About this file
This is a state and local contract opportunity solicitation (SFSK25000093) issued by the Missouri Department of Natural Resources (DNR) for Acclima Soil-Water Content Sensors with Time Domain Reflectometry (TDR) Technology. The solicitation seeks to purchase and install volumetric soil-water content sensors at over forty mesonet stations, specifically the TDR 315N Soil Water Content Sensor with 15 cm long sensor rods and the Acclima True TDR Soil Moisture Sensor Reader Kit (SDI-12). The procurement will integrate soil moisture and temperature data into the Missouri Mesonet system for continuous transmission to NOAA and public availability. The solicitation is open to all vendors and will be active from July 15, 2024, at 8:00 AM CDT through July 19, 2024, at 5:00 PM CDT.
The solicitation is designated as a Single Feasible Source (SFS), indicating that Acclima sensors were selected due to their proven performance in Missouri's soils with high clay content and smectite clay mineralogy. Delivery terms are Free On Board Destination with vendor-specified payment terms. No estimated total value is provided, and the solicitation contains no line items. The primary contact is Brenda Kaden at the DNR in Jefferson City, and the procurement appears to be funded through the department's budget. The sensors will enable the department to connect soil sensors to weather station data loggers and provide comprehensive environmental monitoring data.

Who can respond to this bid? : All Vendors Description: The department will be purchasing and installing the volumetric Soil-
Water content sensors at over forty mesonet stations to integrate the soil moisture and temperature data into the Missouri Mesonet system, which continuously transmits monitoring station data to NOAA and make the data publicly available. The Acclima time domain reflectometry (TDR) soil-water sensors have been selected for this project because of their proven performance in soils with high clay content and smectite clay minerology, which are both common in Missouri. The TDR 315N Soil Water Content Sensor, which has 15 cm long sensor rods, measures soil moisture and temperature. The Acclima True TDR Soil Moisture Sensor Reader Kit (SDI-12) will allow the department to install soil sensors near Missouri Mesonet stations to connect the sensors to the weather station data loggers.
