About this file
This Signal Plans document outlines the traffic signal design specifications for the SE River Road and Witch Hazel Road intersection signalization project in Hillsboro, Oregon, involving Washington County as the contracting jurisdiction. The project encompasses the installation of 12 signal poles with mast arms, luminaire arms, vehicle and pedestrian signals, countdown pedestrian signal heads, fire preemption detection systems, street name signs, and associated electrical infrastructure including controllers, cabinets, junction boxes, hand holes, and conduit. The design incorporates Intelight LDX ATC controllers with MaxTime Software, Wavetronix radar detection systems (both far-range and near-range units), Leotek Green Cobra LED luminaires rated at 88 watts, and Type 2 and 3LCF vehicle signal heads with 12-inch indications. The contractor is responsible for supplying all materials and labor, coordinating with PGE for power service connections, scheduling radar aiming and configuration services a minimum of three weeks in advance with Washington County traffic signal supervisors Kevin Ellington and Mark Player, verifying utility locations, and obtaining Washington County approval of equipment submittals and pole drawings prior to construction. Signal timing will be provided by Washington County, and field testing services will be provided at the contractor's expense.
All materials and workmanship must conform to the 2024 Oregon Standard Specifications for Construction, Washington County Road Design and Construction Standards, and referenced Washington County and Oregon Standard Drawings (including drawings 6810 through 6831, 6911 through 6922, and TM450 through TM702). The contractor must submit all signal control equipment to the ODOT signal lab in Salem for testing at the contractor's expense, including the latest version of Intelight MaxTime Controller software. The project requires installation of "New Traffic Pattern Ahead" signs on orange backgrounds approximately 200 feet in advance of "Next Signal" signs on each affected intersection leg, with signs remaining in place for 30 days after signal activation. Three feet of slack conductor must be provided in each junction box. The engineer shall field verify all signal equipment locations before installation, and Washington County will coordinate with Thane Rosholt and Steve Dunigan for access to existing service cabinets to de-energize street lights while maintaining existing street light operations during construction.
