Question 1:
Regarding the fiber optic enclosures, is it possible for us to install a new enclosure on the wall, in case that the new enclosure cannot be installed in the existing cabinet?
Answer 1:
Yes. In locations where space does not permit installation within the existing cabinet, a new enclosure may be mounted on the wall adjacent to the cabinet. In all such cases, final mounting locations must be coordinated and approved by the Embassy.
Question 2:
We will submit our Quotation subject to the condition of SOW(SGE50017R0028) and our recommended Quotation based on the result of site-survey on 14 Feb 2017.
Can we understand that the Quotation is only for comparing the quotation as "apple to apple" for each bidder?
Answer 2:
The solicitation is issued under full and open competition in accordance with the evaluation factors stipulated in clause 4.1, on pages 36-38. The award will go to the lowest priced proposal that meets or exceeds these evaluation factors.
Question 3:
Regarding the Page 4 of 5 Pages of the SOW(SGE50017R0028),the NOTES : 4*, does it mean that "Notice to Proceed" as "Award of this RFP" after 30~90 days from our submission?
If not, could you please let us know when we will receive the notice.
*4. Prior to ordering materials, the Contractor must provide the following product submittals for approval from the Embassy’s Contracting Officer Representative (COR) within 10 days of the receipt of the Notice to Proceed
Answer 3:
The 90 day timeframe after submission of the proposals is required in order for the US Government to evaluate the proposals and to obtain funding for the award of the contract. After award of the contract the Notice to Proceed (NTP) will be issued to the incumbent contractor after he has provided, and the US Government has accepted, all the submittals, required prior to issuance of the NTP. This 10 day period for the provision of the submittals after issuance of the NTP is a requirement of the contract, to ensure that the materials are approved prior to work commencing under the contract.
Question 4:
Regarding the Page 9 of 58 Pages in RFP(SGE50017R0028), (a*) of the 52.211-10 Commencement, Prosecution, and Completion of Work (Apr 1984), does it mean that "Notice to Proceed" as "Award of this RFP" after 30~90 days from our submission.
If not, could you please let us know when we will receive the notice.

Question 7:
For line item #1 in the appendix1, is it acceptable for you to use four of six pair cable instead of 24 pair?
SGE50017R0028 Amendment A001, Attachment 1
Page 3 of 6 pages
Answer 7:
Yes. Multiple cables may be run for this high-capacity requirement, as long as the total number of pairs to this network location remains the same. Appendix 1, Line Item 1 was changed to 12 pairs in SGE50017R0028 Amendment A001.
Question 8:
For samples mentioned Notes:4-b. on SOW, is it acceptable for you that it may be impossible to prepare within 10 days of the receipt of the Notice to Proceed?
Answer 8:
It would be understandable if the selected contractor could not provide physical samples of cables and equipment to be used. The Contracting officer Representative would like to see the “manufacturer’s data sheet”; which enables verification of equipment proposed and installed.
Question 9:
Management Information (REF: Para 7., Page 37 of 58, Solicitation Package):
Necessary documents are shown in 3.2 a) through h), however, the management information required in Para 7, Page 37, is not stated.
Do you need the management information from offerors?
Answer 9:
RPSO requires the management information from the offerors in accordance with clause 4.1, paragraph (7), on page 37 be submitted in order to evaluate the proposals.
Question 10:
As-Built Drawing:
It seems that there are no specific requirements for as-built drawing.
Does the contractor have to submit Auto Cad data, or as-built drawing is not required.
Please confirm.
Answer 10:
This requirement has been added to the revised Statement of Work (SGE50017R0028 Amendment A001) as Deliverable 6: “Within 30 calendar days after final completion of the work, but before final acceptance thereof, the Contractor shall provide complete sets of “As-Built” drawings, based upon the record set of drawings, marked to show the details of construction as actually accomplished, and record shop drawings and other submittals, in the number and form as required by the specifications.
As-Built drawings shall be prepared by modifying the original CADD electronic drawing files to reflect the actual as-built condition. A new CD-ROM containing the as-built drawings in .dwg and .pdf format and two sets of hard copies shall be produced and submitted to the Government within the time limitation set out above.”
Question 11:
Working Schedule (Completion Time: 6 months):
Are there any scheduled period/days/weeks during which any working or entering the site is not allowed?
SGE50017R0028 Amendment A001, Attachment 1
Page 4 of 6 pages
Answer 11:
No. There are no anticipated periods during which work is not allowed, as long as work takes place during the hours outlined in Note 1: “Monday - Friday between 8:30am – 5:30pm. Weekend or after-hours work must be coordinated with the Embassy in advance.”
Question 12:
REF: Deliverables: Para 5. Cable Test Can you specify pre-test and post-test after completion of placing the fiber cables, if any?
Answer 12:
Requirements: 3(h.) of the Statement of Work has been amended to provide the following test / certification requirements: “All cables and connections must be tested and certified to meet OM3 1 Gbps ANSI/TIA 568.D standards.” The Deliverables: section, (5) of the Statement of Work states Contractor will provide “cable test and certification results to Embassy Tokyo during the final contract review.”
Question 13:
REF: Line Item 43, Appendix 1 Some 2017-02-14 site visit attendees say that the Item 43 Pool was deleted then.
Is that true? Please confirm.
Answer 13:
Confirmed. Requirement 3(i.) has been amended as follows: “The Fiber optic backbone connection to the Pool (Line Item 43 of Appendix 1) has been removed from the SoW. The connection from the Perry building to the Recreation building’s north-west corner (Line Item 44 of Appendix 1) must be installed by trench connecting from the manhole on the outside, South-East corner of the pool to the back north-west corner of the Recreation building.”
Question 14:
We strongly recommend that outdoor cable color should be black for quality preservation. Is it acceptable for you?
Answer 14:
Requirement 3(b.) states “Outside cable cladding color should not be orange, black, blue, or green.
All cable must be one standard color.” We have specifically requested a different cable color than what is currently in use (orange, black, blue, green) to differentiate the new fiber optic backbone cables.
Question 15:
Should we submit “SF30” for the Acknowledgement of amendment defining that period for acceptance of offers is changed from 30 to 90 days written in section 3.2 (page 32-33) in RFP?
Answer 15:
SGE50017R0028 Amendment A001, Attachment 1
Page 5 of 6 pages
The 90 days is a pre-requisite of the solicitation, all proposals must be valid for a minimum period of 90 calendar days otherwise they will be determined to be unacceptable; offerors are free to extend their proposal acceptance date.
Question 16:
We are assuming about 100mm Dia. conduits shoule be installed newly for the whole cabling route, but is this condition also applied to vetical shaft EPSs in 3 towers of Grew, Harris, and Perry ? If the conduits are not required, please inform what should be arranged for cabling route.
Answer 16:
The Statement of Work (SGE50017R0028) Amendment A001, Requirements 1(i.) states “Vertical floor penetrations into and between telecommunication rooms (TR) in the Perry, Harris, and Grew towers must be two penetrations, each being 4 inches (10 cm) in diameter. Floor penetrations conduit must be sheathed or coated on the edges to protect cables from jagged edges, and penetrate the floor and ceiling 2 inches (5 cm).
Question 17:
For the core drilling penetrations, is X-Ray inspection required for the whole locations incluinding vetical shaft EPSs in 3 towers of Grew, Harris, and Perry?
Answer 17:
No. There is not a requirement for X-Ray inspections. If it something that recommended, it and its costs should be included in the RFQ/ contract bid.
Question 18:
For Fiber cables testing, we are planning to measure in accordance with TIA standard. We are assuming OM3 permanent link testing result will not pass for the cabling over 300mtrs in length, but would you accept this?
Answer 18:
Acceptable results meet or exceed industry standards, such as TIA. Some of the OM3 runs are less than 300 meters. Test results for all terminations should show the distance, maximum speed test results, and other pertinent information.
Question 19:
We understand Plenum cables are required, but do you accept Japanese-made cables with the sheath equivalent to Plenum ?
Answer 19:
The cables used must meet or exceed the Plenum standards and ratings. If a local “equivalent” cable is proposed, it is the contractor’s responsibility to verify and prove that the “equivalent” meets or exceeds the Plenum standards. The proposed bill of materials is provided to the Contracting Officer Representative for approval before ordering.
Question 20:
SGE50017R0028 Amendment A001, Attachment 1
Page 6 of 6 pages
For 44 termination locations other than MDF, can we assume that only LC Jacks shall be accommodated in wall-mount termination panels to be newly installed, and Hubs shall not be accommnodated in the same panels?
Answer 20:
The Requirements 2 section of the Statement of Work clearly identifies how the fiber is to be terminated at each Telecommunication Closet termination point. Requirement 2(c.) states “Install small form factor fiber optic enclosures, each containing a 6-port LC patch panel at each telecommunications room (with the exception of the Perry Tower MDF and Grew Computer Room GR-G1N, both of which will need higher capacity patch panels – see Appendix 1). Each enclosure must be of sufficient size to support a 12-strand / six pair OM-3 cable and 6-port LC patch panel.”
Question 21:
Conduits are painted or galvanized finish?
Answer 21:
The Statement of Work (SGE50017R0028) Amendment A001, Requirements 1(g.) states: “Where surface-mounted conduits systems are used, they must be painted to match existing walls/existing distribution system colors.”
During the Walk-Through, potential contractors had an opportunity to view all locations and pathways and take pictures as necessary. In most cases, the “existing distribution system” is the original steel color.
