STATEMENT OF WORK

Hazardous Waste Removal

I. Background/Overview:

The La Jolla Laboratory requires the pickup and disposal of hazardous materials/waste generated from marine science their labs. Hazardous materials are commonly used in the scientific labs on site to facilitate project specific experiments and other day-to-day scientific research. The hazardous materials and waste must be disposed of properly in accordance with Federal, State and local laws (§66262.34(d) of the California Code of Regulations (CCR) deals with the accumulation time limits for small quantity generators (SQGs) of hazardous waste. Specifically, it states that a SQG can accumulate hazardous waste onsite for up to 180 days, or 270 days if the waste is transported over 200 miles for treatment, storage, or disposal).

II. Scope of Work The Contractor, on an as needed basis, shall be responsible for the proper collection, transportation, and disposal of hazardous waste generated by the NOAA Fisheries Southwest Fisheries Science Center in La Jolla, California. All waste disposal activities must be conducted in full compliance with applicable local, state, and federal regulations, including but not limited to:

· San Diego County Hazardous Materials and Waste Management Ordinances

· California Department of Toxic Substances Control (DTSC) regulations

· Resource Conservation and Recovery Act (RCRA) Subtitle C requirements The contractor shall insure that all hazardous waste be properly incinerated as the only environmentally sustainable method of disposal and a certificate of destruction shall be provided to ensure no hazardous waste has been landfilled.

The government will be responsible for staging most hazardous materials with the exception of specimen boxes. Contractor will be required to move specimen boxes/buckets from a separate storage area to the loading dock.

Tasks

· Task 1: Pickup and dispose of the hazardous waste from the SWFSC La Jolla Laboratory in accordance with Federal, State and local laws on a biannual basis.

List of Hazardous Materials (Not all-inclusive) The following materials are present on site and should be taken into consideration:

· Hazardous Waste Chemical List in various container sizes

· 10% Formalin liquid waste

· 10% Formalin solid residue

· Jars of specimens stored in 10% Formalin

· Excell Plus Liquid

· 70% Ethanol liquid

· 5 Gal drums of liquid ethanol

· various aerosols

· mercury thermometers and lamps

· Tadiran Batteries for Autonomous Underwater Vehicle (AUV)

· Electrochem Batteries for AUV ~22lbs ea

· Electrochem Batteries for AUV ~20lbs ea

· Lithium Marine Battery

· Lithium D ER34615 batteries

· lube oil

· weld on 711 pvc plastic pipe cement

· acetone

· EtBr gel waste (EtBr residue on gels)

· 1% formamide on solid cartidges

· Solid Sodium Phosphate

· Petroleum ether

III. Period of Performance Date of award trough September 30, 2026.

IV. Place of Performance The contractor shall pick up the hazardous waste from the La Jolla Lab, address below, and dispose of the hazardous waste in accordance with federal and local state laws.

VI. Applicable Standards RCRA, EPA, OSHA, and California Code of Regulations, Title 22 compliant.

VII. Required Knowledge and Experience:

The contractor shall have all required training required under federal state and local regulations picking up hazardous waste and safely transporting it to disposal. Contractor must be familiar with regulations pertaining to the disposal of hazardous waste in accordance to federal and local state laws.
