PROJECT TIMING
Construction is scheduled to begin upon the proper execution of the contract documents, which includes the submission of insurance and bonds. The substantial completion dates, including all work, is October 25th, 2024.
The final completion for all other ancillary work, including landscaping restoration or plantings, not including any additional work, shall be completed and ready for final acceptance and payment on or before November 4th, 2024. Failure to comply with the deadlines for the substantial completion and final completion shall result in the enforcement of liquidated damages in the amount of $550.00 per day for each and every calendar day that these improvements remain incomplete, in accordance with the Special Provision, "Liquidated Damages", and Sections 108.05 and 108.09 of the Standard Specifications.
CONSTRUCTION SCHEDULE
At the project per-construction meeting, the Contractor shall submit for review and approval by the Engineer, a detailed construction schedule that shall clearly indicate the sequential procedure of work proposed to be followed to complete the work as required by the contract documents. In preparing the construction schedule, the Contractor shall follow the required completion date, calendar days, and any additional Special Provisions as specified relating to the construction schedule.
The construction schedule shall depict all work components and essential activities, the time required for the completion of each of the activities and the sequence and interdependence of each of the activities in a project timetable which will translate each project day into an ordinary calendar day.
The Contractor shall maintain the construction schedule, and shall submit an updated schedule to the Engineer on a weekly, biweekly, or monthly basis as determined by the Engineer. No separate payment will be made to the Contractor for the creation and maintenance of the construction schedule.
Due to Special Events throughout the Village of Schaumburg, holidays and the schedule of local school districts, the Contractor will be restricted from working at or near specified locations as instructed by the Engineer or a representative of the Engineer. No separate payment or compensation will be made due to these restrictions.
The Village provides the public with construction schedules and project status through the Village’s web page. The Contractor shall provide construction related information in a format consisting of an E-mail, letter, or fax acceptable to the Engineer. The Contractor shall assume that this information shall be provided on a daily basis during construction and may change to a shorter time frame based on construction activity changes or a longer time frame based on construction inactivity. The Engineer shall determine the time frame and format to be provided by the Contractor.
LIQUIDATED DAMAGES
Should the Contractor fail to complete the work, including cleaning up, to the point of final acceptance of the work by the Engineer within the time specified in the Contract Documents for the Date of Completion and/or Date(s) of Substantial Completion, and agreed upon by the Contractor by accepting the Contract, or within such extra time as may be allowed in accordance with the Contract Documents, there shall be deducted from any monies due the Contractor, or that may become due the Contractor, the sum(s) of $550.00 per day for each and every calendar day, including Sundays and holidays, that the work remains uncompleted.
This sum shall be considered and treated not as a penalty but as fixed, agreed, and liquidated damages due the Village from the Contractor by reason of inconvenience to the public, added cost of supervision, and
Cook County other items which may have caused an expenditure of funds resulting from his failure to complete the work within the time specified.
The Village shall charge the Contractor, and may deduct from partial and final payments for the project, for all Engineering and Inspection expenses incurred by the Village in connection with any work accomplished after the Date of Completion as specified in the Contract Documents.
Permitting the Contractor to continue and finish the work, or any part of it after the time fixed for its completion, or after the date to which the time of completion may have been extended, shall in no way operate as a waiver on the part of the Village of any of its rights under the Contract.
UTILITY LOCATION
The Contractor must exercise extreme caution while working around existing utilities. The Contractor shall notify JULIE (1-800-892-0123), a minimum of 48 hours before commencing construction for utility locations within the scope of the project. It is recommended that the Contractor conduct a joint utility meeting. It is the responsibility of the Contractor to contact all agencies who may or may not be part of the JULIE system to verify the location of their facilities.

The Contractor shall follow the installation guidelines as set forth in ANSI/AWWA C105/A21.5 and as detailed on the plans.
Construction Requirements:
1. Excavation: The trench shall be excavated so that the water main will have a minimum cover of five and one-half feet (5½'). The trench for the pipe shall be excavated at least twelve inches (12") wider than the external diameter of the pipe and not more than eighteen inches (18") wider than the diameter of the pipe at the top of the pipe.
a. Bell holes of sufficient depth shall be provided across the bottom of the trench to accommodate the bell of the pipe to provide sufficient room for joint making and to ensure uniform bearing for the pipe.
b. Where a firm foundation is not found to exist for the bottom of the trench at the required depth, due to soft, spongy or other unsuitable soil, such unsuitable soil shall be removed for the full width of the trench or tunnel and replaced with well compacted unwashed gravel or an equal substitute therefor, or crushed stone if such compacted material proved unsatisfactory. Where rock in either ledge or boulder formation is encountered, it shall be removed below grade and replaced with a well-compacted cushion of unwashed gravel having a thickness under the pipe of not less than eight inches (8").
c. If the excavation has been made deeper than necessary, the water main shall be laid at the proper depth by installing CA-7 to the correct bedding depth, and no additional cost shall be considered for the additional stone or for subsequent adjustments to fire hydrants, valves, valve vaults or house services.
All excavation materials not needed for backfilling the trenches shall be disposed of by the Contractor.
2. Sheeting and Bracing: Sheeting and bracing shall be per OHSA requirements. While sheeting is being withdrawn, all vacancies shall be carefully filled with sand free from silt, rammed into place, puddled or otherwise firmly compacted.
3. Dewatering Trench: The Contractor shall provide and use effective and satisfactory methods to lower the groundwater table to a safe plane below the bottom of the work. No pipe shall be laid or jointed unless the trench is completely dewatered.
a. Water pumped or drained from the work shall be disposed of in a manner that will not damage adjacent private property, other work construction, street pavements, or other municipal property. No water shall be discharged into sanitary sewers. No water containing settleable solids shall be discharged into storm sewers.
4. Laying Water Main: The Contractor shall keep the trench free from water while the water main is being placed and until the pipe joint has been sealed to the satisfaction of the Engineer.
a. Adequate provision shall be made for safety, storing and protecting all water pipe prior to actual installation in the trench. Care shall be taken to prevent damage to the pipe castings, both inside and out.
Provisions shall be made to keep the inside of the pipe clean throughout its storage period and to keep mud and/or other debris from being deposited therein. All pipe shall be thoroughly cleaned on the inside before laying of the pipe. Proper equipment shall be used for the safe handling, conveying, and laying of
Cook County the pipe. All pipe shall be carefully lowered into the trench, piece by piece, by means of a derrick, ropes, or other suitable tools or equipment, in such manner as to prevent damage to water main materials and protective coatings, linings, and polyethylene encasement.
