About this file
This is a Single Source Justification form for a simplified acquisition submitted by the contracting activity for Building 1690 Door Lock Installation and Programming at Joint Base Andrews. The estimated contract cost is $67,000.00, with Purchase Request number F1D3246119A001.
The contractor shall remove 127 existing locks and install Kaba locks compatible with the Dormakaba Community software system. Specific deliverables include furnishing 76 RT Plus locks (left-hand and right-hand configurations), 3 privacy off kits for dayrooms, and 304 Kaba lock trim plates. The contractor must upload room information into the Dormakaba Community software, test all 127 replacement locks for proper operation and key override function, and provide on-site installation and training to Unaccompanied Housing staff. The requirement also includes design modifications to add Building 1690 room numbers to the Community software/kiosk and installation of magstripe retrofit plates with ambiance/lock and key design modifications for new access points.
The single-source justification is based on the proprietary nature of the Kaba locks and Dormakaba software. While authorized vendors can sell the products, the current configuration at JB Andrews only allows Kaba locks to communicate with the existing Dormakaba software system. The requirement will be competed among small businesses through authorized distributors. The contracting officer, ALLEN TANG (E4), determined on June 8, 2026, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name
The Kaba locks and software are proprietary. Authorized vendors can sell the products but the current configuration at JBA only allows Kaba locks to communicate with Dormakaba software.
Section D: Efforts to Obtain Competition
As this requirement is a brand name effort, authorized vendors can sell the product. The requirement will be fully competed amongst small businesses.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Brand Name - The existing software and locking mechanisms for all dormitories require Dormakaba specific locks that can only be purchased through the company, the SAFLOCK STORE or through authorized distributors. All software and mechanisms are proprietary, only work with Dormakaba software, and cannot be modified. There is not a suitable replacement that would meet our agency needs for a unified system.
