About this file

This is a Statement of Work for seasonal lodging services required by the Ely Bureau of Land Management District for temporary fire season employees in 2026. The BLM seeks a minimum of six double-occupancy rooms for approximately 145 days, from June 9 through October 30, 2026. The anticipated number of seasonal employees ranges from 4 to 13, though this may fluctuate, and some employees may depart early during the performance period. The lodging must accommodate employees whose personal belongings may remain in rooms during absences lasting from several days to twenty-one days for fire assignments, and parking must be available for 1 to 8 vehicles when employees are in residence.

Acceptable accommodations include hotels, motels, houses, or apartments meeting specified minimum requirements. Hotel-motel rooms must include twice-weekly maid service with linen and towel changes, HVAC, television, phone, micro-fridge, microwave, two beds per room, and access to all amenities. House or apartment accommodations must provide three furnished or unfurnished bedrooms with two beds each, full-size refrigerator and freezer, stove/oven, microwave, one television, bathroom with shower and toilet, HVAC available 24/7, and utilities included in the bid price. Bidders must clearly identify all costs associated with early termination, including required notice periods, and provide a "per person per day rate" based on stated occupancy requirements. The BLM reserves the right to conduct site visits to verify compliance with minimum facility requirements and may implement additional rules and regulations beyond those specified.

2026 Ely Seasonal Lodging Statement of work:

The Ely BLM District Program requires a minimum of six (6) double occupancy rooms for seasonal employees. The rooms are required for an approximate period, covering June 9, through October 30, 2026 (145 days). The rooms will be the employees’ primary residence during their temporary employment during the 2026 fire season.

At this time, it is anticipated there will be between 4-13 seasonal employees, however this number may change. In addition, some employees may leave their positions at various times during the period of performance, however the number of early departures is unknown at this time. Given the fact that employees will leave early, the lodging options proposed should allow for early departures, with the ability to reduce the number of rooms as needed. Any costs associated with an early termination must be clearly identified in the quote submitted, including the lead time required for departure/termination notices. Costs/Fees for early departure/termination will be evaluated as part of the overall costs for the potential award amount.

The employees may be gone for periods of time ranging from a few days to twenty-one days on fire assignments. The employees shall not be expected to check in and out during times of absence and may be leaving personal belongings in the room. Parking accommodations will be required for a minimum of 1 to a maximum of 8 vehicles when employee(s) are “in residence” at the establishment.
