National Park Service – Harpers Ferry Center – Con Ops National Solicitation Number: 140P2124R0049 - Exhibit Planning, Design, Fabrication, and Installation Services for Eisenhower National Historic Site
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0049 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-04, effective May 22, 2024.
This is set aside for small business concerns under the North American Industry Classification System (NAICS) 337212, Custom Architectural Woodwork and Millwork Manufacturing, and the related small business size standard of 500 employee.
The government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan, design, fabricate, transport to site, and install all exhibit elements for Eisenhower National Historic Site, in accordance with the specifications as detailed in this contract and its attachments.
Due to space limitations, the complete commercial item specifications are contained in Solicitation Number 140P2124R0049. Interested contractors should download this document. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation. Paper copies of this solicitation will not be made available.
The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

Exhibit Planning, Design, Fabrication, and Installation For Eisenhower National Historic Site
1.0 PROJECT BACKGROUND
Eisenhower National Historic Site (EISE), near Gettysburg, Pennsylvania, preserves the home and farm of General Dwight D. Eisenhower, 34th president of the United States. General and Mrs. Eisenhower purchased the farm adjacent to Gettysburg National Military Park in 1951, planning to turn the old farmhouse and lands into a retirement farm. Renovations were completed in August 1955.
President Eisenhower used the house as a weekend retreat, a stage for international diplomacy, and a place to recuperate. The house became the “temporary White House” in 1955 while he recovered from a heart attack. Following his tenure as president, General Eisenhower retired to the farm in 1961, focusing on writing his memoirs and spending time with family and friends. The Eisenhower family made a gift of the farm to the federal government in 1967.
The Park is working with Harpers Ferry Center to develop new interpretive exhibits for the EISE Visitor Reception Center, being constructed in a 1,300 square foot building, formerly the garage for Secret Service vehicles. Approximately 50,000 people visit the park each year, accessing the site via a shuttle bus picked up at the Visitor Center at Gettysburg National Military Park. Existing exhibits in the reception center are outdated, and the current layout does not function as an adequate visitor service space. As a separate project, the National Park Service is renovating this building to upgrade the facility to better serve visitors.
New interpretive exhibits will provide orientation to the site and accessible interpretive experiences that address the Park’s interpretive themes and goals.
An important clarification regarding the DD2 deliverable defined in this scope of work:
This project was originally awarded under contract P1119C0044. Due to delays outside of the scope of that contract, contract P1119C0044 was cancelled for convenience of the government following the delivery of the DD2 phase of that contract. Contract P1119C0044 provided design phase deliverables consistent with Attachment 1: Exhibit Planning, Design, and Fabrication Specifications.
Deliverables under contract P1119C0044 include a Project Brief, Schematic Design 1 package, Schematic Design 2 package, a Revised Schematic Design 2 package, and Design Development 1 package, and shall be provided as government furnished property upon project award. For the purposes of evaluating the current status and scope of this project, the Design Development 2 package, created under contract P1119C0044, has been provided in Attachment 24 EISE DD2 Drawings; Attachment_ 5 EISE DD2 Comprehensive Plan, and Attachment 26 EISE DD2 Graphic Layouts.
Following a post-award report, the next contract deliverable shall be a Revised Style Intent Document.
This document shall make recommendations to improve the design aesthetic and shall be used to inform the Design Development 3 phase, along with the formal specific comments to the Design Development 2.
The Design Development 3 phase shall incorporate consolidated feedback as seen in Attachment 27 EISE DD2 Drawings Graphics COMMENTS and Attachment 28 EISE DD2 Comp Plan COMMENTS.
While open to further interpretation and refinement, the Design Development 3 phase shall continue to further the exhibit designs, goals and themes established in the deliverables provided under contract P1119C0044.
To summarize, the broad creative direction for this project has been established, and the design focus of this design-build contract is primarily a refinement and completion of the design based upon the prior phase deliverables created under the previous P1119C0044.

2.0 GENERAL
The Contractor shall provide all services including labor, materials, facilities, and travel, necessary to plan, design, fabricate, transport to the site, and install all exhibit elements in accordance with the specifications as detailed in this contract and its attachments.
The project shall be the completion of the planning and design, as well as fabrication, and installation of new exhibits for the Eisenhower NHS Visitor Reception Center. This contract includes comprehensive research for obtaining all necessary reference information and materials to design, specify, and provide reference material for all the models, props, and artwork required in this contract.
This contract includes project management and bi-weekly conference calls coordinated via the Contracting Officer’s Representative (COR) with Park staff. Work includes coordination, through the COR, with Park staff, Harpers Ferry Center staff, and park partners.
Planning, design, fabrication, and installation services shall be provided for:
• Orientation and interpretive exhibits, including the first changeable exhibit, currently designed to the DD2 level
• Education/multi-purpose area, currently designed to the DD2 level
• Audiovisual exhibit equipment and programs, currently designed to the DD2 level
• Information desk, currently designed to the DD2 level
• Exhibit lighting, currently designed to the DD2 level
• Recommendations for any alterations that are needed to the facility to accommodate the new exhibition design (i.e., new walls, new ceiling, floor and wall treatments/colors), including electrical loads for all exhibit spaces.
The contractor shall complete planning and design phases, currently designed to the DD2 level, as well as fabricate, and install interpretive exhibits for the EISE Visitor Reception Center space consisting of an open floorplan room of approximately 1,325 square feet. The space shall include an information desk and provide multi-purpose areas to accommodate interpretive programming for groups of up to 25 and is currently designed to the DD2 level. See Attachment 24 EISE DD2 Drawings; Attachment 25 EISE DD2 Comprehensive Plan, and Attachment 26 EISE DD2 Graphic Layouts.
The contractor shall ensure that shall design exhibit elements:
• Maximize flexibility and adaptability of the space.
• Complement other visitor experiences at the site, not duplicate them.
• Limit sound spill in the space.
• Integrate limited audiovisual programs with exhibits.
• Include tactile elements throughout.
• Include limited or no display of original artifacts.
• Incorporate sustainable lighting.
• Incorporate accessible seating.
• Include storage for wheelchairs.
All work under this contract shall be performed in accordance with the terms herein, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.

2.1. Project Management
The contractor’s PM shall be the primary point of contact between the contractor and COR. The contractors PM shall have full authority to act for the contractor on all matters relating to the contract, and shall perform the following work:
a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.
The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.
2.3. Government-Furnished Property
If government-furnished material is provided during the course of the work, the contractor shall receive, inspect, and inventory all government-furnished materials, provide a report to the COR of the materials received, and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify, in writing via email, the COR within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three
(3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return all government-furnished property to the COR.
Government furnished property for this project shall be provided at time of award, and shall include:
• Pre-Design, Schematic Design 1and 2, and Design Development 1 & 2 deliverables from previous contract including:

2.4. Schedule
The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract. Track work progress to ensure that the project is completed according to the schedule.
Coordinate and confirm the dates for all submittals and meetings with the COR.
During the development of the project schedule, the contractor shall include twenty-one (21) day review periods for all submittals. The Park is responsible for managing all compliance tasks within the period of time allotted in the schedule.
2.4.1 Status Reports
The contractor shall provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
2.4.2 Project Schedule
The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall also include site visits, shop inspections, installation activities, and closeout submittals.
The contractor shall submit a preliminary project schedule to the COR for review and approval seven (7) working days prior to the kick-off meeting. The contractor shall update the approved schedule and resubmit to the CO and COR, five (5) business days prior to every project status meeting for the life of the project. The schedule change shall only be approved by the CO.
2.4.3 Installation Schedule
The contractor shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site. Prior to beginning installation the contractor shall provide a detailed installation schedule, indicating the day, start and end times for each day of the installation of exhibits.
2.5. Meetings, Travel, and Presentations
The contractor shall meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.

At any point in the exhibit planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.

The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and acceptance. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
2.6.1. Acceptance and Rejections
1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.
2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR.
Reasons for rejection include:
a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
1. Three (3) printed copies and one (1) electronic PDF copy of each document submittal are required.
2. Two (2) copies of full-size graphic prints and material samples for phase deliverables requiring full-size graphic prints and material samples.
3. One (1) physical sample of models, mock-ups, and prototypes is required.
4. One (1) electronic MP4 file (1920 x 1080 resolution) of each video submittal is required.
5. One (1) electronic MP3 file of each audio-only submittal is required.
6. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.
7. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentation of material.
8. Any Microsoft Office submittals shall be provided in an accessible 508-compliant format.
2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.

The transmittal shall include the following minimum information:
• "From" (contractor's name and contact information)
• "To" (COR's name)
• Date submittal was shipped
• Project name and park name
• Itemized list of contents
• List of copied recipients who received the same submittals
2.7. Accessibility
Exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, fabrication, and installation process. Universally-designed exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability.
Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users. The Principles of Universal Design are detailed in Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. The contractor shall facilitate additional evaluations, design workshops, and reports to maximize accessibility.
Accessibility requirements for visitors with specific disabilities shall be addressed within the designed and built exhibits. If design decisions pose particular challenges to accessibility (such as artifacts or objects behind glass), additional attention shall be paid to a full description of the accessibility solutions. See Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media and Attachment 4: Architectural Barriers Act (ABA) Standards for requirements addressed under specific disabilities.
2.7.1. Audio Description for Exhibits
Every audio, silent video, and audiovisual program in every exhibit is required to provide descriptive audio, hearing assistance, captions, and/or navigation buttons, as follows:
2.7.1.1 Audio-only Programs
Audio-only programs require hearing assist for the hard of hearing and captions for the deaf.
The hearing assist requirement may be met using either sound wands with volume control and reset, or a FM transmitter and handheld receiver. Captions for the deaf are displayed on a monitor synched with the audio.
2.7.1.2 Silent Video Programs
Silent videos require descriptive audio for people who are blind or have low vision, and notification, via on-screen caption or label adjacent to the monitor, for the deaf or hard of hearing that the video is silent. Delivery of descriptive audio is provided in the exhibit through a headset

Exhibit Planning, Design, Fabrication, and Installation For Eisenhower National Historic Site jack, a sound wand, or via Wi-Fi streaming in conjunction with the Exhibit Audio Description Tour app. When descriptive audio is delivered via headset jack, a label with the raised AD symbol and headset icon is required.
2.7.1.3 Audiovisual Programs
Audiovisual programs in exhibits require descriptive audio for people who are blind or have low vision, hearing assist for the hard of hearing, and captions for the deaf. Any of the delivery methods for audio-only programs and silent video programs may be used to meet these requirements.
2.7.1.4 Navigation Buttons
Touch screen user interfaces require external control navigation buttons for people with limited mobility.
2.7.2 Audio Description Tours for Exhibits
Exhibits planned, designed, and fabricated for the National Park Service shall include Audio Description Tours that comply with the latest published version of Attachment 23, NPS Standard Specifications for Audiovisual Presentation Systems and Equipment.
The contractor shall provide the following as part of this work:
• Audio Description Tours (ADT) are provided to the visitor via the National Park Service app (https://www.nps.gov/subjects/digital/nps-apps.htm).
• There are three phases required in order to successfully complete an ADT. Phase one is the creation and acceptance of the ADT script, phase two is separating and transferring the script to three spreadsheets, phase three is delivery, installation, testing, and verification of the app and required hardware.
See Attachment 23 NPS Standard Specs for AV 2024 for Audio Description Tour equipment and requirements.
2.7.3. Accessibility Specialist Review
The contractor shall provide two (2) visually impaired consumers to function as an Accessibility Team to review programmatic exhibit elements. Consumers shall include one person who is blind and one person who has low vision, both of whom have experience reviewing museum exhibits. At least one consumer shall be able to read Braille.
Accessibility specialists shall have knowledge and experience in review and evaluation of museum exhibits, including audiovisual components; knowledge and experience with Sections 504 and 508 of the Rehabilitation Act of 1973 as amended, and the Architectural Barriers Act; and the ability to apply the Programmatic Accessibility Guidelines for National Park Service Interpretive Media to their review. The Accessibility Team shall also demonstrate an emphasis on working with potential museum visitors who are blind or have low vision. The Accessibility Team shall conduct the following work:

2.7.3.1 Accessibility Workshops
The Accessibility Team shall attend a programmatic accessibility workshop after the Design Development 3 phase and shall be responsible for recommendations to provide programmatic accessible exhibit elements to be incorporated as part of Production Design 1.
The Accessibility team shall review and provide a report to the COR based on the Design Development 3 submittal assessing the impact of the incorporated programmatic accessibility components included in Design Development 3.
The Accessibility Team shall attend the preliminary shop inspection to review, and where needed make recommendations to enhance and improve exhibit elements, addressing definition and clarity of touch for tactile samples, use of color and contrast, size and clarity of typography, and graphic layouts, Braille quality and accuracy, ability to use physical interactives, and computer interactive hardware systems submitted by the contractor.
2.7.3.2 Touchscreen & Interactive AV Program Review
The Accessibility Team shall review and provide comments regarding touchscreen and AV interactive program planning, design, and production submitted by the contractor.
2.7.3.3. Review of Audio Description
The Accessibility Team shall review and provide comments regarding preliminary drafts for audio description scripts submitted by the contractor. In addition, the contractor shall provide one member of the Accessibility Team and one visually impaired consumer to attend a site visit consisting of one eight-hour workday to be held at the Park in Gettysburg, PA, after installation of the exhibits to review and provide feedback on the content and functionality of the draft audio description script.
2.7.3.4. Accessibility Review Report
All Accessibility Specialist findings and reports shall be submitted to the COR. Known sources for the Accessibility Specialist consultant include:

2.8. Design Parameters
The contractor shall complete planning and design of exhibits for the EISE Visitor Reception Center in accordance with the project attachments, in close consultation with the COR, the Park team, subject matter experts, and stakeholders, which shall make up the project team. As noted in Section 1: Background: Space Allocation, Themes, Goals, have been defined in prior contract P1119C0044, and the established design intent shall be continued through the DD3 and planning and design phases.
2.8.1 Use Rights
The contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property (IP) required to produce the graphic layouts in the exhibit as specified in Attachment 1, Exhibit Planning, Design, and Fabrication Specifications, Section 17. The contractor shall budget $3,000 of the planning and design budget for acquisition of use rights, production-quality images, and other IP used in the exhibits.
This will be a not-to-exceed (NTE) contract line item (CLIN) for the acquisition of images and usage rights, not including labor. All costs associated with this work will be reimbursed on an actual cost basis. Back up information will be required with invoices requesting payment for this work.
2.8.2 Production Budget
For this project, the contractor shall design to a Production Budget between $320,000 - $340,000.
1. The Production Budget shall include:
a. All costs for purchasing, fabricating, transporting, and installing all exhibit elements as specified in Attachment 1: Exhibit Planning, Design, and Fabrication Specifications and its references.
b. Related fabrication costs: project management, shop drawings, samples, packing, shipping, and project closeout.
c. Production of all original audiovisual and electronic interactive programs.
d. Production of original artwork including, but not limited to, illustrations, maps, and photographs, including associated use-rights in perpetuity.
e. Production or acquisition of all custom elements including, but not limited to, natural history models, taxidermy, reproduction furnishings, topographic maps, architectural models, sculpted or cast human figures, custom electronic elements, audiovisual equipment, exhibit and visitor desk lighting, mechanical and electromechanical devices.
f. Production or acquisition of accessible seating.
g. Production of the Information Desk.
h. Production of the first changeable exhibit.
i. Production of the Exhibit Audio Description program including script development, and hardware purchase and installation.
2. The Production Budget shall not include:
a. Pre-Design, Schematic Design 1, Schematic Design 2, Design Development 1 and Design
Development 2 phases of work.
b. Purchase and installation of house lighting.

c. Related infrastructure improvements such as but not limited to carpet, paint, and electrical wiring.
The Park shall be responsible for the removal of existing exhibits and any necessary building infrastructure improvements required to accommodate approved exhibit plans.
3. Planning, Design, Fabrication, and Installation Services
3.1. General
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide EISE Visitor Reception Center with exhibit planning, design, fabrication, and installation services.
Work includes: Post-award report; Design Development 3; Production Design 1 & 2; Production Support;
Production: Pre-Fabrication and Fabrication; Shop Inspections; Building Preparation Site Visit; Installation, Punch List, and Audio Description; and Closeout.
3.1.1. Specifications
The contractor shall perform all services required hereunder in accordance with this Statement of Work (SOW) and all attachments.
3.1.2. Design Considerations
In planning, designing, and fabricating exhibits for the EISE Visitor Center Reception, the contractor shall take into account as essential design considerations the following:
• life safety;
• barrier-free design;
• accessibility/universal and programmatically accessible design;
• sustainability;
• energy conservation;
• artifact conservation including daylight modulation from skylights, windows, and doors , if applicable;
• control of sound-spill from AV programs;
• security provisions,
• integration and compliance with existing architecture where relevant; and
• lamping, functionality, maintenance, conservation, and durability restrictions.
The contractor shall coordinate with the COR where conflicts or scenarios that will impact the successful installation and visitor use will be negatively impacted.
Exhibit lighting design and installation shall prioritize artifact conservation, energy conservation, sustainability, and maintenance, and shall be appropriate to the exhibition space. LED track lighting shall be the default standard. Other lighting systems may be used where indicated by design or functional requirements and as approved by the COR.

3.1.3. Codes and Standards
All exhibits shall be designed in accordance with applicable codes, standards, design parameters or regulations noted in this or other sections of this contract, and in the location in which the exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
2. Any code, standard, regulation, or specification listed below, in the attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.
3.1.4. Post-award Conference Call
Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the project CO and COR.
3.2. Post-Award Planning Meeting and Site Visit
For the post-award planning meeting and site visit, the contractor shall gain a clear understanding of the project’s history, the Park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters. The post-award planning meeting shall provide the opportunity to discuss with the park the consolidated feedback to the Design Development 2 package, which was prepared under prior contract P1111C0044, and which shall be incorporated into the Design Development 3 phase of this contract.
1. The Project Manager, Exhibit Developer, and Exhibit Designer, Subject Matter Expert, and AV Producer shall review all government furnished materials and all contract attachments.
2. The Project Manager, Exhibit Developer, and Exhibit Designer, Subject Matter Expert, and AV Producer shall travel to the EISE Visitor Reception Center in Gettysburg, PA for the post-award meeting and exhibit planning workshop. The meeting shall consist of two (2) 8-hour days and the contractor shall complete the following work:
a. Orientation to the Park experience.
b. Identify and document media and object resources at the Park.
c. Orientation to the architectural space.
d. Review of the project history
3. Review of the DD2 deliverable and consolidated feedback
4. Develop Project Brief, including:
a. Current overview of project, including updated information and understandings.
b. Identification and analysis of all project goals in terms of their effect on the development and successful completion of the exhibit.
c. Analysis of the project budget, including review and/or development of a Class C Production
Estimate.

d. Analysis of the project schedule, and all other known parameters on the development and successful completion of the project.
e. Subject Matter Expert identification of target areas requiring further research.
3.3. Design Development
Work under this contract, shall begin with a Revised Style Intent P. The Revised Style Intent Document shall define updates to visual look and feel including typographic, graphic and color visually. Design Development 3 focuses heavily on developing all interpretive content in detail, with continued design refinement to ensure effective presentation of the content within the exhibit.
3.3.1. Revised Style Intent
The contractor shall provide a revised style intent document, which shall provide two visual options designed to improve, but not abandon, the established visual directions as seen in Attachment 26 EISE DD2 Graphic Layouts. The revised style intent shall serve as a style guide which may be applied to all graphic panels in the Design Development 3 phase. The revised style intent document shall be based on the elevation on page G48 (pdf page 49) in Attachment 26 EISE DD2 Graphic Layouts, as well as formal comments from the post-award meeting. The revised style intent document shall be no more than 6 pages (no more than 3 pages per option), plus a cover page, and shall be formatted to an 11” x 17” page size, in landscape format. Specifically, the revised style intent document shall:
1. Provide options showing a more cohesive look and feel
2. Provide options that show more dynamic composition
3. Provide options that improve the visual relationship between the two panel system
4. Replace the 3-stars graphic with a 5-star graphic appropriate for a General.
5. Include all text, images and electronic programs as seen on page G48 (pdf page 49) in
Attachment 26 EISE DD2 Graphic Layouts.
6. Be presented in a comparable scale and proportion to the elevation as seen on page G48 (pdf page 49) in Attachment 26 EISE DD2 Graphic Layouts.
7. Maintain all accessibility requirements
8. Be stylistically applicable to all two-panel systems as seen in Attachment 26 EISE DD2 Graphic
Layouts.
9. Maintain the color palette as established in Attachment 26 EISE DD2 Graphic Layouts.
10. Maintain the typefaces as established in Attachment 26 EISE DD2 Graphic Layouts.
11. Explore different font sizes where needed, within accessible standards
12. Not not change in size so that they would exceed the boundary around the two panels, but may explore alterations to the size and proportion of each panel within the boundary
13. Not exceed the combined boundary of the two panels, but may explore combining the two panels as one unit
14. Provide recommendations for other enhancements such as raised lettering, additional materials and finishes, and graphic treatments.
The contractor shall present the Revised Style Intent Document as follows:
1. The contractor shall present, review and discuss the Revised Style Intent Document.
2. The presentation shall consist of one, 4-hour virtual meeting.
3. The Project Manager, Exhibit Developer, and Exhibit Designer shall attend the presentation.
4. The contractor shall participate in a 2-hour virtual meeting to reconcile COR review comments and provide written documentation of all decisions made.

3.3.2. Design Development 3
During this phase the contractor shall use Revised Style Intent Report and DD2 deliverables and comments provided as in Attachment 24 EISE DD2 Drawings;
Attachment_ 25 EISE DD2 Comprehensive Plan, and Attachment 26 EISE DD2 Graphic Layouts to:
Develop and submit the following in accordance with the consolidated comments provided in Attachment 27 EISE DD2 Drawings Graphics COMMENTS, and Attachment 28 EISE DD2 Comp Plan COMMENTS.
1. Graphic Layouts Package, organized according to exhibit Scenes, to include:
• Overview with narrative description, including interpretive purpose statements and objective, for each exhibit Scene and Content Group.
• Perspective view renderings that accurately show the placement of graphic layouts within the three-dimensional exhibits.
• Complete graphic layouts, showing full layouts as well as enlarged sections with text and image at legible size for review.
• Text Level 3.
2. Exhibit Design Drawings, to include:
• Floorplans and elevations of site and existing conditions.
• Plan and elevation views of each Scene/Content Group, showing exhibit structures and all interpretive content with Content Management identification key numbers, and proposed colors, materials, and finishes.
• Proposed fabrication details, methods, or performance specifications for unusual exhibit structures.
• Reflected ceiling plan and proposed lighting plan.
• Data and electrical wiring plan, including locations of floor and wall outlets, junction boxes, switches, controls, and associated electronic elements.
3. Content Management Database to include the following reports:
• Comprehensive Exhibit Plan

6. Material, finish, and color samples.
7. Updated Class B Production Cost Estimate and life- cycle cost estimate.
Provide updates for any alterations that are needed to the facility to accommodate the new exhibition (i.e., floor and wall treatments/colors), and electrical requirements (including loads).
