About this file
This is a Contractor Questions and Answers document for solicitation 140P4226Q0010, addressing inquiries related to intrusion detection systems (IDS) and fire alarm monitoring and maintenance services at Western Parks of Pennsylvania (WEPA) locations under the National Park Service Northeast Region.
The document clarifies several key contract requirements and specifications. Contractors may use any company's cellular dialer for monitoring takeover, and sensitivity testing for non-addressable panels has been added to the revised Statement of Work despite no record of previous test dates. Pricing should be structured by park location rather than individual buildings, with the contract covering five primary sites. The government provided equipment and zone lists for two locations (FONE and FRHI) but indicated lists are unavailable for three additional locations (ALPO, JOFL, and FLNI). The government supplied specific equipment details for inaccessible areas at Fort Necessity, including one door sensor, one motion detector, and two smoke detectors for the Curatorial Room, and one intrusion alarm for the Weapons Room. The government confirmed no modernization efforts are planned for existing systems. Scope of work is limited to monthly monitoring services, annual inspections, and sensitivity testing only, with equipment replacement and hardware maintenance explicitly excluded from this contract.

140P4226Q0010 WEPA Alarm Monitoring Contractor Q & A
1. Monitoring takeover will be easier to do an installation of a new Starlink cellular dialer that can cover both intrusion and fire monitoring, is this acceptable?
I do not believe it matters what company is used for cellular dialers.
2. Sensitivity testing on zoned, non-addressable panels is required every other year. Can you provide the last test date? If not, it is recommended that the contract be modified to include sensitivity testing for this upcoming year.
We do not have a date for the last sensitivity test. We have added it to the attached revised Statement of Work.
3. The initial RFP outlines monitoring for IDS and Fire for five sites, but in conducting the site walk, there are multiple sites within each site location, ALPO including five sites include visitor center and maintenance for example. Does the client want us to price this in terms of sites as listed in the initial RFP, or per building as shown in the Site Walk?
Each park please, not buildings
4. We were unable to access the Weapons room at the “Tavern” and the Antiquities room at the visitor center for site Fort Necessity. Can we get a count on both the Fire systems and IDS systems in those rooms?
FONE Curatorial Room has one door sensor (26), one motion detector (27), and 2 Smoke Detection (40, 41), and for the Weapons Room Just one intrusion alarm
5. Is there a list of existing equipment and zones for ALPO, JOFL, and FLNI? We have the list for FONE and FRHI.
I have attached FONE and FRHI, there is not a list for ALPO, JOFL, or FLNI.
6. Is there an expected modernization effort for some of the IDS systems and Fire systems at the sites listed?
No
7. There doesn’t seem to be a procurement method in the RFP for replacing broken or obsolete equipment for both Fire and IDS. Is this something that the client would like to have as part of the maintenance services outlined?
We were wanting to keep monitoring and hardware issues separate. This contract will only be for monthly monitoring, annual inspect and the added sensitivity testing.
