The National Park Service, Harpers Ferry Center, is soliciting proposals for Wayside Exhibit Planning, Design, Fabrication, and Installation services. These service-wide contracts will be available for usage by Harpers Ferry Center, Parks, and Regions within the National Park Service.
Contract administration for the base contracts will be handled by Harpers Ferry Center.
This procurement is set aside for small business concerns under NAICS code 339950 “Sign Manufacturing” with a size standard of 500 employees.
Proposals shall be prepared in accordance with the attached solicitation. Failure to adhere to these instructions may render your proposal unacceptable.
• Questions to the solicitation are due via email by 10:00 AM ET on April 20, 2024.
Questions received after this date and time may not be answered prior to the date that proposals are due.
• Proposals are due via email by 10:00 AM ET on May 9, 2024.

Supplemental Information:
1.0. This procurement is set aside as small business under NAICS code 337212 “Custom Architectural Woodwork and Millwork Manufacturing” with a size standard of 500 employees.
2.0. The price schedule (Blocks 19-24) applicable to this IDIQ is outlined in Item 6 below, Pricing Schedule.
3.0. The Government plans to award up to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation. The government reserves the right to award more than five (5) if it so chooses.
4.0. The minimum contract value for all orders issued against this contract shall not be less than the minimum contract value stated in the following table. The maximum contract value for all orders issued against this contract shall not exceed the maximum quantity and contract value stated in the following table.
The government anticipates a maximum task order (TO) value of $1,000,000.00. The government reserves the right to compete task orders valued over $1,000,000.00, understanding that the IDIQ contract holders are not required to bid on projects above the maximum value.
NOTE: This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.

5.0. Submitted offers shall be valid for 180 calendar days from the date specified for receipt of offers.
6.0. PRICING SCHEDULE
The contractor shall furnish all personnel, facilities, equipment, material, supplies, and services (except as may be expressly set forth in this indefinite delivery, indefinite quantity (IDIQ) contract as furnished by the Government) and otherwise do all things necessary for work as described in this solicitation and attachments. Specific descriptions of individual projects will be provided by ordering agencies through task orders awarded under this IDIQ contract.
Provide hourly rates for the work to be completed under this IDIQ for a five (5) year period and an optional 6-month extension in accordance with FAR 52.217-8.
The Sample task order pricing shall be submitted separately using rates from this section.

Materials will be reimbursed at actual and documented expenses plus a handling rate for materials overhead, and acquisition expenses, if any.
C. TRAVEL RATE
The rate for actual time in travel shall be one half of the loaded negotiated rate set forth in this contract.
7.0. MAXIMUM LABOR RATES
Fixed rates contained in this contract are the maximum allowable hourly labor rates permissible under this contract.
Offerors define the maximum allowable hourly labor rates permissible in the solicitation. The Service will incorporate these rates into a successful Offeror's contract upon award as the maximum allowable hourly labor rates under the contract to be used when proposing pricing on task order solicitations.

When proposing pricing on task order solicitations, offerors must not exceed the maximum allowable hourly labor rates contained in this contract. Offerors are permitted, and encouraged, to base task order proposal pricing on rates which are less than those contained in this contract.
In accordance with FAR 52.217-8 Option to Extend Service, the Government may choose to extend the ordering period up to six (6) months, if continued performance is deemed in the best interest of the Government. Offerors shall provide rates to cover a potential six (6) month extension of work.
8.0. ORDER LIMITATIONS/CONTRACT CEILING
This IDIQ contract has five (5) ordering periods, each consisting of 12 months for a total of 60 months with a potential six (6) month extension IAW FAR 52.217-8, for a total ordering period of 66 months if the option is exercised. There is no guarantee that the option will be exercised on any or all awarded contracts.
Task Orders will be placed in accordance with Procedures for Awarding Task Orders. Periods of performance for each task order will be set in the individual task order. The Government is under no obligation to issue any task orders against this contract beyond the minimum guarantee.
THE MAXIMUM CONTRACT AMOUNT for the IDIQ contracts (sum of all task order awarded under all IDIQ contracts awarded) is $20,000,000.00 ($20M) over a period of 66 months. The ceiling is not allocated equally across all years or task orders. This contract award pool ceiling will be applied to task orders on a first in, first awarded basis and will be shared by all contract holders.
9.0. MINIMUM GUARANTEE / TASK ORDER RFP PARTICIPATION
A. THE MINIMUM GUARANTEE ORDER(S) VALUE for the IDIQ contracts is $2,500.00 each.
B. The minimum guarantee will be issued via task order in conjunction with the main IDIQ contracts. Award of the first task order meeting or exceeding the minimum guarantee to individual contract awardees fulfills the minimum guarantee requirement. After the award of the first task order to an individual contract awardee, a modification will be issued to their minimum guarantee task order to administratively remove the funds and closeout the task order.
If the contractor is unsuccessful securing a task order during the five (5) year contract period and optional six (6) month extension, if exercised, the contractor can submit an invoice against the task order for the minimum guarantee.
C. Contractors shall submit an offer on all projects offered by submitting a quote/proposal to the Contracting Officer in accordance with requirements stated in the task order RFQ/RFP. In the event a contractor is unable to submit an offer in response to a task order RFQ/RFP, the contractor shall notify the task order contracting office via email of their intent to not compete by providing the Solicitation Number, Project Title, and the Reason for not submitting an offer.

Scope of Work **NOTE: This is not a FAR PART 36 requirement; no Construction or A&E work is included in this IDIQ. **
1.0 BACKGROUND
The mission of the U.S. Department of the Interior (DOI) is to protect and provide access to our nation’s natural and cultural heritage and honor our trust responsibilities to Indian Tribes and our commitments to island communities.
As one of the nation’s principal conservation agencies, the National Park Service (NPS), Harpers Ferry Center (HFC), assists with the responsibility to protect and manage some of our most treasured resources. In order to preserve these treasures, it is important that their stories be told in ways that help visitors understand them, experience them, and appreciate their value. It is also important that those who visit NPS sites be assured that their visits are safe and enjoyable.
Each site, established by legislation, recognizes and commemorates a significant natural resource, cultural, or historical event. The mandate the American people give the NPS is a challenge well worth meeting and a challenge demanding participation by our visitors. Since its earliest days, the NPS has relied on a variety of interpretive media to assist in the effort to protect its resources and to assure the pleasure and safety of its visitors. Among the various media used by the NPS, wayside exhibits provide the most direct interpretation of park sites and features. Because they are located in a park’s outdoor environment, wayside exhibits offer immediate – and readily available – sources of information tailored to a specific place. No other interpretive medium matches the power of direct association of information and resource, or the convenience of on-site location.
Unlike commercial media products, these specialized media products serve as official expressions of individual parks, NPS resources, and the responsible use of those resources. As such, they are intended to reflect the national significance of national parks and require a commitment to the needs of the parks above all else. By these efforts, the stewardship and support of our visiting public is strengthened.
The purpose of this contract is to provide wayside exhibit planning, design, fabrication, and installation.
2.0 GENERAL
This Indefinite Delivery Indefinite Quantity (IDIQ) contract will provide parks with assistance in rehabilitating or replacing old and outdated wayside exhibits or in producing new wayside exhibits and media for parks. The contractor shall provide all services including labor, materials, equipment, facilities, and travel (except as otherwise specified in this contract) necessary to provide the NPS with Wayside Exhibit Planning, Design, Fabrication, and Installation. This contract responds to a need for the planning, design, fabrication, and installation of wayside exhibits ranging from small low profile to larger scale kiosks.
All work under this contract shall be performed in accordance with the terms of the IDIQ contract, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the planning and production of work as required.
2.1. Project Management
2.1.1 Base Contract
The contractor’s IDIQ Project Manager (PM) shall be the primary point of contact between the contractor and the National Park Service (NPS) Contracting Officer (CO) and Contracting Officer’s Representative (COR) for the IDIQ. The IDIQ PM shall perform the following work:

a. Notify the CO of any changes to the contractor’s business operations that affect work under this contract.
b. Communicate with the CO and IDIQ COR regarding major or broad issues affecting task orders written under this contract.
c. Prepare and submit an electronic status report every six (6) months which lists all active task orders by number and includes, at a minimum, the name of the park and/or client, type of work being performed and results achieved during the reporting period, identification of any current problems that may impede performance, the proposed corrective action, and the completion date.
2.1.2 Task Order
The contractor’s task order PM shall be the primary point of contact between the contractor and task order COR for individual task orders. The contractors task order PM shall have full authority to act for the contractor on all matters relating to a specific task order, and shall perform the following work:
a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).
b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.
c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2. Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.
The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.
2.3. Government-Furnished Property
If government-furnished material is provided during the course of the work, the contractor shall receive, inspect, and inventory all government-furnished materials, provide a report to the COR of the materials received, and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify, in writing via email, the COR within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract.
Following acceptance of all work by the government, the contractor shall return all government-furnished property to the COR.
2.4. Schedule
The schedules will be outlined at the task order level. The contractor shall perform the following work:

1. The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract.
2. The contractor shall track work progress to ensure that the project is completed according to the schedule.
3. The contractor shall coordinate and confirm the dates for all submittals and meetings with the
COR.
4. The contractor shall provide a monthly written status report to the task order COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
5. The task order PM shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the wayside exhibit site.
2.5. Meetings, Travel, and Presentations
Meet with the CO, COR, and others as specified in individual task orders. For on-site meetings and presentations, the task order will specify location, the contractor personnel required on site, number of full and partial contractor workdays on site, and any other project- specific requirements. For virtual meetings and presentations, the task order will specify acceptable electronic meeting method(s) (phone/videoconference/web). The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project.
2.6. Submittals
Submittals and reviews are the key communication points between the contractor and the COR which document a project’s overall progress and any remedial actions necessary to produce complete and acceptable deliverables. For this contract, a submittal is defined as all physical samples and project and production documents and files (any and all material that together represent the level of development of work at a given time). Submittals shall be provided by the contractor to the COR for review and approval. At any point in the Wayside Exhibit Planning, Design, Fabrication, and Installation process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of development of the project.
The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and approval. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
2.6.1. Acceptance and Rejections
1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.
Accepted with Revisions – At the discretion of the COR, the government may accept the overall submittal, and ask for resubmittal of individual elements or pages to be updated or corrected prior to moving to the subsequent deliverable or phase of work.
2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:

a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2. Submittal Format
a. Two (2) printed copies and one (1) electronic PDF copy of each document submittal are required unless otherwise specified in the task order. The number of fabrication submittals including but not limited to graphic prints, material samples, and model samples shall be specified in the task order.
b. Submittals shall be delivered to the location noted in the task order.
c. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentations of the material unless otherwise specified in the task order.
d. The contractor shall provide copies of any Microsoft Office submittals in an accessible 508 compliant format.
2.6.3. Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients. The transmittal shall include the following minimum information:
• "From" (contractor's name and contact information)
• "To" (COR's name)
• Date submittal was shipped
• Project name and park name
• Itemized list of contents
• List of copied recipients who received the same submittals
2.7. Accessibility
Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.
The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, fabrication, and installation process. Universally-designed wayside exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users.
The Principles of Universal Design are detailed in Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. Where required by individual task order the contractor shall facilitate additional evaluations, design workshops, and reports to maximize accessibility.

Accessibility requirements for visitors with specific disabilities shall be addressed. If the site or criteria of the project do not address accessibility as defined in the attachments, or poses challenges to accessibility, a full description of required corrective actions shall be provided to the COR for any proposed accessibility solutions. The government shall review proposed solutions and when deemed necessary, provide additional guidance to the contractor up to and including exceptions and/or modifications to the task order to address outstanding accessibility requirements.
Refer to Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.
2.7.1. Audio Description for Wayside Exhibits
Every wayside exhibit shall have audio description for people who are blind or have low vision. Method of delivery will be determined at the task order level.
2.7.2. Transcript of the Narrated Content
Wayside exhibits that include audio shall have transcript of its narrated content made available on site. Method of delivery will be determined at the task order level.
2.8. Design Parameters
The contractor shall plan and design wayside exhibits, in close consultation with the COR and project subject-matter experts, as specified in each individual task order.
2.8.1 Use Rights
The contractor shall acquire use rights and production quality copies of all third-party images and other intellectual property required to produce the graphic layouts in the exhibit as specified under individual task orders.
2.8.2 Production Budget
The contractor shall design to a production budget range as specified under individual task orders. The individual task orders will indicate items that shall be included in the production budget, as well as items that shall not be included in the production budget.
3. DESCRIPTION OF SERVICES
3.1. Planning, Design, Fabrication, and Installation Services
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide the National Park Service with wayside exhibit planning, design, fabrication, and installation services as set forth in the individual task orders awarded hereunder. Task orders awarded hereunder may include, but not be limited to the following phases and types of work:
• Planning and Design of wayside exhibits including:
o Pre-Proposal o Wayside Proposal 1 o Wayside Proposal 2 o Design Development 1 o Design Development 2 o Design Development 3 o Pre-Production

For the purpose of this contract, “wayside exhibit” is defined as including, but not limited to, any one of the following or combination thereof:
• Wayside exhibit panels and bases (low profile, upright, trailside, etc.)
• Kiosks (multiple upright waysides) with or without a roof
• Bulletin cases
• Tactile/interactive elements
• Digitally printed labels and graphics
• Maps (dimensional, tactile, etc.)
• Wayside audio description
These tasks provide for the finished, professional wayside exhibits the National Park Service provides for all visitors. Not all tasks set forth in this section will be required for every task order issued under this contract. Each task order scope of work and specifications will indicate the general and specific tasks required for a given design project.
3.2. Specifications
The contractor shall perform all services required hereunder in accordance with Attachment A, Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications, as well as in

3.3. Design Considerations
In planning, designing, fabricating, and installing wayside exhibits hereunder, the contractor shall address the following essential design parameters:
• life safety
• barrier-free design
• accessibility/universal and programmatically accessible design
• sustainability
• energy conservation
• security provisions
• integration with existing architecture where relevant
• functionality, maintenance, durability, and other lifecycle requirements
3.4. Codes and Standards
All wayside exhibits shall be produced and installed in accordance with applicable codes, standards, parameters or regulations noted in this or other sections of this contract, and in the location in which the wayside exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
3.4.1. Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of Federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
3.4.2. Any code, standard, regulation, or specification listed below, in the attachments in Part C, Contract Documents, Wayside Exhibits and Attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.
3.5 Post Award Conference Call
Upon award of the individual task order, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the task order, CO, and
COR.
3.6. Pre-Proposal
In Pre-Proposal, the contractor shall gain a clear understanding of the project’s history, the park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters.
The contractor shall:
1. Review Government-Furnished Materials.
2. Travel to Site in accordance with the task order.
3. Initial Meeting and Presentation in accordance with the task order, and as follows:
a. Orientation to park experience.

a. Visit and identify potential wayside exhibit sites with park staff and subject-matter experts.

3.6 Wayside Proposal
Work in this phase is organized into two sub-phases: Wayside Proposal 1 (P1) and Wayside Proposal 2 (P2). The Wayside Proposal provides the overall concept and direction for each wayside exhibit documenting everything from purpose to site conditions. It is critical to present clear direction and requirements for each wayside, to understand goals, purpose, and what is to come later in the design phase. A well-structured and clear proposal will also determine if project is within schedule and budget, and other specific parameters.
3.6.1 Wayside Proposal 1
During this phase the contractor shall:

3.7 Wayside Design Development
The Wayside Design Development phase develops the Wayside Proposal into the Wayside Design by drafting and revising wayside exhibit design layouts with graphics and content integrated for each wayside panel. Work in this phase is organized into three (3) sub-phases:
Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3). Each phase incorporates the work of the preceding phase and its review comments.
Design Development 1 builds on the work approved in the Wayside Proposal phase. Draft full-size wayside exhibit layouts are developed for each wayside, including draft of full text and all the intent images. Design Development 2 is the revised version. It includes refined text, updated graphics, and layout changes incorporated in response to review comments. Several revisions may be required to ensure effective presentation of the content. Design Development 3 completes the revisions and finalizes the development of the Wayside Design, including final text, photos, maps, illustrations, and acquired rights for use.
3.7.1 Design Development 1
During this phase the contractor shall:
1. Develop and submit Design Development 1 that reflects approved changes, refinements, and selections from Wayside Proposal 2, including drafts of the following:
a. Graphic Layouts
b. Text

3.8 Pre-Production
3.8.1 General Requirements
Based on the approved Wayside Design Development, a production-ready package of the Wayside Design shall be created to be used for fabrication of the wayside exhibits.
The production-ready package consists of:
1. Production-ready digital layout files and high-resolution graphics
2. Hardware drawings to support fabrication of custom bases
3. Full-size color paper proofs

4. 3D model mock-up of tactile elements (as specified in the task order or proposed in the proposal)
5. 3D digital files of tactile elements suitable for fabrication
6. Production notes for fabrication guidance
7. High-resolution image and map files
8. Graphic use rights and license information The package, including digital files and proofs, shall be submitted for review. All files shall be corrected in response to review comments and submitted to the COR as the final Wayside Design.
3.8.2 Paper Proofs
Each sheet shall be clearly identified with the following minimum information:
1. Project Name: NPS Alpha code plus project ID
2. Date of submittal/revision
3. Wayside exhibit number(s)
3.8.3 Production-Ready Files
All production-ready layouts shall contain only final text, assets, and other layout elements after all design work is complete.
3.9 Production
Work in this phase shall include production of all wayside exhibit elements in accordance with the design intent as described in the Production documents.
Each fabrication task may require a sub-series of steps to complete, and the contractor is not required to complete tasks in the order outlined below. All tasks shall be completed in accordance with Attachment A, Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. Fabrication tasks include the following:
3.9.1 Production: Graphic Panels
All two-dimensional graphic proofs and panels shall be printed from final production graphic layouts provided in digital format.
1. Final images shall be fully prepared in adjustments for color balance, saturation, image sharpness, and other minor touch-up work as needed for all production-quality scans.
2. Size and Thickness To be compatible with the NPS wayside exhibit full-frame base system:
a. All panel dimensions are 1/8” smaller than their named or listed size.
InDesign grids are built to the exact trim size required and include a 0.25 bleed.
b. All panels are fabricated in a rigid substrate (see Wayside Panel Types below) with a thickness of no greater than 1/8-inches (0.125) and a minimum of .030 inches.

c. Have the capability to produce a single piece at least 48 inches in width or height with no seams.
3. Durability and Performance
a. Panel must be able to withstand temperatures from -65 degrees Fahrenheit to 350 degrees Fahrenheit.
b. Color images shall be printed using ultraviolent resistant inks and finishes.
Image shall bleed off the edge of the trimmed panel.
c. Panel imaging must be free of lines or visible dot patterns, ability to print 6pt sans serif typefaces without ink-choking, discernable saw-tooth edge, or other character defects.
d. Panel must have a minimum Barcol hardness factor of 50, tensile strength of 12,000 psi, comprehensive strength of 20,000 psi, and flexural strength of 18,000 psi, minimum impact strength must be at 6 ft lbs/in notched with a fire resistance of 350 degrees Fahrenheit.
e. Face must not be permanently defaced by seam, acid aromatics, scratching, inks, or paints and should be readily wiped clean with paint remover and solvents without affecting the appearance or legibility of finished or graphics.
f. Face shall retain legibility and finished appearance when sprayed with a 10% solution of hydrochloric, nitric, or sulfuric acid for one half-hour or when scrubbed by a brush or medium hardness using common commercial cleaning compounds such as ammonia, laundry soaps, detergent, carbon tetrachloride, or petroleum-based solvents.
g. All panel materials must be one-piece material, no laminates will be accepted.
h. Panel must be router cut, the edges must not be crazed or cracked, and the finish must be smooth, clean, and neat. Panels shall have eased edges and radiused corners for safe handling.
i. Use color management throughout their process to meet required color specifications. It is the responsibility of the fabricator to adjust to meet the requirements of their material.
4. Proofs
5. Provide full-size color paper proofs to the COR for review and approval prior to fabrication. Panel Types Produce the wayside exhibit graphic panels from the elements included in the approved Wayside Proposal. Produce wayside panels in the panel materials listed in the specifications unless otherwise specified in the task order. Other panel materials maybe requested or proposed in a project. All materials must be approved by the COR.
3.9.2 Production: Wayside Exhibit Bases
The work includes the production and delivery of wayside exhibit bases, structures, and ancillary hardware and equipment using standard and custom materials. If the design calls for standard wayside bases and materials, the contractor shall follow the specifications

Document Title Wayside Exhibit Planning, Design, Fabrication, and Installation Indefinite Delivery Indefinite Quantity (IDIQ) Contract documented in Attachment A: Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications, in Attachment G: VIS Hardware Manual, and in additional attachments. The standard wayside exhibit base design follows a long tradition of durability, compatibility, and affordability.
The contractor may suggest changes to any standard design that would improve any of the three factors mentioned above. Custom hardware and materials shall be identified in the task order or part of the design process that is reviewed and approved by the COR.
These may include but are not limited to electrical or solar components for internal or external lighting and audio units, and custom mounts or support bases for three dimensional models.
The NPS wayside exhibit standard frame-captured base is part of integrated system that ensures panel and base work together from any era of fabrication and with any panel material. A panel produced today will fit into an older base and newer base will accept an older panel. If a standard frame is part of the design the following rules apply:
• All frame-captured panels shall share a consistent relationship to their frame.
• BASE RULE: Frame width and height are always 1/2” larger than the nominal panel size.
• PANEL RULE: Panel size is always 1/8” under the nominal or listed size.
To support a variety of panel materials frames shall include a rigid carrier (or backing) plate. The plate not only provides support for the panel but also serves as the structural integrity for the frame and base.
1. Frame Capture System The NPS full-frame panel capture specification shown in the VIS Hardware Manual fully captures the wayside exhibit panel on all four sides, protecting panel edges and allowing for easy slide-in/slide-out installation and replacement. The space tolerances accommodate slight panel trim errors and allow for expansion and contraction of different panel materials. Complete fabrication drawings are provided in the VIS Hardware Manual.
2. Shop Drawings Wayside exhibit fabrication is a combination of standard and custom hardware. The VIS Hardware Manual contains detailed fabrication drawings and materials specifications for all standard wayside exhibit base configurations. Shop drawings for standard hardware should be based on the drawings provided in the VIS Hardware Manual.
Custom hardware will include design intent drawings that communicate the overall design functions of the base or structure. In both cases, standard and custom, the contractor shall prepare detailed fabrication drawings that clearly demonstrate how the base will be built including footer details.
