About this file
This document is Amendment No. 3 to Phase One of Solicitation for Offers (SFO) LI-14174, issued by Naval Facilities Engineering Command Pacific for administrative, warehouse and storage space at Puget Sound Naval Shipyard & Intermediate Maintenance Facility in Washington. The amendment adds two new questions and answers regarding previously published inactive SFOs related to the Shipyard Infrastructure Optimization Plan (SIOP).
The Q&A clarifies that two previous solicitations were closed because they did not comprehensively address SIOP requirements. This new two-phase solicitation supersedes those earlier SFOs. Property owners who submitted information under the previous inactive solicitations must submit new proposals under this SFO, as the submittal requirements have changed. The amendment maintains February 19, 2025 as the date of the solicitation and provides contact information for questions, which must be submitted via email to the listed Real Estate Contracting Officer (RECO) with "SFO LI-14174" in the subject line.

SFO LI-14174
1. This Amendment No. 3 serves to incorporate the following Questions and Answers to SFO LI-14174. Due to the volume of questions included on previous Amendments, this Amendment is only including the questions asked since the last Amendment was released:
Question Offeror Question DON Response 77 Why are the two previously published inactive SFOs inactivated and why is a new SFO needed for the Navy to gather information for a similar purpose (seeking leasing space near Bremerton for administrative use, warehouse, lay-down space and industrial space for SIOP)?
The two referenced solicitations are closed as they are not comprehensive of the requirements and support of SIOP. The new comprehensive two phase solicitation for offers (SFOs) will supersede previously published inactive SFOs and be conducted in two phases. Interested parties and offerors are encouraged to review the active Phase 1 SFO LI-14174 for details on the SFO, how to participate in Phase 1, and the point of contacts available for addressing any and all questions and clarifications.
78 For those property owners who have already submitted their property information to the Navy for the two previously inactive SFOs, do they need to submit those property information again if they're interested in leasing their property near Bremerton to support SIOP operations?
Yes, this is a new solicitation that is not associated with previous market surveys, request for information (RFIs) or SFOs that are closed. Interested parties and offerors will be required to submit new proposals and are encouraged to thoroughly review the proposal requirements as the new submittal requirements have changed.
2. All other terms and conditions of Phase 1 SFO LI-14174 remain unchanged.
