About this file
This is a Request for Quote (RFQ) for alarm monitoring services at five Western Pennsylvania National Park Service (NPS) locations under solicitation number 140P4226Q0010, issued by the Department of Interior's National Park Service Northeast Regional Contracting office in Philadelphia.
The Government seeks firm fixed-price quotes for 24-hour monitoring and maintenance of intrusion and fire alarm systems at Allegheny Portage Railroad NHS (ALPO), Johnstown Flood National Memorial (JOFL), Flight 93 National Memorial (FLNI), Fort Necessity National Battlefield (FONE), and Friendship Hill NHS (FRHI) in Pennsylvania. The base contract period runs from May 1, 2026 to April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031. The solicitation is set aside for Women-Owned Small Businesses (WOSB) with a NAICS code 561621 and $25 size standard. All RFI questions are due by 12:00 PM Eastern Time on April 20, 2026, and final quotes must be submitted electronically to Deborah_Coles@ios.doi.gov by 12:00 PM Eastern Time on April 27, 2026. Award is expected by April 30, 2027. Contractors must be authorized Ademco/Honeywell and Radionics/Bosch dealers employing certified technicians, maintain a UL-approved monitoring station with remote arm/disarm capabilities, provide monthly status reports, and conduct annual inspections at no additional cost. Pricing must be based on applicable Service Contract Labor Standards wage determinations. Evaluation will use a lowest-price technically acceptable approach considering technical capability, past performance with three relevant references, and fixed price, with award to the responsible offeror offering the best value.
