The estimated contract value is between $500,000 and $1,000,000.

C.0 NATIONAL PARK SERVICE

The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.

The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners.

The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.

The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadelphia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.

C.1 PARK BACKGROUND AND INFORMATION

A. FORT MCHENRY NATIONAL MONUMENT AND HISTORIC SHRINE (FOMC)

Fort McHenry National Monument and Historic Shrine (FOMC) is located three miles southeast of the Baltimore Inner Harbor. During the American Revolution a small earthen star fort known as Fort Whetstone was constructed at the end of the peninsula that led to the entrance of the Baltimore harbor. Although the fort was never attacked during the American Revolution, military experts saw the importance of coastal defenses around the young United States’ third largest city and one of its vital ports. In 1798 construction began to expand upon Fort Whetstone with brick and stone masonry to create a new, more permanent, structure. The new fort was dubbed Fort McHenry, named after George Washington’s Secretary of War, and Baltimore native, James McHenry.

FOMC is the location where Francis Scott Key witnessed the British bombardment of the FOMC during the War of 1812 and famously wrote “The Defense of Fort McHenry” that was later put to music and renamed “The Star- Spangled Banner.” During the American Civil War, it served as a prison after the battles of Antietam (1862) and Gettysburg (1863). During World War I in 1917, the site was transformed into a massive 100 building and 3,000 bed hospital and existed as General Hospital No. 2 from 1917 to 1925.

When “The Star-Spangled Banner” became the National Anthem of the US in 1931, it brought new life and the need of preservation to FOMC, and was transferred the to the National Park Service in 1933. It was re-designated as the first and only National Monument and Historic Shrine in 1939. For more information, please visits FOMC’s website at: Fort McHenry National Monument and Historic Shrine (U.S. National Park Service)

Fort Washington Park (FOWA) is part of National Capital Parks-East (NACE) and is located along the Lower Potomac River outside of Washington, DC off the Indian Head Highway 210. FOWA is a brick and stone fortification built between 1814 and 1824 to defend the Potomac approach to Washington DC.

FOWA defended the Potomac River approach to Washington, DC, during the Mexican War (1846-1848) and the American Civil War (1861-1865) as part of a ring of fortifications to defend the capital city. FOWA was used during World War I for coastal defense of the Potomac and a staging area for troops being sent to France. During World War II in January of 1942 it became an Adjutant General School, training 300 Army officers every 60 days in administration duties, and became home to 67th Women’s Auxiliary Corps.

Fort Washington was transferred to the Department of the Interior and then to National Park Service in 1946. Today, the fort is a centerpiece of Fort Washington Park, a 300-acre park which is home to popular picnic areas, hiking trails, and fishing areas. The fort is prominently visible from the Potomac River and from across the river in Virginia. For more information visit: Fort Washington Park (U.S. National Park Service)
