About this file
This single source justification document proposes a sole source award to Johnson Controls for HVAC controls at the St. Cloud VA Health Care System. The justification cites that Johnson Controls' Metasys/DDC building automation system is currently used to regulate HVAC systems across the entire facility. The controls must match the existing Johnson Controls system in order to communicate with the centrally monitored Metasys system and avoid issues with maintenance, repair, inventory, training, and software compatibility. Market research was previously conducted when selecting the facilities standard system, and developing a new compatible system is beyond the scope of currently funded VA projects. The contracting officer certifies that the sole source purchase of Johnson Controls HVAC controls for approximately $50,000 is necessary and in accordance with FAR 13.106-1.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263 23 AP 1990
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO 23) Organizational Activity: St. Cloud VA Health Care System (VAHCS), Facilities Management Department 2237: 656 23 2 7276 0018
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Sole source, brand name procurement of Johnson Controls Metasys/DDC Building Automation System. Items are to be included in a new firm fixed price contract to be awarded for project 656 23 900 Modular Medical, Clinical Space at the St. Cloud VAHCS. No equal items are available.
Estimated Amount:
ITEM QTY U/P TOTAL PRICE
HVAC Controls 1 $50,000 $50,000
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The patient occupied buildings, as well as the entire facility, employs the Johnson Controls system to regulate the building HVAC systems. The controls must be identical to the existing controls in every building to communicate with our centrally monitored Metasys System that our facility has in place.
For maintenance, repair, inventory and to eliminate communications issues, the Johnson Control system is necessary. Any deviation from the Medical Center’s established control system to regulate the HVAC system in each building would create a need for additional training to maintain, troubleshoot and/or repair, coupled with the communications issue of additional computer software to program the system. Even more expense would be incurred to purchase this software and the associated training necessary to operate it.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted prior to selecting this system as the facilities standard base.
No additional market research conducted at this time. The development of new compatible system is beyond the scope of any currently funded VA project.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
