Q&A – Vendor and Contract Information

1. Is there a current vendor servicing the facility under contract?

Answer: No

2. Will pricing need to include any pickup fees not as a separate line item?

Answer: You may identify pickup fees as a separately priced item.

3. Can you please provide the historical volume of each item listed per unit pricing that has been generated for the last year?

Answer: Historical volume information is not available. This is a unique situation in that disposal has not occurred for several years.

4. Will any emergency pickups be required for this service?

Answer: No

5. Can you please provide the site map?

Answer: Yes

6. What is the requested frequency of pickup—every 6 months?

Answer: One pickup for CLIN 0001. Possibly two pickups for CLIN 0002. On an as-needed-basis for each quarter thereafter beginning January 2026. At most two times per quarter.

7. "To be determined on an as-needed basis." What is the estimated frequency based on historical timeline?

Answer: Estimated twice per quarter

8. Please advise the disposal location for current sludge waste or advise if you have any approved disposal site list.

Answer: Please refer to the Statement of Work for compliance of waste disposal. The government does not designate disposal locations or have an approved disposal site list.

9. Please confirm the method of disposing current waste.

Answer: We acknowledge that various disposal options, including recycling and incineration, may be applicable; however, determining and implementing the appropriate waste disposal method remains the sole responsibility of the service provider.

10. The bid specification calls for potential use of a chemist. Is there a mechanism to provide separate pricing for labor, equipment and materials, or should we wrap it into one price?

Answer: This will be a Firm Fixed Price purchase order. Time and Material elements will not be considered. Please follow the pricing format for CLIN 0001 and utilize the spreadsheet for CLINS 0002 – 0005.

11. Do we have profiles or waste detail beyond the CLIN description?

Answer: No

12. Are we required to provide containers for all waste generated, or only the small lab waste containers we package?

Answer: Yes, containers will need to be provided for items not in proper containers.

13. Do you have any past analytical data you can share?

Answer: No

14. Who is the current vendor/incumbent?

Answer: This is a new requirement. No current incumbent.

15. What is the annual spend / last 3 invoices?

Answer: Data not available.

16. What is the budgetary number for the waste removal and disposal service in 2024?

Answer: The budgetary number for 2025 is between $50,000 and $80,000.

17. Is this a single vendor contract?

Answer: Yes. Refer to SF1449, page 4 of 45.

Site Walk and Technical Clarifications

21. We saw Mercury Thermometers that are not on the pricing spreadsheet. Should we add them or will you send an updated pricing sheet?

Answer: Amended Pricing Sheet is issued with Amendment 0001 of the solicitation.

22. Can you provide the SDS for the 12-gauge shotgun flares and marine-type flares?

Answer: The government will use another means of disposing of the flares. They will not be disposed of as a part of this purchase order.

23. Can you please provide the SDS for the 2-liter glass jar of Petroleum Ether?

Answer: Not available.

24. In your RFQ, there are 2 different pricing formats. Do you want us to complete both or can we combine them into one format? The attached Excel document contains the 2 different pricing pages.

Answer: Please follow the pricing format for CLIN 0001 is described on page 6 of 45 on the SF1449. Please use the revised spreadsheet for CLINS 0002 – 0005 which attached to this amendment.

25. Can we provide labor rates as separate line items rather than include them in the fully wrapped rates?

Answer: This will be a Firm Fixed Price purchase order. Please follow the pricing format for CLIN 0001 and utilize the spreadsheet for CLINS 0002 – 0005.
