The purpose of this Request for Quotation (RFQ) is to establish a Purchase Order for pickup and disposal of hazardous materials/waste generated from marine science laboratories.
The contractor shall provide all travel, personnel, equipment, tools, materials, and supervision to provide the services as defined in the attached Statement of Work dated July 2025. Only Purchase Order will be awarded from this solicitation.
The solicitation is being issued as a Full and Open Competition. The associated NAICS code is 562112 with a size standard of $47.0M.
BASIS OF AWARD: Contractor selection for this Award will be made based on a low priced technically acceptable quote for CLIN 0001 to be scheduled soon after award.
The wage rates WD 2015-2015-5636 revision 27 posted on 06/02/2025 are incorporated and may be viewed at SAM.gov.
Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021).

NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.
1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are required and can be sent to Kimberla.Fairley@noaa.gov.
2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote.
3. Offerors shall assume that the Government has no prior knowledge of them or their capability.

FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a).

Government, price and other factors considered. Paragraph (a) is hereby completed as follows:
Evaluation will be based on the following
1. Technical Acceptability/Capability. A detailed description of the Offeror's proposed technical approach to meet the requirements of the Statement of Work. This should include:
a. Understanding of requirements: A clear demonstration of the Offeror's understanding of the Statement of Work requirements
b. Detailed process for handling, transporting, and disposing of hazardous waste, and ensuring compliance with all applicable federal, state, and local regulations
c. Provide copies of all relevant licenses and certifications required to perform the services outlined in the Statement of Work.
2. Price. In accordance with the requirements specified in CLIN 0001 and a site visit to be conducted on July 21, 2025 offerors are required to submit quotes for hazardous waste disposal services.
Important Notice:
• No later than July 17, 2025, potential vendors are required to submit to Kimberla.Fairley@noaa.gov their intention to attend the site visit planned for July 21, 2025.
• Quotes that are determined to be unreasonably low may be excluded from evaluation.
Pricing Format CLIN 0001: All pricing must be itemized and submitted in the format provided below. Offerors must include:
• Unit Price for each waste type or service
• Estimated Quantity based on site visit scope
• Extended Price calculated as Unit Price × Estimated Quantity
• Total Evaluated Price reflecting the full value of the quote

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. FAR 52.217-6 Option for Increased Quantity (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 1 day. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.

FAR 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.
FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 1 day before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 15 months.
