1. Section 3.0, Scope mentions; All positions assigned to the Business Applications Division, the Enterprise Technology Division, and the Research and Learning Development Division will require at the minimum a Secret Clearance. However, Section C, para 4.2, page 13/14 of 75 it is written; CLiN 002; Operations Training Level 1; SECRET/ CRYPTO clearance required; No other CLN mentions about clearance. Could you please clarify which CLiN numbers require clearances and at what level?

SAIT would like to remove the Crypto clearance requirement. However, all positions require at the minimum a Secret Clearance.

2. The RFP states, ‘…..and there must be no type of binding’. Please clarify what this means, does this include no stapled documents?

Please refer to Section L. There should be NO type of binding, including stapled documents. We strongly prefer the use of tabs to separate elements of the proposal. If binding of the proposal is ABSOLUTELY necessary, the technical proposal and price proposal MUST be separate from each other.

3. Are offerors allowed to propose on more than one labor category?

Yes. Offerors are allowed to propose on one, multiple, or all labor categories.

4. For labor categories with multiple levels (basic, intermediate, advanced), is the offeror allowed to submit resumes of “advanced” personnel for each level, considering the individual meets all requirements?

Yes, as long as the individuals meet the basic, intermediate and advanced requirements. Please note that if SAIT needs services at the basic level, SAIT will only compensate for at that level.

5. Are offerors allowed to propose the same candidates/submit the same resumes for multiple labor categories as long as they meet all the requirements

Yes, but offerors must note this distinction on resumes.

6. Are resumes and past performance they only two items required in the technical proposal?

Please refer to Section M for the required documents for evaluation. You may submit additional information if you wish.

7. Please clarify if this suggests that a ‘technical approach’ is required. If so, are there page limitations to the approach?

Please refer to Section M for the required documents for evaluation. Your offer should include a Technical and Price proposal. There are no page limitations to the approach, however please keep the resumes to a maximum of five pages.

8. Is there a limit to the number of resumes to be provided in the “sampling?”

Yes, please do not submit more than five.

9. Are there any page limitations on the resumes?

Yes, please limit resumes to five pages.

10. Does the Government intend to have multiple contractors assigned to this project?

Yes. Please refer to page 71, 52.216-1.

11. How many resumes need to be submitted with the proposal to meet the 30 Page Limit for Past Performance and Resumes?

There is no page limit. Provide any quantity you feel is necessary.

12. Will the government consider providing past performance questionnaire for the response?

No.

13. Are there any submission requirements or limitations? i.e. page limitations for the technical and past performance sections; restrictions on font size and graphics Instructions for submissions are outlined in Section L.

14. Will the contractor be permitted to perform work creating or editing what is considered "Sensitive" information on corporate assets or will government equipment be supplied?

The Government will provide equipment. In almost all cases, work will be performed on site.

15. Please clarify if any positions are considered “key personnel”, i.e. program manager, etc.; and number of resumes required?

None. However, we recognize the importance of our contractor employees’ contribution to SAIT. Contractor employees are not allowed to perform their company’s functions while working on SAIT tasks during official business hours. They can perform limited tasks such as filling out timesheets.

16. . In which volume of the proposal should Section K, Reps and Certs, be included (Technical Proposal or Cost Proposal)?

Please incorporate Section K, Reps and Certs, in the Cost Proposal.

17. It is specified in section L.3 that there is to be no type of binding of proposals. Is it acceptable to use a binder clip to fasten the proposal pages together? Would it be acceptable to use a 3 ring binder so the proposal pages can be easily removed?

Please refer to Section L. There should be NO type of binding, including stapled documents. We strongly prefer the use of tabs to separate elements of the proposal. If binding of the proposal is ABSOLUTELY necessary, the technical proposal and price proposal MUST be separate from each other.
