REHABILITAION OF KEY VIEWSHEDS
Performance Work Statement
D.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
The NPS cooperates with partners to extend the benefits of natural, cultural, and historical resource conservation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include: Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.
D.1 BACKGROUND
Manassas National Battlefield Park preserves nearly 5,000 acres of historic land and structures, archeological sites, and cultural landscapes. In addition, the park provides habitat for a wide variety of plants, birds, and other wildlife.
The park contains 40 miles of hiking and equestrian trails and host an average of 600,000 visitors each year. In two fierce battles fought thirteen months apart, Union, and Confederate armies clashed near Manassas, Virginia over the same ground. Many features of the battlefields survive today, including the Stone House, Unfinished Railroad, and the historic road network.
D.2 PURPOSE
According to the Manassas National Battlefield Park’s 2011 General Management Plan, and as recommended in the 2018 Chinn Ridge Cultural Landscape Report (CLR), the park is conducting Phase One vegetation management (deforestation) of key viewsheds in the Chinn Ridge area of the park. This project, consisting of Tasks 20 – 23 and Task 28 of the Chinn Ridge CLR, entails the clearing and removal of all trees/vegetation, plus post clearing ground preparation and seeding, in five separate task areas totaling approximately 19.5 acres. This project is one phase of the effort to restore the landscape to its historic appearance during the first and second battles of Manassas.
140P3022Q0004
The contractor shall provide all labor, equipment, supplies, services, permits, supervision, and transportation to accomplish Tasks 20 – 23 and Task 28 of the Chinn Ridge Cultural Landscape Report (September 2018).
D.2.1 SCOPE
Vegetation treatment in the Chinn Ridge area of Manassas National Battlefield Park emphasizes rehabilitation of spatial organization and views through detailed and broad scale vegetation management. The primary task is the conversion of tall trees and woodland vegetation to grassland/meadow to emulate historic spatial characteristics and views between key locations. Rehabilitation of critical viewsheds will be focused on selective conversion of woodland to lower vegetation community types, while protecting and preserving critical vegetation, legacy trees, sensitive species, stream corridors and floodplains.
The contractor will be responsible for removal of all wood and debris (chip or haul) from project areas. Forestry mulching may be approved by the COR in certain task areas. The contractor will be required to reduce (grind) all stumps, remediate any ground damage incurred during the performance of operations (e.g., ruts, holes, etc.), prepare ground, and seed all task areas.
D.2.2 LOCATION OF WORK AND ACCESS TO PROJECT AREAS
The project is located within Manassas National Battlefield Park, Manassas VA Southwest of the intersection of Virginia Route 29 (Lee Highway) and Route 234 (Sudley Road). The project areas may be accessed from Virginia Route 234, Route 29, and South/North Chinn Ridge Drive.
D.2.3 DESCRIPTION OF PROJECT AREAS
Boundaries of the project areas are designated by terrain features and roads, and when needed, flagging or paint. Rehabilitation near wetlands, witness trees, and riparian areas will be addressed according to the National Environmental Policy Act (NEPA) requirements and Tree Care Industry Association (TCIA) best practices. See Enclosure (1) Tasks 20 – 23 and Task 28 Imagery.
The project total is 19.5 acres (see Table below). Acreage has been computed by using Geographic Information Systems (GIS). Table 1 below depicts Task intent, number, and acreage.
