About this file
This is a state solicitation document from the Missouri Department of Natural Resources (DNR) for a Single Feasible Source (SFS) procurement of Acclima Soil-Water Content Sensors with Time Domain Reflectometry (TDR) Technology. The solicitation (Number SFSK25000093) seeks to purchase and install volumetric soil-water content sensors at over forty mesonet stations, with the goal of integrating soil moisture and temperature data into the Missouri Mesonet system. The specific equipment includes the TDR 315N Soil Water Content Sensor with 15 cm long sensor rods and the Acclima True TDR Soil Moisture Sensor Reader Kit (SDI-12). The solicitation period runs from July 15, 2024, at 8:00 AM CDT to July 19, 2024, at 5:00 PM CDT, with the sensors intended to continuously transmit monitoring station data to NOAA and make the data publicly available.
The solicitation is open to all vendors, with delivery terms specified as Free On Board Destination and payment terms to be vendor specified. The sensors were selected specifically for their proven performance in Missouri's soils, which typically have high clay content and smectite clay mineralogy. The contact person for this solicitation is Brenda Kaden at the DNR, located in Jefferson City, Missouri, who can be reached at 573-751-0875 or brenda.kaden@dnr.mo.gov. No estimated total value is provided in the document, and the solicitation has been designated as having no line items. The vendor is solely responsible for ensuring timely submission of their response, with a warning that failure to allow adequate time could risk the response not being accepted.

Who can respond to this bid? : All Vendors Description: The department will be purchasing and installing the volumetric Soil-
Water content sensors at over forty mesonet stations to integrate the soil moisture and temperature data into the Missouri Mesonet system, which continuously transmits monitoring station data to NOAA and make the data publicly available. The Acclima time domain reflectometry (TDR) soil-water sensors have been selected for this project because of their proven performance in soils with high clay content and smectite clay minerology, which are both common in Missouri. The TDR 315N Soil Water Content Sensor, which has 15 cm long sensor rods, measures soil moisture and temperature. The Acclima True TDR Soil Moisture Sensor Reader Kit (SDI-12) will allow the department to install soil sensors near Missouri Mesonet stations to connect the sensors to the weather station data loggers.
