About this file

This document is a Functional and Technical Requirements specification (Attachment C) for the Florida Statewide Guardian ad Litem Office (SGAL) Request for Proposal for a Software and Implementation Services contract for a Client Case Management System. The RFP solicits proposals for development and implementation of comprehensive case management software to support case file management, volunteer record management, document creation and storage, reporting, and research functions. The specification encompasses 452 total requirements distributed across seven functional categories: General Technical (129 requirements), Case Management (146 requirements), Volunteer Management (51 requirements), User Tools (52 requirements), Portal (21 requirements), Reporting (49 requirements), and Interfaces (4 requirements). All proposals must be submitted by 4:00 PM on January 30, 2026, with inquiries directed to RFP20252601@gal.fl.gov.

Vendors are required to respond to each requirement using standardized response indicators: "S" for Standard features included in current software release, "F" for Future features available by June 30, 2027, "C" for Customization requiring cost proposals in Attachment C1, "T" for Third-Party integration with vendor identification and cost proposals, and "N" for features that cannot be provided. Critical requirements span system architecture capabilities including web-based/cloud-native or on-premises hosting options, multi-browser support, mobile accessibility, role-based security, Active Directory integration, encryption compliance (FIPS 140-3), ADA Section 508 compliance, and adherence to CJIS, NIST, and HIPAA standards. The system must support both dependency and juvenile cases with comprehensive case tracking, workflow management, alert systems, exhibit management, document storage with unlimited capacity, volunteer lifecycle management from recruitment through certification, external portal access for volunteers, and advanced reporting with predefined templates and ad hoc query capabilities. Potential system integrations identified include Microsoft Outlook, Florida E-Filing systems, and legal research databases (Lexis Nexis and Westlaw).
