About this file
This single source justification document approves a sole source procurement of BEST TE Series lock cores from a single manufacturer for a construction project at the St. Cloud VA Health Care System. The medical center currently uses BEST TE Series interchangeable core locksets as its standard, and maintenance staff are trained on these locks. Introducing a different manufacturer's locks would cause confusion and require maintaining additional parts. Market research was previously conducted when selecting this standard. The estimated value of the 45 lock cores is $3,150. The contracting officer certifies the single source purchase is in accordance with FAR 13.106-1.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C263 23 AP 1990
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO 23) Organizational Activity: St. Cloud VA Health Care System (VAHCS), Facilities Management Department 2237: 656 23 2 7276 0018
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Sole source, brand name procurement of BEST, TE Series Lock Cores. Items are to be included in a new firm fixed price contract to be awarded for project 656 23 900 Modular Medical, Clinical Space at the St. Cloud VAHCS. No equal items are available.
Estimated Amount:
ITEM QTY U/P TOTAL PRICE
Lock Cores 45 $70 $3,150
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The only key core used on the St. Cloud VA campus is a BEST TE Series interchangeable core.
The medical center locksmith is trained to service these locksets and maintain them in working condition. If a different lockset would be introduced into the medical center it would cause confusion for maintenance staff, contractors and would require the medical center to stock parts for different manufacturers at additional cost to the medical center.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted prior to selecting this manufacturer as the facilities standard base.
No additional market research conducted at this time. The development of new compatible lockset product is beyond the scope of any currently funded VA project. It may be possible for a manufacturer to develop a suitable product on its own, and of course such innovation is encouraged; however, it is not in the Government’s best interest to delay currently funded projects while such independent innovation takes place.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
