About this file

This is a Financial Stability Review attachment for an RFP issued by the Florida Statewide Guardian ad Litem Office (SGAL) for a Client Case Management System. The procurement solicits comprehensive software and implementation services to replace the current Optima case file system, with capabilities spanning case file management, volunteer record management, document creation and storage, reporting, and research functionality. The system must support both dependency and juvenile cases with features including workflow management, alert systems, exhibit management, and document storage in either web-based cloud-native or on-premises deployment models. A non-mandatory Pre-Proposal Vendor Conference is scheduled for January 6, 2026, with written questions due by January 12, 2026. All proposals must be submitted by January 30, 2026 at 4:00 PM, with vendor demonstrations scheduled for the week of March 2, 2026. Full implementation and deployment is required by June 30, 2027. The evaluation criteria allocate 35 points for functionality, 30 points for technical alignment, 15 points for implementation approach, 15 points for proposer experience, 5 points for proposed staff experience, and 40 points for cost.

Vendors must demonstrate financial stability through submission of a current W-9 form, a Substitute W-9 confirmation from the Florida Department of Financial Services, and a sample invoice with a remit-to name matching W-9 documentation. Additionally, vendors must provide one of the following: investment-grade ratings from nationally recognized credit rating agencies, CFO attestation letters (for vendors with annual revenues exceeding $1 billion), audited financial statements from an independent certified public accountant, or other financial statements accompanied by review, compilation, or internal management reports. SGAL reserves the right to request alternative documentation including tax returns, interim accounting reports, banking records, affiliated company financial reports, or performance bonds. The solicitation is open to all United States-based vendors with no specific set-aside designations; however, proposers are encouraged to declare diversity status including Florida Business Enterprise, Small Business Enterprise, Veteran Business Enterprise, or Minority Business Enterprise designations. IT security requirements mandate either current SOC 2 Type 2 reports or ISO 27001 certifications. Vendors must identify any confidential financial information in accordance with Florida Public Records Law Section 5.5.

3. One of the following (a, b, c, or d)
