12/15/2016 Mitsui Compound Backbone Installation SOW Version 1

Mitsui Housing Compound Internet & Telephone Backbone Installation Project: Scope of Work (SoW)

The US Embassy in Tokyo has the requirement to replace existing internet and telephone backbone wiring and infrastructure within and between several buildings and on all floors of the Embassy’s Mitsui Housing Compound.

REQUIREMENTS:

1. Install a cable distribution system to support extensive new wiring between the Main Distribution Frame (MDF) in the Perry Tower basement to 44 telecommunication closets and/or locations throughout the facility (locations specified in Appendix 1). Installation will include all facets of operations; to include (but not limited to) boring/drilling, mounting, installation, labeling, and cleanup.

Required cable distribution systems will be agreed upon between the contractor and the Embassy. The cable distribution system could include:

a. Conduit at least four inches (10 cm) in diameter.

b. Cable tray / ladder suspended from the ceiling using either single-rod or double-rod suspension, provided that the tray is less than 40 cm wide. Anchors shall be installed per manufacturer’s requirements, and shall be a maximum of 3 meters apart.

c. Surface-mounted communications raceway duct such as Panduit.

d. In-wall conduit

e. Vertical rigid communications raceway poles

Cable distribution systems must meet the follow specifications:

a. Follow the same routing as existing pathways whenever possible, however existing distribution systems should not be re-used, with the exception of the sections described below. The following three existing distribution systems may be used for new cable runs:

(1) Existing conduits between Temple's townhouse buildings (toward Grew Gate) and the Mitsui townhouse buildings (via the pass-through box located on the west end of the Temple townhouses) and from there to both Mitsui townhouse building network locations (MI-G1N and

MI-G1S)

(2) Existing conduits between the Grew Tower and the Marine House (MA-B1) via the pass-through box located on the south end of Grew tower.

(3) Existing conduits between Grew Tower and Daily Hall (DA-01) via the pass-through box located at the north end of Grew tower.

b. For all new cable distribution systems, use at least four inch (10 cm) diameter conduit.

c. Systems must meet Japanese seismic installation and building codes.

d. Mounting anchors shall be installed per manufacturer’s requirements and shall meet Japanese seismic installation and building codes.

e. Where surface-mounted conduits systems are used, they must be painted to match existing walls/existing distribution system colors.

f. New distribution systems must be labeled “Telecommunications” with clearly identified labels no larger than 1.5 inches; such as engraved plastic horizontal-hanging labels or stencil paint.

“Telecommunications” marking must be displayed / marked on exposed distribution system at least every ten feet apart in visible areas.

g. Vertical floor penetrations into and between telecommunication rooms (TR) in the Perry, Harris, and Grew towers must be two penetrations, each being 4 inches (10 cm) in diameter. Floor penetrations must be sheathed or coated to protect cables from jagged edges, etc.

h. Prior to project completion, all penetrations must be filled with certified fire-stop material that is removable and replaceable to facilitate future cable-pulls. Fire-stop solution must not be permanent;

such as cement or mortar. Fire-stop material must be done in accordance with International Fire Code (IFC), National Fire Protection Association (NFPA) life safety code, and Japanese Fire code.

Where two codes are conflicting, the more stringent shall be used.

2. Install fiber optic enclosures and patch panels at each network telecommunication closet, as outlined in Appendix 1.

a. Install LC fiber optic patch panels in existing “Distribution Rack” network cabinets located in the Perry Tower MDF (PE-MDF) and Grew Computer Room (GR-G1N). The network cabinets in these locations are standard 19-inch racks.

b. Perry Tower MDF patch panels must facilitate the termination of all OM3 cable runs and multi-strand termination as outlined in Appendix 1 {44 cables for a total of 540 strands/270 pairs}.

c. Install small form factor fiber optic enclosures, each containing a 6-port LC patch panel at each telecommunications room (with the exception of the Perry Tower MDF and Grew Computer Room GR-G1N, both of which will need higher capacity patch panels – see Appendix 1). Each enclosure must be of sufficient size to support a 12-strand / six pair OM-3 cable and 6-port LC patch panel.

d. Fiber patch panels will be identified sequentially by letter-code, starting from the top left of the cabinet (e.g. FPPA, FPPB, FPPC).

e. Each fiber enclosure and patch panel will be labelled with letters a minimum of 1cm tall, white background, and red lettering. Label will be mounted on the outside-front of each enclosure.

Labels will identify the local and far-end location and destinations of the termination in the format:

<network location code>-<fiber patch panel> TO <network location code>-<fiber patch panel> For example: HArris building, 08th floor, West side, Fiber Patch Panel A to PErry MDF, Fiber Patch Panel D would be:

Enclosure label: HA-08W-FPPA to PE-MDF-FPPD

Perry-MDF label: PE-MDF-FPPD to HA-08W-FPPA

Network location codes, and number of fiber pairs to be supported at each are listed in Appendix 1.

f. Ports within each distinct patch panel will be numbered sequentially, starting with 1 for the left-most port.

3. Install multi-strand backbone fiber optic cables between the Perry Tower MDF (PE-MDF) and each telecommunication closet location identified in Appendix 1, terminating each cable with LC connectors and connecting into the fiber patch panels installed at each location (see Requirement 2). Estimated lengths of each run are itemized in Appendix 1.

a. Fiber optic OM3 50/125 micron, indoor (or indoor/outdoor), plenum-rated, multimode must be used for each cable run. Number of fiber pairs needed in each cable run is itemized in Appendix 1.

b. Outside cable cladding color should not be orange, black, blue, or green. All cable must be one standard color.

c. Each cable run must be “home run” from end-to-end; without breaks, patches or splices.

d. A ten (10) meter service-loop must be left at each termination point identified in Appendix 1 other than Perry MDF (PE-MDF) and Grew Computer Room (GR-G1N).

e. A 1.5 meter service-loop must be left at the Perry MDF and Grew Computer Room for each cable.

f. Terminate both ends of all strands of the fiber cable in each fiber enclosure using LC connectors.

Cables must terminate into a fiber-optic patch panel at both ends of each cable (see requirement 2).

g. Label multi-strand fiber optic cable at each end and at exposed locations in the middle. Label background color will be white with black lettering. Label will include descriptions of both ends indicating the far-end location/termination points. Label format will be:

<network location code>-<fiber patch panel> TO <network location code>-<fiber patch panel> Network location and patch panel identification codes for each location are listed in Appendix 1.

For example: The cable from DAily Hall building, floor 01, Fiber Patch Panel A to Perry MDF, Fiber Patch Panel C would be: DA-01-FPPA to PE-MDF-FPPC

h. All cables and connections must comply with, pass industry standards and certify at OM3 speed specifications of 1 Gigabit Ethernet, 1000BASE-SX.
