About this file

This is a rules and regulations document for barracks housing provided by the Bureau of Land Management (BLM) Ely District Office in Nevada for seasonal fire crew employees during 2026. The document establishes mandatory housing and conduct standards for fire personnel assigned to the Ely District Division of Fire & Aviation, requiring residents to maintain occupancy in government-provided lodging and remain available to staff an engine within 30 minutes of a fire call notification during off-duty status. Residents must notify their Fire Operations Specialist (FOS) when leaving the barracks for evening activities and obtain advance approval for any exceptions to the daily lodging requirement.

The regulations address specific conduct expectations and violation protocols across multiple categories. Tardy violations follow a three-strike system with increasing penalties culminating in eviction and forfeiture of pre-paid fees and deposits. Alcohol consumption is limited to residents aged 21 and older with quantity restrictions prohibiting kegs and bulk containers; violations follow the same three-strike escalation pattern. The document maintains a zero-tolerance policy for controlled substances, including marijuana, with immediate housing termination and referral to appropriate authorities for any suspected use, possession, distribution, or manufacturing, reflecting federal Department of Interior regulations for safety-sensitive employees. Additional requirements address guest policies, key management, food delivery, smoking prohibitions in barracks, room maintenance standards, and utility conservation, with all residents required to acknowledge understanding and agreement to these rules through a signed attestation.

Ely District Housing Rules and Regulations 2026

The Ely District Division of Fire & Aviation has established these rules and regulations for your safety and the safety of others around you. Please read through these rules and sign at the bottom, once you’ve signed these rules and regulations, you are responsible for following the rules.

Barracks:

It is expected that when you are a resident in the barracks or any other government provided housing and in off-duty status, you must be ready and available to staff an engine within 30 minutes after notification of a fire call in order for a timely response. I agree to stay in government provided lodging on a daily basis during my employment unless otherwise authorized by the location Fire Operations Specialist (FOS) or higher management.

As you know the distance from our out stations to any communities in close proximity are non-existent. Our concerns lie in the travel distance, time and safety of the individuals living in the barracks and driving back and forth to these local communities for non-government lodging. If leaving in the evening after shift to hike, get food, etc. you must notify your FOS and/or supervisor on shift of when you are leaving and when you are planning to return. If there are any exceptions to staying in the barracks it must be approved in advance.

· Upon initial tardy violation, management personnel from the FOS will warn the resident.

· Upon a second tardy related violation, the resident will be reported to the AFMO for appropriate action and or discipline.

· Upon a third tardy related violation, the resident will be asked to vacate their accommodations at the barracks and will forfeit all pre-paid fees and deposits.

· BLM reserves the right to report any misconduct to the appropriate authorities for resolution.

Alcohol:

The BLM complies with all federal, state and municipal regulations regarding the sale, possession and consumption of alcohol. In keeping with Nevada state law, only residents who are 21 years old or older may consume alcoholic beverages. The quantity of alcohol that may be brought into a room or a legal aged resident is a quantity that would contribute to responsible personal use. Beer kegs, party balls, or a bulk container, which promotes excessive alcohol consumption, which may lead to a community disruption, is not permitted.

The misuse and the abuse of alcohol are the primary contributing factors to the behavioral problems in residence halls. The effects of alcohol misuse and abuse include excessive noise, interpersonal conflict, and vandalism. This policy is designed to first assist the resident who, through the misuse or abuse of alcohol, is violating the community, and second, to protect the community from the effect of a resident who continues to misuse or abuse alcohol.

· Upon initial alcohol related violation, the security and/or management personnel from the FOS will warn the resident.

· Upon a second alcohol related violation, the resident will be reported to Bureau of Land Management for appropriate action and or discipline.

· Upon a third alcohol related violation, the resident will be asked to vacate their accommodations at the barracks and will forfeit all pre-paid fees and deposits.

· BLM reserves the right to report any misconduct to the appropriate authorities for resolution.

While this policy is structured in a step-by-step sequence to provide the resident with an opportunity to learn from their choices, the BLM staff and management retains the right to respond to the resident at whatever level and in whatever manner is appropriate given the context of the situation.

Controlled Substance Violation Response Policy The Nevada Revised Statutes relative to drug offenses are very strict. Possession of the smallest measurable amount is considered to be a felony.

Any suspected use, possession, distributing or manufacturing of controlled substances will result in immediate termination of the housing agreement with all fees and deposits forfeited. The resident will be referred to the appropriate personnel at Bureau of Land Management for disciplinary action in regard to their student status. All substantiated allegations will be reported to the appropriate legal authorities.

Recently, Nevada passed an initiative (Question 2) to permit use of marijuana for “recreational” purposes. This state initiative will become effective January 1, 2017. The Department of the Interior's (DOI) longstanding regulation about the use of marijuana by safety‐sensitive employees in testing designated positions (fire fighters, law enforcement personnel, heavy equipment operators, etc.) will not change.

For clarity, this state initiative will have no bearing on the Department's regulated drug testing program. Executive Order 12564 and the DOI's Drug Free and Alcohol-Free Workplace and Drug Testing Procedures- Personnel Bulletin No. 12-10, does not authorize the use of Schedule I drugs, including marijuana, for any reason. Marijuana remains a drug listed in Schedule I of the Controlled Substances Act. It remains unacceptable for any Federal employee to use illegal drugs on or off the job.

Positive test results may result in the rescission of a job offer to applicants in a testing designated position, or disciplinary action, up to removal for current employees.

The BLM maintains a No Tolerance policy regarding controlled substances.

Guests:

Guests are permitted in the resident’s room at the discretion of the location FOS. The number of guests in a room at any particular time is limited to a number that, based upon the activity and/or noise level, does not constitute a disturbance. If the activity and or number of guests in a particular room results in complaints from other residents, BLM reserves the right to ask that the guests leave the property.

Tenet must advise location FOS of overnight guests. Guests must adhere to all rules and regulations of the BLM residents and guests.

Lost Keys Your safety is the primary concern of the BLM. Should you lose your room key, please notify the location FOS immediately so that another key may be made and the lost key inactivated.

Room Entry and Inspection The location FOS will have access to all barrack rooms at all times.

Food Delivery Food deliveries must be in response to an order from the resident.

Smoking Smoking is not permitted in any BLM barracks or any other government provided housing. Smoking in public areas is permitted unless otherwise designated as non-smoking.

Room Maintenance Seasonals are requested to keep rooms clean and neat, including the bathrooms. A checklist inspection will be performed at the time of occupancy to identify the condition of the room and both a representative from the BLM and the room occupants will sign. The same checklist inspection will occur when the room is vacated, and assessments will be made relative to any excessive damage to the room. Seasonals may not mark, drill, or nail holes in the walls or furniture for personal use.

All maintenance problems should be reported to the location FOS immediately for prompt repair. Such items would include replacing light bulbs, plugged toilets, heat or air conditioner malfunction, spills on the carpet, etc.

All residents are asked to help conserve utilities by turning off lights, stereos, etc. and setting the heat/air conditioning to low when the room is not in use.

I have read this contract and agree to the above requirements.
