SAN ANTONIO MISSIONS NATIONAL HISTORICAL PARK
DESIGN/BUILD OF WAYSIDE EXHIBITS
I. BACKGROUND
This park preserves four Spanish frontier missions that were part of a colonization system that stretched across the Spanish Southwest in the 1600s, 1700s, and 1800s. The mission churches are still active today. The existing wayside exhibits lack cohesive interpretive information based on interpretive themes and World Heritage status.
II. PURPOSE
The purpose of this contract is to provide planning, design, fabrication, and audio description for wayside exhibits for San Antonio Missions National Historical Park.
III. SCOPE OF WORK
The contractor shall provide the National Park Service (NPS) with all labor, materials, equipment, facilities, and travel necessary to plan, design, fabricate, and audio describe wayside exhibits for San Antonio Missions National Historical Park.
This Task Order includes the following phases of work as detailed in the Wayside Exhibit Planning and Design Specifications: Section 1 Programmatic Accessibility, Section 2 Site Analysis, Section 3 Wayside Exhibit Proposal, Section 4 Research and Graphic Acquisition, Section 5 Wayside Exhibit Plan, Section 6 Graphic File Preparation, and supporting Attachments in Section J.
The Contractor shall:
A. Finalize Starter Proposal, see Attachment A, Starter Proposal, by adding designer created thumbnails, location information, map of exhibit locations, and changes agreed upon during site visit. The Government shall furnish the source file in File Maker Pro, upon award of contract.
B. Create wayside exhibit production ready design layouts for seventy-eight (78) unique exhibits, five (5) identical exhibits with unique You Are Here locations, one (1) directional arrow, five (5) tactile tables, and five (5) exact duplicates.
C. Research and purchase one-time use rights for up to thirty (30) images. Images to be determined by the contractor. The Government shall furnish contemporary photos of park activities, historic park images, and existing art.
D. Create all text. Content experts and reference material shall be provided during site visit. Existing wayside exhibit text may be used as reference material, see Attachment B, Reference.
E. Create Spanish translation for all English text, including English on tactile elements.
F. Create fourteen (14) two-dimensional flat maps, see Attachment B, Park Maps for trail reference:

G. Provide accessible trail information for trail maps on Ex 066, 075, and Ex 11.
H. Edit one (1) existing park map. See Attachment B, Park Maps. The Government shall furnish the source files in Adobe Illustrator, upon award of contract. This map will be used in all Park Orientation exhibits with unique You Are Here locators.
H. Create one (1) three-dimensional illustrated map for Ex 050 to show how the dam backs up the water to feed the acequias.

N. Create audio description for all exhibits.
IV. TRAVEL, MEETINGS, AND PRESENTATIONS
A. Kick-off/Post-award call
The project manager shall participate in a 15-minute conference call to discuss contract, communications, and site visit.
B. Site Visit
A project manager, planner, designer, and illustrator shall travel to San Antonio Missions National Historical Park to meet with the Contracting Officer’s Representative (COR) and NPS staff for three 9-hour days to visit each wayside exhibit location, revise purpose statements, review available reference materials, and develop thumbnails for each exhibit. Project Manager shall take notes on the description of each site for Audio Describer.
C. Conference calls and Webex Sessions
Ongoing calls: The contractor shall conduct monthly conference calls, and webex session to facilitate a collaborative work process and to conduct submittal reviews. The contractor shall prepare agendas and take notes for each meeting, and submit proposed agendas and meetings notes to the COR.

8) Bases, tactile elements, hardware, and assembly instructions. Tactile for Ex 035 shall be shipped mounted to base plate and through panel. All hardware for assembling bases and table tactile shall be provided.

B. Deliverables 1) through 7) and 9) shall be sent to Harpers Ferry Center, 67 Mather Place, Harpers Ferry, WV 25425.
Deliverable 8) shall be delivered to San Antonio Missions National Historical Park, 112 Huizar, San Antonio, TX 78214.
VI. TIME FOR COMPLETION
All work, including review and approval, shall be completed on or before October 25, 2021.
VII. REVIEW AND APPROVAL
The COR will notify the contractor, in writing, of approval or rejection of the work within 21 days. Any additions or corrections shall be completed within 21 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.
VIII. POINT OF CONTACT FOR PANEL AND BASE DELIVERY
Prior to delivery of wayside bases, tactile elements, and hardware the contractor shall contact the COR to advise of exact dates and arrangements made for delivery.
IX. PAYMENT SCHEDULE
Upon completion and acceptance of work and receipt of a proper invoice, the contractor shall be paid a firm-fixed price of $525,524 in accordance with the following payment schedule:
