INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm-fixed price single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P142Q0014. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-05 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Glacier National Park.
This requirement is not set-aside for small business concerns and is 100% full and open. All responsible business concerns may submit a quote which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 562111 Solid Waste Collection. Interested parties shall be registered in (SAM) System for Award Management prior to submitting a quote.
General Description of Requirement: The purpose of this contract is for the collection of Refuse and Recycling at Glacier National Park.
Type of Contract: Single-Award, Firm-Fixed Price Contract

AWARD SELECTION PROCESS:
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation, is determined be most advantageous to the Government.
Award will be made in accordance with FAR 13.106-2 to the lowest fair and reasonable price quote that conforms to the solicitation requirements. Provide relative information demonstrating Prior Experience, Technical Capability and Past Performance.
(i) Prior Experience: Prior experience information must be relevant and recent regarding an offeror’s actions under previously awarded contracts. Relevant experience is defined as contracts similar in size, scope, complexity, and contract type. Recent experience is defined as currently on-going or completed within the past five years of the solicitation close date.
Offerors shall provide a detailed narrative documenting experience, qualifications and capability for three (3) relevant projects similar in nature to the proposed contract that the Offeror has completed within the past five (5) years. "Prior Experience" is differentiated from "Past Performance" in that Prior Experience is factual, documented, information about specific work the Offeror has completed;
whereas “Past Performance” is how well the contractor performed the work. Contracts must be those completed by the prime contractor; not subcontractor’s nor prime contractor’s staff while employed by other companies.
(ii) Technical Capability: Provide a full description of services as they conform to the performance work statement in this Solicitation. Specifically address capability to deploy the specified bear-proof containers and the issue of bear-resistance and monitoring to the ¾ full capacity in all containers. Provide information on past projects of a similar nature that have been successfully completed within in the past five (5) years. Provide key personnel, schedules, and methodology. Methods used to provide solid waste and recycled material monitoring, collection and processing in environmental situations similar to that of Glacier National Park. Address the Offeror’s capability to determine the number of times a refuse or recycle site requires service to prevent overflow.
(iii) Past Performance: Include the types of reports used to document this performance on past service contracts. Past performance standards include whether specific actions were required to be performed such as providing bear-proof policies and containers, if multiple locations were monitored and serviced, and if the schedule was adhered to.
Past performance is a measure of the degree to which the contractor has satisfied its customers in the past. The NPS may evaluate Offerors’ past performance based on contacting references provided by the Offeror; the Government's knowledge of Offeror’s past performance; and /or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Offeror to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State or local governmental agencies; and private sector businesses.
(iv) Price: Submit a completed Price Schedule for both Refuse and Recycling (Attachment 3). Price will be assessed to determine price reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Price will be analyzed utilizing the estimated quantities found in Appendix A of the Statement of Work. All offerors’ priced line items shall be analyzed to determine if prices are unbalanced. An offer may be rejected if it is determined that the lack of balance poses and unacceptable risk to the Government.

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.
The offerors shall submit a quote to the Contract Specialist by email to Stacy_Vallie@nps.gov, by the date and tine listed in the SF-18 or as otherwise extended via solicitation amendment.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
