Document Title Wayside Exhibit Planning, Design, Fabrication, and Installation Badland National Park

1.0 BACKGROUND

Badlands National Park is seeking to replace thirty-year-old wayside exhibits. The park is taking a complete fresh approach, relooking at every site and story. The park’s landscape and resources support opportunities for expanded sound, touch, and rich visualizations. Ninety percent of visitors explore this park primarily through the outdoors. New waysides are best way to reach and connect with visitors. Through trailheads and safety messages we can also help visitor make informed decisions about their experiences.

2.0 GENERAL

The contractor shall include all services necessary to propose, plan, design, produce, and install new wayside exhibits, including the removal of existing wayside exhibits at Badlands National Park in South Dakota. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.

Contract services shall include all labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this task order and its attachments.

Specific wayside locations, size, quantities, and materials have not been determined in this task order. The contractor shall propose, plan, design, and produce to a maximum production budget. After the Wayside Proposal with production estimates is approved, the number of Wayside produced may go up or down. The maximum production estimate included in this task order represents the dollar amount available for production not the ceiling of what can be included in the Wayside Exhibit Proposal.

Project shall require a mix of wayside types including but limited to trailheads and interpretive panels.

2.1. Project Management

All work, as specified in this section of the base contract, is included.

2.2. Quality Control

Refer to IDIQ Scope of Work.

2.3. Government-Furnished Property

Refer to IDIQ Scope of Work.

2.4. Schedule

The schedule will be determined after task order award. All work, as specified in this section of the base contract, is included. All work shall be completed within the period of performance outlined in Section 7 below.

2.5. Meetings, Travel, and Presentations

All work, as specified in this section of the base contract, is included. The contractor shall travel to the park three (3) times to perform the work outlined in this task order as follows:

The site visit shall require hiking at 3,300 foot elevation in front country rocky conditions. There is no cell connection in most of the park.

Included in one of those days, shall be a resource and reference gathering day to meet with the COR and park staff to review, document, and collect park graphic and resource collections.

On the last day, a close out meeting shall be conducted by the contractor team. The field visit portion of the site visit shall end a half a day early prior to the final day to allow the contractor to prepare for the closeout meeting.

2.6. Submittals

All work, as specified in this section of the base contract, is included.

2.7. Accessibility

All work, as specified in this section of the base contract, is included.

2.7.1. Audio Description for Wayside Exhibits

All work, as specified in this section of the base contract, is included.

2.7.2. Transcript of the Narrated Content

All work, as specified in this section of the base contract, is included, if determined in the Wayside Proposal.

2.8. Design Parameters

The contractor shall plan and design wayside exhibits, in close consultation with the COR and project subject-matter experts.

2.8.1 Use Rights

All work, as specified in this section of the base contract, is included.

2.8.2 Production Budget

All work, as specified in this section of the base contract, is included.

In addition, the contractor shall plan and design waysides to a production and installation budget in the range of $265,000 to $275,000. The contractor shall assume an allowance of up to $50,000 out of the production budget for custom elements.

· The Production and Installation Budget includes:

· All custom elements (graphics, maps, illlustrations, audio, tactile models)

· All wayside exhibit hardware (panel, and base, ancillaries)

· Audio description script and travel

· Removal of existing and installation of new wayside exhibits including travel.

For the purposes of budgeting, no porcelain panels shall be part of this task order. Language translation is not required in this task order.

3.0 DESCRIPTION OF SERVICES

3.1. Planning, Design, Fabrication, and Installation Services

All work, as specified in this section of the base contract, is included.

3.2. Specifications

The contractor shall perform all services required hereunder in accordance with Attachment A, Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications, as well as in accordance with all applicable attachments set forth in Part C, List of Attachments of the IDIQ Scope of Work, Item 9.0, List of Attachments in this Scope of Work, and the terms and conditions set forth herein.

3.3. Design Considerations

All work, as specified in this section of the base contract, is included.

3.4. Codes and Standards

All work, as specified in this section of the base contract, is included.

3.5 Post Award Conference Call

Within seven (7) business days of award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the task order, CO, and COR.

3.6. Pre-Proposal

All work, as specified in this section of the base contract, is included.

3.7 Wayside Proposal

All work, as specified in this section of the base contract, is included. In addition, the contractor shall create a proposal for up to 60 waysides.

3.8 Wayside Design Development

All work, as specified in this section of the base contract, is included.

3.9 Pre-Production

All work, as specified in this section of the base contract, is included.

3.10 Production

All work, as specified in this section of the base contract, is included. Work in this phase shall include production of all wayside exhibit elements in accordance with the design intent as described in the Production documents.

3.11 Primary Installation

All work, as specified in this section of the base contract, is included. Wayside exhibits are installed according to installation plans and assembly instructions. Installation includes the removal of existing wayside hardware, and assembly and installation of all wayside exhibit elements including bases, panels, ancillaries, accessories, and accessibility features.

3.11.1 On-Site Removal/Installation Meeting

Coordinate with the COR to schedule an on-site installation/removal meeting with the following agenda:

1. Assess existing conditions which impact the installation of the wayside exhibits, including access to installation location, parking, and weather.

2. Field-verify and precisely mark wayside exhibit location as identified in task order.

3. Coordinate and locate a secure laydown, storage, and staging area for the wayside exhibits, contractor materials, and installation equipment.

The contractor shall provide all the equipment and machines to complete the work. The contractor shall provide earthmoving equipment, augur, lifts, concrete mixing equipment, and all other tools. The contractor shall ensure that all personnel using this equipment are trained. The contractor shall not use government-furnished equipment or tools for installation.

3.11.2 Removal of Existing Wayside Exhibits

All work, as specified in this section of the base contract, is included. In addition, the contractor shall remove 25 existing wayside exhibits (see Attachment B, Existing Wayside Exhibits Waysides). Many of the waysides identifid in the attachment have already been removed. All existing waysides for removal are in ground with cement footers.

3.11.3 Safety

All work, as specified in this section of the base contract, is included.

3.11.4 Assembly

All work, as specified in this section of the base contract, is included.

3.11.5 Staging Area

All work, as specified in this section of the base contract, is included.

3.11.6 Underground Utilities

All work, as specified in this section of the base contract, is included.

3.11.7 Installation Site Closure

3.11.9 Site Condition and Cleanup

4.0 PRESERVATION, PACKAGING, PACKING AND DELIVERY

All work, as specified in this section of the base contract, is included.

5.0 PAYMENT SCHEDULE

6.0 TRAVEL

7.0 PERIOD OF PERFORMANCE

All work, including review and approval, shall be competed on or before March 31, 2026.

8.0 REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 21 calendar days. At the discretion of the COR, some review periods may be shortened. The COR shall notify the Contractor, in writing, of approval or rejection of the work.

9.0 ATTACHMENTS
