Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government.

This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2))

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

1. Technical Approach. The offeror shall submit as part of their proposal an explanation of the techniques, processes and schedule they propose to meet the project requirements. The technical approach will show:

a. The offeror’s facility layout and a listing of necessary equipment, including (but not limited to) the current status of dry-dock, lifting facility or graving dock safety, capacity and certification.

b. The sequencing of events, material acquisition, fabrication and installations. Specifically addressing individual CLIN work items involving component replacement of installation.

c. The proposed sourcing, evaluating factors and lead-time for materials, specifically with regard to the timber required.

The offeror will provide a listing of successful projects involving the design, fabrication and installation of historic steel steam ship hull plates, rivets and components.

b. Demonstrated experience implementing and monitoring safe work practices. The offeror should provide documentation of its safety record on projects that have involved work on historic ships. The information shall demonstrate how safe work practices are monitored and what corrective procedures were implemented, if applicable.

The NPS may evaluate Quoters' past performance by contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and/or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State, or local governmental agencies; and private sector businesses.
