STATEMENT OF WORK

I. REQUIREMENT DESCRIPTION
Glacier National Park requires refuse and recycling monitoring, collection, transportation and disposal, for west side Park campgrounds and facilities in accordance with all applicable laws, regulations, standards, instructions, commercial practices safety, sanitation, bear-proof operations and customer service. Contractor shall provide all equipment necessary to monitor, collect and dispose of refuse and recycling.
II. PERFORMANCE WORK STATEMENT
1. DESCRIPTION OF SERVICES. The contractor shall perform refuse and recycling collection, transportation and disposal, for west side Park campgrounds and facilities at Glacier National Park, hereafter referred to as the Park, in accordance with all applicable park policy, laws, regulations, standards, instructions, commercial practices and as described in the statement of work (SOW) and Attachments with focus on safety, sanitation, bear-proof operations, and customer service. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish in a timely manner at a reasonable cost, and in a way that advances pride and ownership for the work performed for visitors. In adherence with Executive Order 13101 “Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition”, Attachment C, Glacier National Park requires recycling of all material listed in Appendix C for the full period of performance.
1.1. COLLECTION REQUIREMENTS. The contractor shall provide the services of bear-proof refuse and recyclable materials collection in a manner that addresses the standards summarized in the Service Summary (SS), at the locations shown in Appendix B, Maps.
1.1.1. West Side Park Collections. The contractor shall collect and dispose of Park refuse and recyclable materials such that bear-proof waste and recycling containers and enclosures are emptied before reaching ¾ full and maintained in a sanitary manner, free of dirt, debris, odor and pests in accordance with local commercial practices. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO DETERMINE THE NUMBER OF TIMES BOTH RECYCLE AND REFUSE SITES WILL NEED TO BE VISITED TO PREVENT OVER-FLOW. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse or recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection. The contractor shall ensure that the gates of any fenced enclosure or locked container are closed or locked after each collection. With parts of collection routes closed during the winter; contractor will lock and unlock dumpsters as season dictates. During winter shutdown; dumpster will be locked. Collection locations for the Park are provided in Appendices B and C.
1.1.1.1. West Side Park Collections Submittals. The contractor shall provide specifications as part of the offer with proposed refuse container; size minimum 2-cubic yard and not to exceed 4-cubic yards, for each west side Park collection location for approval. The submittal must include how the containers will meet the bear-proof standard of the Park including how refuse containers will be monitored in order to determine number of visits required to collect and dispose of before reaching ¾ full. West side Park containers shall not be mobilized until Government approval.
1.1.1.2. Contractor’s Spill Plan. The Contractor shall submit for approval a spill plan that covers the actions the Contractor will take in the event of a spill. A spill is defined as material coming from one of the refuse dumpsters, a recycling container or from one of the vehicles used in collection operations.
1.1.2. Collections. The contractor shall provide collection of refuse and recycling materials according to the basic schedule developed and submitted in 1.1.1.1 above. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting refuse and recyclables at a location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the container, during the collection.
1.1.3. Routes/Schedules Submittals. The contractor shall establish routes and schedules for Park collections; these routes shall be turned in with contractor offer. Routes and schedules are not necessary for construction debris bulk containers. Additionally, the contractor shall notify the Contracting Officer of any conditions that may interrupt the schedule of performance such as blocked disposal sites, delays due to security measures, vehicle breakdowns, adverse weather conditions, etc. Collections as a result of these delays shall be performed by the next possible workday. The contractor shall coordinate these interruptions with the Contracting Officer.
1.1.3.1 Mandatory Daily Tipping. During peak season which runs generally from Memorial Day to the end of September, refuse containers shall be dumped from 4-6 days/week as monitored. See Appendix A for a sample tipping schedule. There are some locations that do not run this entire season indicated by the sample schedule. During peak season the visitation to these locations is very high and without daily tips the intent of not letting a container get more than ¾ full will be compromised.
1.1.4. Construction and Demolition Debris (CD). The contractor shall provide 28 cubic yard roll-off containers for monitoring and collection of CD from construction, demolition, or renovation projects at a designated location within the Headquarters Recycle/Storage area. The contractor shall recycle or dispose of all CD at a permitted CD landfill or recycling facility. The weight totals for CD will be tallied monthly in the Solid Waste and Recycling Report.
Bear Proof Refuse & Recycling Collection and Disposal Glacier National Park
Seven (7) roll-offs are typically disposed of within a contract year. Should additional roll-offs over 7 be needed within a contract year; contact the CO.
1.1.5. Valid Customer Complaint Pickups. If refuse or recycle containers exceed ¾ full, and upon park notification, the contractor shall pickup refuse/recycling within 24-hours after notification have been validated by the Contracting Officer.
1.2. COLLECTION AREAS. The points of collection (collection locations) for pickup of refuse and recyclable materials are shown in Appendix A. The Government reserves the right to alter the location. There are 10 major collection areas associated with this contract; Headquarters, Apgar Village, Fish Creek Area, Sprague Creek Area, Avalanche Area, Walton Ranger Station, Glacier Institute, and Saint Mary.
1.2.1. General.
1.2.1.1. Quiet Times. The campground areas within the park have noise restrictions due to camping Park visitors. No tipping shall occur between the hours of 8:00 p.m. and 8:00 a.m. each day.
1.2.1.2. Campground Scheduling. Tipping dates will change slightly from year to year for the campgrounds depending on the Park’s schedule for opening and closing. The difference will be minor and will be modified by the Park prior to the start of the camping season. The contractor shall submit the proposed schedule by April 1st of each option year. The 2019 season schedule is included in Appendix A for dates and an example of the frequency of tips.
1.2.1.3. General Scheduling. The winter months from November through April of each year are slow in Glacier National Park. This should be taken into consideration when developing the tipping schedule. The peak summer months of June through August will require the highest rate of tipping. Again, see Appendix A for a sample schedule of how this was handled in the past.
1.2.1.4 Winter Schedule. During the once weekly tip schedule; propose to the Contracting Officer which day; Tuesday, Wednesday or Thursday works best for operation. Once confirmed the tip schedule remains same through the winter. Holidays (Thanksgiving, Christmas, New Year, King and Presidents’ days) collection schedule conflicts; contact the CO about an alternate weekday.
1.2.2. Headquarters. There are six locations to service dumpsters: Recycle/Storage area, Carpenter Shop, Auto Shop, Warehouse, Corral and the Wastewater Treatment Plant (WWTP). See Appendix A.
1.2.2.1. Recycle/Storage Area. Contractor shall be responsible for monitoring and collection of refuse and recycle as follows:
A. Refuse shall be serviced for three (3) dumpsters, supplied by the contractor. It is recommended that a spare dumpster be used as a backup in case of dumpster failure in the field. This dumpster may be stored in this area and should be locked to prevent use.
B. Recycled materials and construction debris shall be monitored and collected in four (4) large, 28-Yard roll-off containers throughout the year. Three (3) are contractor supplied and one (1) is government supplied as noted in paragraph 1.5.
Three of the contractor supplied roll-off containers are for cardboard recycling, paper recycling, and construction debris.
The lids on the cardboard and paper containers need to be solid and will not blow off or become detached. Strap down tarps or other materials for the lid is not acceptable. The construction debris dumpster must be lockable with a lid and be signed, “No Garbage,” displayed on all four sides.
Contractor is allowed to park their refuse truck by the Recycle/Storage Area dumpster for overnight storage May to November yearly.
1.2.2.2. Carpenter Shop. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.2.3. Auto Repair Shop. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.2.4. Warehouse. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.2.5. Corral. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.2.6. WWTP. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.3. Apgar Village. There are five locations to service within the Apgar Village; visitor center, transit center, campground, picnic area and boat dock Apgar village. See Appendix B
1.2.3.1. Apgar Transit Center. Contractor shall be responsible for monitoring and collecting refuse in two (2) dumpster and recycled material in one (1) Government supplied container.
1.2.3.2. Apgar Campground. Contractor shall be responsible for monitoring and collecting refuse in fourteen
(14) dumpsters and recycled materials in one (1) Government supplied container.
1.2.3.3. Apgar Picnic Area. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.3.4. Apgar Boat Dock. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.3.5. Apgar Village Loop Rd. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.4. Fish Creek Area. There are two locations to service within the Fish Creek area; campground and picnic area. See Appendix B.
1.2.4.1. Fish Creek Campground. Contractor shall be responsible for monitoring and collecting refuse in ten
(10) dumpsters and recycled materials in one (1) Government supplied container.
1.2.4.2. Fish Creek Picnic Area. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.5. Sprague Creek Area. There are two locations to service within the Sprague Creek Area; campground and picnic area. See Appendix B.
1.2.5.1. Sprague Creek Campground. Contractor shall be responsible for monitoring and collecting refuse in two (2) dumpsters.
1.2.5.2. Sprague Creek Picnic Area. Contractor shall be responsible for monitoring and collecting refuse in one
(1) dumpster.
1.2.6. Avalanche Area. There are three locations to service within the Avalanche Area; campground, picnic area, and campground entrance road. See Appendix B.
1.2.6.1. Avalanche Campground. Contractor shall be responsible for monitoring and collecting refuse in four
(4) dumpsters.
1.2.6.2. Avalanche Picnic Area. Contractor shall be responsible for monitoring and collecting refuse in two (2) dumpsters.
1.2.6.3. Campground Entrance Road. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.7. Walton Ranger Station. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.8. Glacier Institute. Contractor shall be responsible for monitoring and collecting refuse in one (1) dumpster.
1.2.9. Saint Mary. Recycled materials shall be monitored by NPS and collected in (3) large, 28-Yard roll-off container throughout the year. (1) is government supplied as noted in paragraph 1.5. Roll off container will contain Aluminum, Plastic #1 and Plastic #2. (2) contractor supplied containers shall contain cardboard and paper.
1.3. DISPOSAL. No in-Park disposal will be available to the contractor. The contractor shall transport and dispose of all solid waste at a licensed off-Park site selected by the contractor. The contractor shall dispose of recyclable materials at an off-Park recycling processing center. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with the use of off-Park disposal locations.
1.4. WEIGHING OF VEHICLES. All vehicles utilized in the collection of refuse and recyclable materials shall be weighed on state certified scales at the disposal facility. Incoming and outgoing vehicle weights shall be recorded on weight tickets to determine the amount of refuse tonnage collected at the Park. Vehicle weights shall be recorded on machine printed weight tickets provided by the operator at the weigh station. Empty vehicle weights will be on record at landfill and with the Contracting Officer. The contractor shall provide the Contracting Officer weight receipts bearing the name, address, and telephone number of the receiving facility for every load of materials recycled or disposed.
The weight totals will be tallied monthly in the Solid Waste and Recycling Report and submitted with the Contractor’s invoice.
1.5. RECYCLING. Recyclable materials shall be recycled with no interruption in service due to market changes. Under this contract the following items are considered recyclable materials at Glacier National Park: aluminum, cardboard, newspaper, paper, #1 and #2 plastic. See Appendix C.
1.5.1. Locations. Recycling monitoring and collection shall be required at four (4) sites on the west side of the Park and one (1) site on the east side of the park. These include Headquarters Recycle/Storage Area, Apgar Visitor Transit Center, Apgar Campground, Fish Creek Campground, and Saint Mary.
1.5.2. Recycling Containers. Two categories of recycling containers shall be utilized: Government furnished and Contractor furnished.
1.5.2.1. Government Furnished. A total of nine (9) roll-off, 4-bin recycling containers are provided by the Government and are located at Headquarters, Apgar Campground, Transit Center and Fish Creek Campground, and Saint Mary, plus four 4-bin roll-off container, stored at the contractor’s location, is designed to be the swap out container. These containers are designed for recycling plastic and aluminum only. The Contractor is responsible for placing additional containers if needed at the designated locations.
1.5.2.2. Contractor Furnished. Contractor shall furnish four (4) 28-Yard roll-off style containers for cardboard and paper recycling at the Headquarters storage/recycle location and Saint Mary. These containers shall have a hinged lid to prevent material exiting during transit. Excessive rain and snow in the Park has damaged recycle in the past. The large containers require a solid lid which prevents excessive moisture from entering and collecting inside. Two additional roll-off style containers will be for construction debris and spare as noted in 1.2.2.1.B.
1.5.2.3. Contractor Cost Proposal. Contractor is to propose a cost proposal detailing disposal cost and recycle sale reimbursement.
1.6. REPORTS AND RECORDS. The contractor shall provide a monthly Refuse and Recycling Report to the Contracting Officer no later than the fifteenth working day of the month following the month covered in the report. This report shall be categorized into six (6) distinct sources: Headquarters, Apgar Village, Fish Creek Area, Sprague Creek Area, Avalanche Area, and Saint Mary. For solid waste, the report shall show the total daily tonnage of refuse collected and disposed of and have the specific place of disposal (e.g. incinerator, sanitary landfill, or other disposal area). If specific areas of county landfills are designated, this shall also be noted.
For recycling, the report shall show the total weight of each type of recyclable material collected, the specific place of recycle disposal, and the gross proceeds received for recyclable sales per type of material.
1.7. CONTAINER MAINTENANCE
1.7.1. Contractor Furnished Containers. Contractor furnished bear-proof refuse containers, cardboard and paper recycling containers shall be maintained to ensure the containers are reasonably free of unpleasant odors, dirt, debris, and pests.
All containers must remain in good and workable condition and be easily accessible to customers. The user doors on the bear-proof refuse containers shall be checked periodically to ensure they are operable and that they latch closed. The contractor shall perform all cleaning, painting, repair, and other maintenance tasks off site in accordance with local, state and federal guidelines.
1.7.2. Government furnished Containers. Government furnished recycling containers shall be maintained by the government. Notify the Contracting Officer if damage is noted that prevents the dumpster from being used for its intended purpose. The Contractor will be responsible for repairs if mishandling or negligence is detected in the swapping out of these containers.
2. SERVICE SUMMARY (SS). The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success and shall be evaluated though a Quality Assurance Surveillance Plan (QASP). See Attachment F.

3. PROPERTY/SERVICES/MATERIALS AND EQUIPMENT
3.1. GOVERNMENT-FURNISHED PROPERTY/SERVICES/MATERIALS/AND EQUIPMENT. The government will provide nine (9) 4-bin roll-off containers for recycling (see Appendix D for more info on containers).
3.2. CONTRACTOR FURNISHED PROPERTY/SERVICES/MATERIALS AND EQUIPMENT. The contractor shall furnish all personnel, vehicles and equipment required to perform requirements stated herein. The contractor shall furnish all containers and roll-offs at the locations as listed in Appendix A. All containers provided by the contractor shall be Government approved and in accordance with this SOW.
3.2.1. Contractor-Furnished Vehicles. The contractor shall provide refuse and roll off recycling collection type vehicles and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with the State of Montana by a licensed driver. All vehicles used in the performance of this contract shall be in operable condition and meet the local, state, and federal safety requirements. Vehicles found to be unsafe and unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be done in the Park. The Contracting Officer may inspect the contractor’s vehicles at any time and direct the removal of any unsafe or objectionable vehicle from the Park.
3.2.2. Contractor-Furnished Refuse/Recycling Bulk Containers. The contractor shall provide all bulk containers necessary to perform this contract. All containers shall be in place on or before the contract start date. Contractor personnel shall place bulk containers in the size and number shown on Appendix A, at each location identified on the exhibit. The size and location of dumpsters have been accumulated from past history, and are not exact indicators of refuse amounts. The contractor shall ensure that all bulk containers are clearly marked with the type of material acceptable (i.e., type of refuse, recyclable material, garbage, trash).
All containers shall be bear-proof and be constructed of non-combustible materials with self-closing attached lids, leak-proof and in good serviceable condition. Recycle roll-off containers are designed to prevent water or snow from collecting inside. Containers shall be able to withstand sustained winds up to 45mph and gusts exceeding 80mph, containers shall remain immobile during these conditions. Lids and closing devices must also be able to withstand these winds without opening and creating litter.
The contractor will replace unserviceable containers when directed by the Contracting Officer. The contractor will remove the container from service and replace it within two working days of notification by the Contracting Officer. Any maintenance or cleaning of containers will be done out of the Park and in accordance with local, state and federal regulations. The contractor will replace or repair missing or deteriorated containers at no additional cost to the Government. Contractor is responsible for removing and replacing drain plugs in the fall and spring so containers that are not in use do not collect water.
3.2.3. Roll-off Containers. The contractor shall furnish as needed roll off containers constructed for commercial use in sizes that meet all Occupational Safety and Health Administration (OSHA) safety standards.
3.2.4. Dumpster Painting. Containers shall be painted Brown to match the color used on Park buildings for refuse and green for recycling bulk containers. Cleaning of dumpsters shall be accomplished prior to painting. Additional re-painting of the dumpsters shall match the approved color scheme with Contracting Officer approval.
3.2.5 Bear Resistant Latch Repair. All collection 2-or 4 yard dumpsters shall be equipped with bear-proof latches. Latches shall be good working order at all times.
4. GENERAL INFORMATION.
4.1. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the following hours: 8:00am to 8:00pm Sunday through Saturday for the campgrounds and 6:00am to 6:00pm Sunday thru Saturday for the rest of the west side of the Park.
4.2. PERFORMANCE OF SERVICES DURING SECURITY CRISIS DECLARED BY THE FEDERAL GOVERNMENT. Unless otherwise directed by an authorized Government representative, it is determined that refuse collection requirements under this statement of work are essential to be performed during a crisis.
4.3. ENVIRONMENTAL
4.3.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations/requirements change during the term of this contract, the contractor shall comply with such laws/regulations as changed. If there is an increase or decrease in cost as a result of the change, the contractor shall immediately inform the Contracting Officer for possible modification of the contract. If nothing is submitted to the Contracting Officer within 30 days of the new requirement becoming law, it will be assumed that the contractor shall provide the extra service at no additional cost to the government.
4.3.2. Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the Contracting Officer, and be familiar with and follow the Contractor’s Spill Plan (a copy shall be submitted at the pre-performance meeting). The contractor shall be held liable for the spill or release of such substances. The contractor is responsible for advising their employees of all Environmental and Hazardous Materials Handling and is also required to have and maintain Safety Data Sheets (SDS) on all materials that are required by State and Federal Laws and/or Regulations (reference OSHA requirements).
4.4. CONTRACTOR POINT OF CONTACT (POC). The contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during collection hours including weekends and holidays. The contractor shall provide the Contracting Officer telephone number(s) where service calls and complaints can be reported. The contractor shall also provide to the Contracting Officer the names and phone/cell numbers of contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the contractor whenever personnel changes occur.
4.5. QUALITY CONTROL. The contractor shall develop, submit for Contracting Officer acceptance, and maintain a quality program to ensure refuse/recycling services provide continuous, cost effective, and efficient collection and disposal of Glacier National Park refuse/recycling materials. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in the Service Summary (SS) of this SOW.
4.6. GENERAL DEFINITIONS.
4.6.1. Defect. Any non-conformance with contract requirements. The term “defective” is used in reference to a service output in the SS that does not meet the output’s associated standard.
4.6.2. Defective Service. A service output that does not meet the standard of performance for that service, as specified in the contract.
4.6.3. Hazardous Waste. Any material identified in the 40 CFR, Part 261.30 or state statutes but not in quantities small enough to be purchased for household or administrative use. Hazardous waste requires special handling during collection, storage, transportation, and disposal and is excluded from this SOW.
4.6.4. Contracting Officer’s Representative (COR). A functionally qualified person, who performs quality assurance functions for a contracted service. This person is delegated certain responsibilities from the contracting officer.
4.6.5. Periodic Sampling. This method employs a less statistical approach to inspection, utilizing a “spot check” style of evaluation. Periodic inspection is usually conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual, or annually) and may be adjusted, based on quality trends.
4.6.6. Service Summary (SS). A listing of the service outputs under the contract that are to be evaluated by the QAP on a regular basis and the performance requirement of the listed outputs.
4.6.7. Unserviceable Container. A container, which does not operate properly due to a physical defect, or one that, emits nuisance odors discovered by customer or government representative.
4.6.8. Valid Complaint. A complaint investigated and substantiated by the COR and passed on to the contractor.
4.7. APPLICABLE PUBLICATIONS, FORMS, REFERENCES AND REPORTS. Publications, forms, references and reports applicable to this SOW are listed below. These have been coded as mandatory or advisory. The contractor is obligated to follow publications, use forms, and provide reports coded as mandatory to the extent specified in the SOW. The contractor shall be guided by those publications and references, or use those forms coded advisory to the extent necessary to accomplish the requirements in the SOW. The government, unless otherwise shown, will make all publications, forms, references and report formats listed, available. The government will maintain all listed publications and references within Park Headquarters. Supplements or amendments to listed publication may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the Contracting Officer a price proposal and obtain prior approval of the Contracting Officer. Said price proposal shall be submitted within 30 calendar from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Changes in the contract price due to supplements and amendments shall be considered under the changes clause. Failure of the contractor to submit a price proposal within 30 calendar days from the date of receipt of any change, shall entitle the government to performance in accordance with such change, at no increase in contract price.
