QUESTIONS & ANSWERS REGARDING:
SOLICITATION/REQUEST FOR QUOTE NO. 140P3022Q0004
Amendment 0002
Manassas National Battlefield- Chinn Ridge Land Clearing
(AMENDMENT 0002)
QUESTIONS RECEIVED AS OF 01/12/2022:
1.) Please confirm that all tasks - 20, 21, 22, 23 & 28 all require stump grinding?
ANSWER: All tasks shall require stump grinding
2.) Are there any weight limits / and or restrictions on the equipment that can be used on site?
ANSWER: Weight limitations shall be dictated by ground conditions and the contractor shall have to use their judgement of ground conditions to ensure no damage to the ground is incurred. The caveat should be that any gross tonnage of piece of equipment exceeding 6 tons should seek approval by the COR for situational determination.
3.) All trees are to be cut and removed by April 1st 2022, but seeding cannot start until at least April, 15th, 2022?
ANSWER: Correct
4.) Can the hours of operations be extended past 3:30pm?
ANSWER: Yes, time to be determined by the COR
5.) Can we be on the site before 7:00am to get equipment ready for the day?
ANSWER: Yes, time to be determined by the COR
6.) Can all equipment be left on site or are there designated areas we need to leave equipment at?
ANSWER: Yes, time to be determined by the COR
7.) With the April 1st deadline of the tree and vegetation removal; does that mean the material must be cut and cleaned up out of the sites and stump grinding finished? Could the material be cut and let lay to chip at a later date?
ANSWER: April 1st Shall be the hard deadline for tree felling only. The intent of the April 1 date is for the protection of tree nesting birds and endangered bats. Ground level removal activities should not impact or adversely effect these species and as such vegetation removal (chipping, tree hauling, etc…) shall be permitted after the April 1 date. There will be no hard deadline for vegetation removal but shall be performed in accordance to the phasing of work as required by the SOW to complete the required tasks within the period of performance.
8.) When we grind stumps and debris, can we till the material into the soil with a forestry tiller to prep for seeding instead of the proposed stump grinding and replacing chips with topsoil?
ANSWER: No forestry tilling shall be permitted at any point during this project work. Tilling is an expressly prohibited activity due to the impact to the archeological resources. The stumps need to be covered/filled with top soil per the SOW.
9.) Will AG tread tractor tires be acceptable for the tractor doing seeding?
ASWER: Yes, however discernment upon ground conditions shall be required by the contractor to avoid damage to the grounds (i.e. rutting).
10.) Since the job is outside, will unvaccinated employees need to get a covid test every 3 days of on site work?
ANSWER: Reference current federal regulations, defer to Contracting Staff for guidance.
11.) Will the Forestry service take down the fence at Task 22 to gain access to that area?
ANSWER: The National Park Service, Manassas National Battlefield Park, will be responsible for the temporary removal of the fence.
12.) Can we use typical forestry equipment for tree removal and processing?
ANSWER: Forestry equipment of tonnage exceeding the gross tonnage of 6 tons (as outlined in question
2) shall be submitted to the COR for prior approval for the work.
13.) Can work hours be extended to 5:00 pm?
ANSWER: Yes, time to be determined by the COR
14.) It states in section D.8 paragraph 3, Tree & vegetation removal in all areas by April 1, 2022, does that mean that the trees and vegetation need to be cut buy April 1 or does that mean that all trees and vegetation have to be cut & removed by April 1, 2022?
ANSWER: April 1st Shall be the hard deadline for tree felling only. The intent of the April 1 date is for the protection of tree nesting birds and endangered bats. Ground level removal activities should not impact or adversely effect these species and as such vegetation removal (chipping, tree hauling, etc…) shall be permitted after the April 1 date. There will be no hard deadline for vegetation removal but shall be performed in accordance to the phasing of work as required by the SOW to complete the required tasks within the period of performance.
15.) Who is responsible to water after seeding?
ANSWER: Watering will be handled by natural processes and supplemented by NPS staff as needed. This shall not be the responsibility of the contractor
16.) Is there a percent of coverage for the grass to be accepted?
ANSWER: Per the SOW, section D.3.2 “20 pounds per acre with 30 pounds per acre of a cover crop. For cover crop use either grain oats (1 Jan to 31 Jul) or grain rye (1 Aug to 31 Dec)”.
Percentage of coverage will be determined by the above seeding rate. The above seeding rate shall be met for the required areas as specified by the SOW. Coverage at the above rate per acre shall be dispersed evenly across all areas to ensure equal coverage and treatment.
17.) How are you going to handle no work days in regards to snow and rain, will it be added to the pop date and the April 1st deadline?
ANSWER: No time will be added to the April 1st tree felling deadline due to weather. This is a hard deadline.
