About this file
This document contains answers to contractor questions regarding solicitation number 140P8623Q0074 for dry-docking and maintenance of the National Historic vessel C.A. Thayer. The solicitation requires drone videography and photography services to document raising the ship's sails for the first time since 1958. Additional requirements include tugboat escort during sailing, temporary electrical power generation, firewatch services, transporting the ship's gangway, reinstalling the gangway and turntable, replicating utility connections, applying draft marks, conducting worm shoe repairs and replacements using materials such as greenheart wood, and potentially exercising an option for government-furnished replacement hull planks. Bidders were provided a one-week extension to incorporate the answers into their proposals. Precise specifications are amended for worm shoe repair and replacement line items to clarify linear foot pricing increments.

RFQ 140P8623Q0074 C.A. Thayer Quesons & Answers
1. Pertaining to requirement for provision of drone videography in CLIN 2.1
a. Are there specific requirements or deliverables to be provided to the
Government as a result of this provision?
Final product will be uploaded to NPS digital archive at 1080p MP4 format, record at the highest bitrate your equipment can capture and store, all rights transferred to the NPS for all content generated and becomes property of the NPS. Content shall be transferred to NPS via external hard drive storage device.
The goal is to provide enough content to edit and produce a 15 minute film that conveys the process, experience, drama and feeling of raising sail and geng underway on the NHL lumber schooner C.A. Thayer for the first me since 1958.
It is ancipated that this will be an 8-10 hour full day exercise on SF Bay and that the drone operator will need to be on the escort tug or another vessel in nearby proximity. Contractor shall obtain any necessary permits or perform necessary coordinaon with FAA, USCG and any other regulatory body with jurisdicon to permit drone acvity.
2. Pertaining to requirement for “sailing” found in CLIN 2.2
a. Will Thayer be free of tugboat service during sailing operaon?
We will require tugboat escort for the duraon of the sailing evoluon. The tug will not be physically connected or tethered to the C.A. Thayer while sailing but shall be close enough to render aid as necessary.
b. What is KTR responsibility for vessel during sailing operaons by others?
KTR responsibility is to assist and provide emergency support should a leak or other catastrophic failure occur to the vessel or components. It is understood that the KTR is not responsible for the acons and/or results from NPS’ operaon/sailing of the vessel, that responsibility will be transferred to the Thayer Captain from the KTR pilot for sailing and transferred back when sailing evoluon is completed (to be coordinated between NPS captain and KTR pilot).
3. Pertaining to requirement for “sailing operaons” CLIN 3.2
a. What are the electrical requirements for generator to be provided?
208-volt power sufficient to power the vessel’s exisng DC pump and 110-volt for vhf radio, navigaon equipment (standard marine radar and gps), temporary lighng in the hold of the vessel
4. Pertaining to requirement for “temp services ” found in CLIN 3.1 “Fire watches at all times during, and for thirty (30) minutes two (2) hours after, any burning or welding operations.”
a. Is firewatch required for 30 minutes or two hours?
Firewatch is required for thirty (30) minutes.
5. Pertaining to requirement for “gangway transport” found in CLIN 1.2.2
a. Where is the expected loading point onto KTR provided truck of NPS gangway?
Hyde Street Pier, C.A. Thayer berth.
b. What is the condion of the pier between present locaon and loading point?
Structurally compromised. The pier can accommodate an H5 truck adjacent to the gangway locaon. A cradle/dolly will need to be fabricated to roll the gangway to the loading locaon. (Recommend landing the gangway inially on the cradle/dolly when being struck from the vessel).
c. Should KTY expect to bear costs for liing gangway on to KTR furnished truck?
Yes, all costs associated with the transportaon of the gangway are part of this scope.
d. What are site condions at MINSY temp berth for unloading gangway? Is site secured?
Yes, the site is secured with a security fence and there is an acve contracted security presence.
6. Pertaining to requirement for “Gangway and turntable reinstall” found in CLIN 1.2
a. What are site condions at MINSY temp berth for crane access to reship gangway and turntable?
The area adjacent to the MINSY berth can support a crane rated for the install of the gangway. Plywood pads will be required for any outriggers.
b. What is distance from crane landing to expected locaon of Thayer The crane can be staoned immediately adjacent to the Thayer berth and gangway. The ship will be stood off the mooring bulkhead by pneumac fenders approximately 5’ diameter.
7. Pertaining to requirement for “Ulies” found in CLIN 1.2.1
a. Will the “supplied uliites” be like for like those found at HSP?
Yes.
8. Pertaining to requirement for “Dra marks” found in CLIN 9
a. Are numbers and quanes to follow as found condions in 2004 (ie. marks 7-12 at 4 corners)?
Yes
9. Pertaining to requirement for “Worm shoe doubler” found in CLIN 13.2
a. Specificaons call for full width stock. (16”) Stock in that width is unlikely to be sourced. Can KTR install two (2) 8” boards to achieve width?
No
b. Specificaons call for a minimum of 20 foot lengths. Available stock is typically 19’6”. Would this be acceptable?
c. Irish felt is unavailable. Is standard roofing felt a suitable substute.
d. Dolphinite is not praccal for this use. Is roofing tar (Blackjack roofing cement) a suitable substute.
e. Specificaons call for a new piece of worm shoe to be affixed to the forefoot to renew thickness to original condion and allow doubler to be “nibbed in” per the historical drawing of the Metha Nelson. What is the quanty/ dimension of the material needed to meet this requirement.
Fir material is approximately 16” wide, 4” thick and 5’ long.
f. Specificaons suggest undocking Thayer to facilitate installaon of wormshoe doubler at me of redocking. This method would be impraccal. As an alternave, KTR could remove two keel blocks at a me (leaving less than 16 feet unsupported). Doubler could be installed in an approximate 10 foot length before being reblocked and proceeding to next two blocks. Would this be an acceptable alternave?
No, this proposal would not allow for the full length wormshoe pieces to be installed (minimum 20’ lengths [previously modified per 9.B to accept 19’6”])
10. Pertaining to requirement for “Replacement hull planking” found in CLIN 12.2
a. In the event that the “owner furnished material” opon is exercised, what are the KTR rights/ responsibilies in the event of material cracking, breaking or becoming otherwise unusable?
KTR is not responsible for the quality or suitability of GFM. Should the GFM opon be selected and a material failure is detected, the GFM would be returned and a suitable KTR furnished replacement sought (following contract modificaon).
11. Bidder requests an extension of one week for proposal deadline for incorporaon of informaon on forthcoming answers to the above quesons.
12. Pertaining to requirement for “worm shoe repairs repairs ” found in CLIN 13.1
a. In the requirements for CLIN 13 it states “addional wormshoe replacement shall be bid in ten lineal foot increments
b. In the requirements for CLIN 13. it states: “government has right to exercise at the per unit cost per the Contract Price Schedule.” Price schedule indicates cost request for 10 Board Feet. Which cost value is required?
c. Worm shoe repair item (13.1) is similarly confusing and may be best to price by the board foot. Please review and advise.
CLIN 13.2 – Worm shoe Replacements – Bid sheet is amended to reflect one (1) linear foot (LF) bid increment. (See atached).
Specificaons are amended:
CONTRACT LINE ITEM NO. 13 – WORM SHOE REPAIRS AND REPLACEMENTS
The Contractor must provide the management and all labor, materials, and equipment to repair or replace damaged areas of the worm shoe and install a new, hardwood double worm shoe to match historical information. All work is to occur after cleaning and inspection has occurred following the initial haul out. The work may require refloating the vessel temporarily to set a new worm shoe on the keel blocks and haul the vessel again with the new shoe in place. For the purpose of assembling a bid, the Contractor must assume no more than a combined total of 30 linear feet of worm shoe repair (approximately 2 BF each totaling 60 BF) and 20 linear feet of replacement (approximately 80 BF). Repairs shall be bid per linear foot. If additional quantities are needed, the government has the right to exercise at the per unit cost through a modification per the Contract Price Schedule. Additional worm shoe replacement shall be bid in ten-foot (10’) one linear foot (1’) increments. The double worm shoe is greenheart (Chlorocardium rodiei) (heartwood), approximately 125 LF, running from a nibbed butt on the forefoot aft to the end of the existing worm shoe at the aft perpendicular (AP), (approximately 500 BF). Repairs and/or replacements of the douglas fir shoe must be completed and the shoe coated per CLIN 8.1 prior to the installation of the hardwood double worm shoe. Prepare as-built drawings for all affected areas per Section 2.7. Wood defects such as sapwood checks, shakes, and wormholes shall not be present prior to use. Material found to be unsuitable to the use shall be replaced by the contractor at no additional cost to the Government.
