. These moving services will require at least two movers for two (2) hours each per move." CLINs X006 cites 230 Man Hours for On Call Moving and X009 cites 40 days of On Call Rental Vehicle Services. However, the Government does not define which specific vehicles they are requesting, nor how many, nor do they define what the labor category of a "mover" is.

Question: In order for Offerors to determine what rate to apply, request the Government specify the number and type of vehicles they are requesting for these services as well as what labor category they mean by "mover".

Response: Mover in this instance would be Material Handler per CBA, Attachment 13.

CLINS X0006 through X0009 are Indefinite Delivery Indefinite Quantity (IDIQ) CLINS and the quantities listed are estimates only. There is no guarantee any of the CLINS will be used. For evaluation purposes PLUG IN NUMBERS are provided for each specific CLIN all years for these CLINS; however, unit rates are to be provided as follows:

• X0006: Contractors are to propose BLENDED unit rate covering rate for one 20’ box truck with lift gate, hourly rate Medium Truck Driver, and hourly rate for Material Handler; PLUG IN $6923.00.

• X0007: Contractors are to PLUG IN $8,333.00 for evaluation purposes for this

CLIN.

• X0008: Contractors are to propose BLENDED unit rate covering rate for one 20’ box truck with lift gate, hourly rate Medium Truck Driver, and hourly rate for Material Handler, PLUG IN $2498.30.

• X0009: Contractors are to propose a DAILY unit rate for one 20’ box truck with lift gate, PLUG IN $18,510.40.

59. Reference 5,6 On Call Moving and CLIN X006 and X009. In this section, the

Government states "the Contractor will provide additional moving vehicles (rental units) on a “per day” basis, including weekends, nights and holidays. These moving services will require at least two movers for two (2) hours each per move." CLINs X006 cites 230 Man Hours for On Call Moving and X009 cites 40 days of On Call Rental Vehicle Services. Since the requested rates will have to combine multiple vehicles and multiple personnel, it appears that offerors will have to submit a "blended" or "composite" rate, that combines multiple labor categories and/or types of vehicles.

Question: Assuming that offerors adequately explain their basis for their "blended" or "composite" rates, will the Government accept these type rates for these CLINs?

Response: Yes, See response to Question 58.

60. Reference RFP Schedule of Supplies/Services, CLIN Descriptions and PWS. The CLIN Descriptions found on pages 2-9 of the Schedule of Supplies/Services do not contain meaningful CLIN Descriptions (beyond the CLIN title and PoP). They do not confirm what type of CLIN item it is (e.g FFP or Cost) nor do they provide any substantive data that ties it to specific PWS sections.

Question: Request the Government revise the CLIN descriptions to specifically state whether it is an FFP, Cost and/or Surge CLIN and to include brief descriptions that tie the CLIN to specific PWS sections.

Response: CLINS have been revised.

61. Reference RFP Schedule of Supplies/Services, CLIN Descriptions and PWS. The PWS does not tie its various requirements to the CLIN structure provided. This makes it almost impossible for offerors to correctly allocate their costs amongst the various PWS requirements. This will create significant differences between various offeror submissions in how they allocate costs between the CLINs and create significant confusion for Government evaluators.

Question: Strongly recommend the Government indicate which CLINs are associated with each PWS requirement.

Response: CLINS have been revised.

62. Reference TE-1. TE-1 provides data from FY 16 through FY 20. FY 21 and 22 are now completed and this information is critical for offerors to determine appropriate staffing levels.

Question: Can the Government please provide the workload data from FY 21 and 22?

Response: TE-1 has been updated and included in this Amendment 0001.

63. Reference RFP. There does not appear to be a reference in the RFP, PWS or any of the attachments that define a minimum acceptable staffing level expressed in terms of Full Time Equivalents (FTEs). In order for the Government to fairly evaluate all proposals and prevent any one offeror from grossly underbidding this effort based on unrealistic staffing, many Government solicitations contain minimum staffing requirements whereby offerors are deemed technically unacceptable should they propose staffing levels below this standard.

Question 1: To ensure all offerors are truly bidding against the same requirement and to prevent offerors from seriously underbidding this effort, and to ensure the Government has a clearly defined standard for evaluating staffing solutions, we strongly recommend the Government provide a minimum acceptable staffing requirement under which offerors would be deemed technically unacceptable by bidding below the government prescribed minimum staffing level.

Response: This is a performance-based requirement, and the onus is on the offeror to determine the skill mix and level of effort for this requirement

64. Reference WD 1999-0420 Rev 33. This section of the CBA states, "the Company agrees to be bound by the terms and conditions of the Agreement and the Declaration of Trust establishing the ITPEU Health and Welfare Plan." It later states that "the Company further agrees to be bound by all resolutions and other actions taken by the Board of Trustees of the ITPEU Health and Welfare Fund." Since the CBA pension fund has a direct pricing impact on the current and future years cost structure, it is essential for offerors to know what is contained in these documents and decisions.

Question 1: Since offerors will be bound by these agreements and actions, and because these documents have significant pricing implications, request the Government provide the ITPEU Health and Welfare Plan and any applicable resolutions and actions taken by the Board of Trustees for the ITPEU Health and Welfare Fund.

Response: This information is not available to the Government.

Question 2: Since offerors will be bound by these agreements and actions, and because these documents may contain significant pricing implications, request the Government provide the ITPEU Pension Plan and any applicable resolutions and actions taken by the Board of Trustees for the ITPEU Pension Fund.

Response: This information is not available to the Government.

65. Reference Personnel Qualifications: 1.8.2. The PWS states: "Volume Orders shipped by freight lines and delivered by shipping manifest are transported to the delivery location by other means of contract delivery services, movers and larger vehicles."

Question: Can the Government please confirm that offerors are not responsible for the delivery of the mentioned "Volume orders"?

Response: The offerors ARE responsible for delivery Volume Orders once they’ve arrived at FLETC Glynco.

66. Reference 1.8.3. The PWS states: "The Contractor’s employees who collect ammunition at the ranges in the containers provided generally will not need to maintain a CDL with a Hazmat Endorsement."

Question: Can the Government please specify which positions must maintain a CDL with HAZMAT endorsement?

Response: Refer to 1.8.4 and 5.5.3

67. Reference Post Award Conference: 1.12. The PWS states: "Meeting shall be conducted via video conference or in person no later than fifteen (10) days after contract award."

Question: Can the Government please deconflict the statement?

Response: It should read ten (10) days after contract award. This paragraph is revised to reflect ten days by this Amendment 0001.

68. Reference Program Management 5.1. The PWS states: "The Contractor shall maintain a minimum of three months’ supply of all necessary items to support successful performance of this contract."

Question: Can the Government please provide offeror's with historical cost information so that we may properly price this effort?

69. Reference Mail Pick-up and Distribution 5.3.3. The PWS states: "When the number or weight of the parcels is too heavy, the Class Mail Person will be encouraged to return after class for the pick- up of parcels."

Question: Should the Class Mail Person neglect to fully deliver all parcels on any given day, will these instances count against the Prime contract under any of the Requirements delineated in Section E - Annex E-2?

70. Question: Will the Government provide Technical Exhibit 1 to include historical workload data referenced in Section M.1 page 120 of the solicitation and the various Technical Exhibits reference throughout the PWS?

Response: All Technical Exhibits were released at same time solicitation was released on SAM.gov.

71. Question: Is the contractor free to provide a mail (USPS) solution of their choosing or is there a specific method that is required?

File details come from the government source that posted it. Updated .
