About this file
This is a Request for Quote (RFQ) solicitation for seasonal fire lodging services in Ely, Nevada for the Bureau of Land Management (BLM).
The BLM-NV Ely District Office seeks lodging accommodations for seasonal fire employees covering June 9 through October 30, 2026 (145 days). The requirement is for a minimum of six double-occupancy rooms to house 4-13 seasonal employees during the fire season, with the rooms serving as the employees' primary residence. The solicitation allows flexibility for early departures and room reductions as employees leave, with all associated early termination costs to be clearly identified and evaluated. Employees may be absent for extended periods (up to 21 days) on fire assignments without checking in or out, and the contractor must provide parking accommodations for 1-8 vehicles. The residence may be a hotel, motel, house, or apartment that meets all specified requirements. The NAICS code is 721110 (Hotels except Casino Hotels and Motels) with a $40 million size standard. This is a 100 percent total small business set-aside. The Government anticipates awarding a single firm fixed-price contract. The solicitation closing date is May 14, 2026 at 1:00 PM Pacific Daylight Time, with questions due by May 7, 2026. Quotes must be submitted electronically via email to Amanda Cline-Rispress (amanda_cline-rispress@ios.doi.gov). Offerors must provide past performance references (minimum three lodging contracts completed within five years of similar type, complexity, and magnitude), technical proposals addressing amenities, furniture, appliances, room availability, and quality standards, and complete pricing on Standard Form 1449. Evaluation emphasizes past performance and technical merit over price. The contract incorporates standard FAR clauses including service contract labor standards (Wage Determination 2015-5601 for White Pine County), representations and certifications, small business requirements, and sustainable procurement standards.

SECTION 1 SPECIFICATIONS
The Ely BLM District Program requires a minimum of six (6) double occupancy rooms for seasonal employees. The rooms are required for an approximate period, covering June 9, through October 30, 2026 (145 days). The rooms will be the employees’ primary residence during their temporary employment during the 2026 fire season.
At this time, it is anticipated there will be between 4-13 seasonal employees, however this number may change. In addition, some employees may leave their positions at various times during the period of performance, however the number of early departures is unknown at this time. Given the fact that employees will leave early, the lodging options proposed should allow for early departures, with the ability to reduce the number of rooms as needed. Any costs associated with an early termination must be clearly identified in the quote submitted, including the lead time required for departure/termination notices. Costs/Fees for early departure/termination will be evaluated as part of the overall costs for the potential award amount.
The employees may be gone for periods of time ranging from a few days to twenty-one days on fire assignments. The employees shall not be expected to check in and out during times of absence and may be leaving personal belongings in the room. Parking accommodations will be required for a minimum of 1 to a maximum of 8 vehicles when employee(s) are “in residence” at the establishment.
The residence can be a hotel, motel, house, or apartment if all requirements are met.
NAICS: 721110 Size Standard: $40M, 100% Set-Aside for Total Small Business under the 721110 NAICS code Hotels (except Casino Hotels) and Motels. The Government anticipates award of a single firm fixed price contract.
NOTICE TO OFFEROR(s): System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
